<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2543</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250730">July 30, 2025</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself and <cosponsor name-id="S359">Mr. Heinrich</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Agriculture to submit a report on New World screwworm readiness and response.</official-title></form><legis-body><section id="idef84e20dc74a4807806b4d8e9d8881d3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stop the Screwworms With Active Readiness and Mitigation Act of 2025</short-title></quote> or the <quote><short-title>Stop the SWARM Act of 2025</short-title></quote>.</text></section><section id="id191b867ea09847aeb41c46a8a3dad403" section-type="subsequent-section"><enum>2.</enum><header>Report on New World screwworm readiness and response</header><text display-inline="no-display-inline">Not later than 30 days after the date of enactment of this Act, the Secretary of Agriculture shall submit to Congress a report on the New World Screwworm domestic readiness and response initiative of the Animal and Plant Health Inspection Service, with a particular focus on—</text><paragraph id="idf76d5d6f98cb4eb89eab576149013b90"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="id0a9bd900c32f473da2f8db85bc8c8a75"><enum>(A)</enum><text>domestic readiness, including the construction of a domestic production facility in the event of a threat of a domestic outbreak; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id99bb27000ae342e68f460fd5c6d28911" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">exploring partnerships with States and industry with respect to that construction and other domestic preparedness efforts;</text></subparagraph></paragraph><paragraph id="id3bafa620117c46868a960463b89aad27"><enum>(2)</enum><text>sterile fly production technology and other eradication tools and technologies; and</text></paragraph><paragraph id="id8a60ff0346124a5a957b0a3ac2a602c1"><enum>(3)</enum><text>the benefits of and barriers, including timelines and costs, to enhanced domestic, as compared to international, sterile fly production.</text></paragraph></section></legis-body></bill>
