<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2413</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250723">July 23, 2025</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself, <cosponsor name-id="S416">Mrs. Britt</cosponsor>, <cosponsor name-id="S417">Mr. Budd</cosponsor>, <cosponsor name-id="S437">Mr. Justice</cosponsor>, and <cosponsor name-id="S365">Mr. Scott of South Carolina</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 18, United States Code, to assert jurisdiction over murders committed by certain inadmissible or deportable aliens.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H4BC876A9A7954A118E4CABC0655F0B9D"><section section-type="section-one" id="H5CEB14108DD9439BAFDF92BFD30E6531"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice for Victims of Illegal Alien Murders Act</short-title></quote>.</text></section><section id="H116FC4B7D0084392A43B522EECF99189"><enum>2.</enum><header>Murders committed by certain inadmissible or deportable aliens</header><text display-inline="no-display-inline">Section 1111 of title 18, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="HA8FF9BB220CC44C6A301A06756004DE1"><subsection id="HD1FF4880360547A089C7A669585F14FD"><enum>(d)</enum><text display-inline="yes-display-inline">Within any jurisdiction of the United States (whether or not in the special maritime and territorial jurisdiction of the United States), an alien who—</text><paragraph id="HDB15B19353304DEA8BD9CA52D3CA3B55"><enum>(1)</enum><text>is—</text><subparagraph id="H461C318B3986403E8771441095D6C8BC"><enum>(A)</enum><text display-inline="yes-display-inline">inadmissible under paragraph (6)(A), (6)(C), or (7) of section 212(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(a)</external-xref>); or</text></subparagraph><subparagraph id="HFC64FB878D754FDF84DC16BCB50F483F"><enum>(B)</enum><text>deportable under subparagraph (B) or (C)(i) of section 237(a)(1) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1227">8 U.S.C. 1227(a)(1)</external-xref>); and</text></subparagraph></paragraph><paragraph id="H09BA080A93244DA9B1729083FF080782"><enum>(2)</enum><text>is guilty of—</text><subparagraph id="HABAC3DDA6B684F8883DD0D106F1E7767"><enum>(A)</enum><text display-inline="yes-display-inline">murder in the first degree, shall be punished by death or by imprisonment for life; or</text></subparagraph><subparagraph id="H0F928DF7D96F40DDB6D1FBCF815A64CF"><enum>(B)</enum><text display-inline="yes-display-inline">murder in the second degree, shall be imprisoned for any term of years or for life.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
