<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2510</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250729">July 29, 2025</action-date><action-desc><sponsor name-id="S389">Mr. Kennedy</sponsor> (for himself and <cosponsor name-id="S414">Mr. Ossoff</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSSB00">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Small Business Act to require training on increasing contract awards to small business concerns owned and controlled by service-disabled veterans, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HDF152F9D01DD41869C5D4338A9067E2E"><section section-type="section-one" id="HB6C2947ED2074312BDB7E777DB465F26"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Service-Disabled Veteran Opportunities in Small Business Act</short-title></quote>.</text></section><section id="H41D1D5C48F384B1C8EE10F41E96910D1"><enum>2.</enum><header>Training on increasing contract awards to small business concerns owned and controlled by service-disabled veterans</header><text display-inline="no-display-inline">Section 36 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657f">15 U.S.C. 657f</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H4C4BBA5717E84865A58318D7798EC650"><subsection id="H27788B1A71C34237B57417D257413C2C"><enum>(j)</enum><header>Training on increasing contract awards to small business concerns owned and controlled by service-Disabled veterans</header><paragraph id="H8000BB00B42A49408355B6AF78E4C938"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Administrator, in consultation with the Office of Veterans Business Development, shall provide to covered employees at each Federal agency that has not met the goal established under section 15(g)(1)(A)(ii) training on how to increase the number of contracts awarded to small business concerns owned and controlled by service-disabled veterans.</text></paragraph><paragraph display-inline="no-display-inline" id="HF569B9F31878455DA23A0369F8E542E7"><enum>(2)</enum><header>Guidance</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this subsection, the Administrator, in consultation with the Office of Veterans Business Development, shall issue guidance and best practices on increasing the number of contracts awarded to small businesses owned and controlled by service-disabled veterans for Federal agencies to which the goal established under section 15(g)(1)(A)(ii) applies.</text></paragraph><paragraph id="HF5C254B7FE6547718607F29C25BAB285"><enum>(3)</enum><header>Report</header><text>Not later than 1 year after the date of enactment of this subsection, and annually thereafter, the Administration shall submit to Congress a report detailing, for the fiscal year covered by the report—</text><subparagraph id="H1B9D360C62F1483AB9E938C64C26BC25"><enum>(A)</enum><text>a list of each Federal agency that failed to meet the goal established under section 15(g)(1)(A)(ii);</text></subparagraph><subparagraph id="HD1EFB82920754E74BA5BB9744C4924D8"><enum>(B)</enum><text>the number of trainings provided to each Federal agency described in paragraph (1); and</text></subparagraph><subparagraph id="H0A2073E8DBAB4F038166B3037F2AF78B"><enum>(C)</enum><text>an overview of the content included in the training sessions described in subparagraph (B).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
