<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2646</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250801">August 1, 2025</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself, <cosponsor name-id="S337">Mr. Coons</cosponsor>, <cosponsor name-id="S373">Mr. Cassidy</cosponsor>, and <cosponsor name-id="S385">Ms. Cortez Masto</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To terminate the United States-People's Republic of China Income Tax Convention if the People's Liberation Army initiates an armed attack against Taiwan.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id6aa5bd9e35464f4ca9797c3956bc452e"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Tax Treaties for Foreign Aggressors Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="id5b3cae3a7cc04f69ba98e2322272126a"><enum>2.</enum><header>Conditional termination of the United States-People's Republic of China Income Tax Convention</header><subsection commented="no" display-inline="no-display-inline" id="id8d1662f5879e4d308472f849527bcb10"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall provide written notice to the People's Republic of China through diplomatic channels of the United States' intent to terminate the United States-The People’s Republic of China Income Tax Convention, done at Beijing April 30, 1984, and entered into force January 1, 1987, as provided by Article 28 of the Convention, not later than 30 days after the President notifies the Secretary of the Treasury that the People’s Liberation Army has initiated an armed attack against the Republic of China (commonly known as <quote>Taiwan</quote>).</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id151d9990172443f4a4749cca1efba969"><enum>(b)</enum><header>Congressional notification</header><text>The President shall submit written notification of a termination described in subsection (a) to—</text><paragraph commented="no" display-inline="no-display-inline" id="id72ec2dc3d62d408889feb75ce695e69d"><enum>(1)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSFR00">Committee on Foreign Relations of the Senate</committee-name>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id005456622ed1488798be99e28a6b3368"><enum>(2)</enum><text display-inline="yes-display-inline">the <committee-name committee-id="SSFI00">Committee on Finance of the Senate</committee-name>.</text></paragraph></subsection></section></legis-body></bill>
