            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving the Department of Energy's Workforce Act</short-title></quote>.</text>

            <enum>2.</enum>
            <header>Reduction in force moratorium at the Department of Energy</header>
            <subsection id="HDCB3438FBB784A0086E604CD16BCC0C9">
                <enum>(a)</enum>
                <header>In general</header>
 <text display-inline="yes-display-inline">Until on or after the date that full-year appropriations for the Department of Energy for fiscal year 2026 have been enacted into law, the Secretary of Energy may not—</text>
                <paragraph id="H0DB3AE2712BF4F9BAD660D58405FE4A6">
                    <enum>(1)</enum>
 <text>initiate or implement any reduction in force at the Department of Energy; or</text>
                </paragraph>
                <paragraph id="HAF3853D9C9AA4B5C98A460AA55A51EDB">
                    <enum>(2)</enum>
 <text display-inline="yes-display-inline">conduct an involuntary separation of any employee in the competitive service, any career employee in the excepted service, or any career appointee in the Senior Executive Service of the Department of Energy except for cause on charges of misconduct, delinquency, or performance.</text>
                </paragraph>
            </subsection>
            <subsection id="H061265386E8A4E4B93C7617A0D0E86E0" display-inline="no-display-inline">
                <enum>(b)</enum>
                <header>Application</header>
 <text>For the purposes of carrying out subsection (a)—</text> <paragraph id="HFB38D231296349A9886282972680434C"> <enum>(1)</enum> <text>the terms <quote>competitive service</quote>, <quote>excepted service</quote>, and <quote>career appointee</quote> have the meanings given those terms in sections 2102, 2103, and 3132(a), respectively, of title 5, United States Code; and</text>
                </paragraph>
                <paragraph id="HA1E15BF71A2B4291A69A29B0EC82B02B">
                    <enum>(2)</enum>
 <text>such subsection shall be in addition to any other authority with respect to adverse personnel actions, including <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/75">chapter 75</external-xref> of title 5, United States Code.</text>
