        <official-title>To amend the Federal Election Campaign Act of 1971 to limit the authority of
            corporations to establish and operate separate segregated funds utilized for political
            purposes, including the establishment or operation of a political committee, to
            nonprofit corporations, and for other purposes.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
            <text display-inline="no-display-inline">This Act may be cited as the
                        <quote><short-title>Ban Corporate PACs Act</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Limiting authority of corporations to establish or operate separate segregated
                funds for political purposes to nonprofit corporations</header>
            <subsection id="HD9DA0196BC71433AA4058F025838477D">
                <enum>(a)</enum>
                <header>Limitation</header>
                <paragraph id="HC1C1094822F34DBF91E75C8772397DD0">
                    <enum>(1)</enum>
                    <header>In general</header>
                    <text>Section 316(b)(2)(C) of the Federal Election Campaign Act of 1971 (52
                        U.S.C. 30118(b)(2)(C)) is amended by striking <quote>a corporation</quote>
                        and inserting <quote>a nonprofit corporation</quote>.</text>
                </paragraph>

                    <enum>(2)</enum>
                    <header>Definition</header>
                    <text>Section 316(b) of such Act (52 U.S.C. 30118(b)) is amended by adding at
                        the end the following new paragraph:</text>

                            <enum>(8)</enum>
                            <text>For purposes of this section, the term <term>nonprofit
                                    corporation</term> means a corporation described in section
                                501(c) of the Internal Revenue Code of 1986 and exempt from taxation
                                under section 501(a) of such Code, other than a corporation which is
                                ineligible to be exempt from taxation under section 501(a) of such
                                Code if it establishes a separate segregated fund under this
                                subsection.</text>

            </subsection>

                <enum>(b)</enum>
                <header>Permitting solicitation of contributions only from executive and
                    administrative personnel</header>
                <text>Section 316(b) of such Act (52 U.S.C. 30118(b)) is amended—</text>
                <paragraph id="HFD57520F78F543649A749F9A7F33AB57">
                    <enum>(1)</enum>
                    <text>in paragraph (4)(A)(i), by striking <quote>its stockholders and their
                            families and</quote>;</text>
                </paragraph>

                    <enum>(2)</enum>
                    <text>in paragraph (4)(B)—</text>
                    <subparagraph id="HB27E07BD257D45188FEEC7D2E7B5DBB3">
                        <enum>(A)</enum>
                        <text>by striking <quote>a corporation</quote> the first place it appears
                            and inserting <quote>a nonprofit corporation</quote>;</text>
                    </subparagraph>

                        <enum>(B)</enum>
                        <text>by striking <quote>any stockholder, executive or administrative
                                personnel,</quote> and inserting <quote>any executive or
                                administrative personnel</quote>; and</text>
                    </subparagraph>

                        <enum>(C)</enum>
                        <text>by striking <quote>stockholders, executive or administrative
                                personnel,</quote> and inserting <quote>executive or administrative
                                personnel</quote>;</text>
                    </subparagraph>

                    <enum>(4)</enum>
                    <text>in paragraph (5), by striking <quote>stockholders and</quote>.</text>
                </paragraph>
            </subsection>

                <enum>(c)</enum>
                <header>Treatment of government contractors</header>
                <text display-inline="yes-display-inline">Section 317(b) of such Act (52 U.S.C.
                    30119(b)) is amended—</text>
                <paragraph id="H238028098CAF452597B680FF89130AD4">
                    <enum>(1)</enum>
                    <text>by striking <quote>any corporation</quote> and inserting <quote>any
                            nonprofit corporation</quote>; and</text>
                </paragraph>

                    <enum>(2)</enum>
                    <text>by striking <quote>a corporation</quote> and inserting <quote>a nonprofit
                            corporation</quote>.</text>

            </subsection>

            <enum>3.</enum>
            <header>Effective date; transition for existing funds and committees</header>
            <subsection id="H0E03BB3700584D6899F6A8D9D96A8ADA">
                <enum>(a)</enum>
                <header>Effective date</header>
                <text display-inline="yes-display-inline">The amendments made by this Act shall take
                    effect on the date of the enactment of this Act.</text>
            </subsection>
            <subsection id="HEC1D360A3568402D87698D65D4D62302">
                <enum>(b)</enum>
                <header>Transition for existing funds and committees</header>
                <text>In the case of a separate segregate fund established and operating under
                    section 316(b)(2)(C) of the Federal Election Campaign Act of 1971 (52 U.S.C.
                    30118(b)(2)(C)) as of the date of the enactment of this Act which is not a fund
                    of a nonprofit corporation as defined in section 316(b)(8) of such Act (as added
                    by section 2(a)(2)), the fund shall terminate and disburse its entire balance
                    not later than 1 year after the date of the enactment of this Act.</text>
