        <official-title>To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to
            include as a high-priority research and extension area research on microplastics in
            land-applied biosolids on farmland, and for other purposes.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Research for Healthy Soils Act</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Microplastics in land-applied biosolids on farmland</header>
 <text display-inline="no-display-inline">Section 1672(d) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925(d)</external-xref>) is amended by adding at the end the following:</text>

                    <enum>(21)</enum>
                    <header>Microplastics in land-applied biosolids on farmland</header>
 <text display-inline="yes-display-inline">Research and extension grants may be made under this section for the purposes of carrying out or enhancing research on the agricultural impacts of plastic or plastic-coated particles that are less than 5 millimeters in any dimension (referred to in this paragraph as <term>microplastics</term>) in land-applied biosolids on farmland, including—</text>
                    <subparagraph id="HE84594F62A894A2491D3FA0AE05688F2">
                        <enum>(A)</enum>
 <text display-inline="yes-display-inline">by conducting surveys and collecting data on microplastic concentration, particle size, and chemical composition in land-applied biosolids on farmland; </text>
                    </subparagraph>
                    <subparagraph id="HC9EFB7A2446944E8ACB0BC4B074A15A9">
                        <enum>(B)</enum>
 <text>through the development or analysis of wastewater treatment techniques to filter out or biodegrade microplastics from biosolids intended to be used for agricultural purposes;</text>
                    </subparagraph>
                    <subparagraph id="H2A928C800EF44395BDBEEE5378FDC155">
                        <enum>(C)</enum>
 <text display-inline="yes-display-inline">by conducting an analysis of the impact on agricultural crops and soil health of microplastics in land-applied biosolids on farmland; </text>
                    </subparagraph>
                    <subparagraph id="H6E30F7229C6C43A08E70EC24793D8100">
                        <enum>(D)</enum>
 <text display-inline="yes-display-inline">by conducting research to better understand how wastewater processing impacts microplastics; and</text>
                    </subparagraph>
                    <subparagraph id="HB1054ED4887F4A43BC4420D2740C7C2C">
                        <enum>(E)</enum>
 <text display-inline="yes-display-inline">by conducting research to better understand the fate, residence time, and transport of microplastics on farmland.</text>

            <enum>3.</enum>
            <header>Reauthorization of high-priority research and extension initiatives</header>
 <text display-inline="no-display-inline">Section 1672 of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925">7 U.S.C. 5925</external-xref>) is amended by striking <quote>2023</quote> each place it appears in subsection (e)(5), subsection (f)(5), paragraphs (1)(B), (2)(B), and (3) of subsection (g), and subsection (h) and inserting <quote>2031</quote>.</text>
