<distribution-code display="yes">II</distribution-code><calendar>Calendar No. 87</calendar><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 244</legis-num><associated-doc role="report">[Report No. 119–25]</associated-doc><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250124">January 24, 2025</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> (for herself, <cosponsor name-id="S409">Mr. Luján</cosponsor>, and <cosponsor name-id="S327">Mr. Warner</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSCM00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20250602">June 2, 2025</action-date><action-desc>Reported by <sponsor name-id="S355">Mr. Cruz</sponsor>, with amendments</action-desc><action-instruction>Omit the part struck through and insert the parts printed in italic</action-instruction></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Commerce, acting through the Assistant Secretary of Commerce for Communications and Information, to conduct a study of the national security risks posed by consumer routers, modems, and devices that combine a modem and router, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Removing Our Unsecure Technologies to Ensure Reliability and Security Act</short-title></quote> or the <quote><short-title>ROUTERS Act</short-title></quote>.</text></section><section id="H331323201046428B8B5EE38940ED6AC4" commented="no"><enum>2.</enum><header>Study of national security risks posed by certain routers and modems</header><subsection id="HDEBE1974FDB44CB29FFAE4A4C333814B" commented="no"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall conduct a study of the national security risks <added-phrase reported-display-style="italic">and cybersecurity vulnerabilities</added-phrase> posed by consumer routers, modems, and devices that combine a modem and router that are designed, developed, manufactured, or supplied by persons owned by, controlled by, or subject to the influence of a covered country.</text></subsection><subsection id="HF550D5E0666649E6A319131FCBD90244" commented="no"><enum>(b)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the results of the study conducted under subsection (a).</text></subsection><subsection id="H50A06661E13B405A99557CE02E2E1314" commented="no"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H85E77B5F31C84B9E9E7F4B944E4F2C20" commented="no"><enum>(1)</enum><header>Covered country</header><text display-inline="yes-display-inline">The term <term>covered country</term> means a country specified in section <deleted-phrase reported-display-style="strikethrough">4872(d)(2)</deleted-phrase><deleted-phrase reported-display-style="strikethrough"></deleted-phrase><added-phrase reported-display-style="italic">4872(f)(2)</added-phrase> of title 10, United States Code.</text></paragraph><paragraph id="H1035F2851FAA43FCB86C6A4A24FCE986" commented="no" display-inline="no-display-inline"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Commerce, in consultation with the Assistant Secretary of Commerce for Communications and Information.</text></paragraph></subsection></section></legis-body><endorsement><action-date date="20250602">June 2, 2025</action-date><action-desc>Reported with amendments</action-desc></endorsement></bill>
