<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2567</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250731">July 31, 2025</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To terminate the exemption from numerical limitations for H–1B nonimmigrants employed by institutions of higher education. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H6F030C2C404046A4AD91CAD2B9D2DF6D"><section section-type="section-one" id="HBD051521F5E64FB9AC400493AC7205CC"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Colleges for the American People Act of 2025</short-title></quote> or the <quote><short-title>CAP Act of 2025</short-title></quote>.</text></section><section id="HE443C6273F0E44F4B71144622CC237D4"><enum>2.</enum><header>Termination of exemption from numerical limitations for H–1B nonimmigrants employed by institutions of higher education</header><text display-inline="no-display-inline">Section 214(g)(5) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184">8 U.S.C. 1184(g)(5)</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd573dc816ae4449f83e8faf1a52867ec"><enum>(1)</enum><text>by striking subparagraph (A); and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ideff6d106d9d846cbb47e168b5e9300c3"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (B) and (C) as subparagraphs (A) and (B), respectively. </text></paragraph></section></legis-body></bill>
