which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require a report on the threats to the national security of the United States posed by the national debt and net interest payments on that debt.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Net Interest is National Security Act of 2025</short-title></quote>.</text></section><section id="id9307c9fac3004a788ddf4adf9c8d4398"><enum>2.</enum><header>Report on national security threats from the national debt and net interest payments</header><subsection commented="no" display-inline="no-display-inline" id="id7a3689e5d2754f87aa1c07498b835b24"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of the Treasury, in consultation with the Secretary of Defense and the Secretary of State, shall submit to the appropriate congressional committees a report on the threats posed to the national security of the United States by the increases in the national debt and net interest payments on that debt predicted as of the date of the report—</text><paragraph commented="no" display-inline="no-display-inline" id="id7de9b55959f3441f92e8dc29ea214eb8"><enum>(1)</enum><text display-inline="yes-display-inline">not later than one year after the date of the enactment of this Act; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2e1580168c4b4f068b29d593262b92f5"><enum>(2)</enum><text>thereafter concurrent with the submission to Congress of the national defense strategy under section 113(g) of title 10, United States Code.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id3f53dd888e9841bba3174d68d00ce0f3"><enum>(b)</enum><header>Elements</header><text display-inline="yes-display-inline">The report required by subsection (a) shall include—</text><paragraph commented="no" display-inline="no-display-inline" id="id7b10838f9a694efa8c41e88b33ad8d40"><enum>(1)</enum><text display-inline="yes-display-inline">an assessment of the effect of the increases in the national debt and net interest payments described in subsection (a) on—</text><subparagraph id="id8e0459265bfb414aa8bfd8fb1b8752c5"><enum>(A)</enum><text>defense discretionary spending;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id93979dad87334b1aabbaadc51f37ffdf"><enum>(B)</enum><text>the revenue received by the Federal Government;</text></subparagraph><subparagraph id="idb12ca87b377148aa8afe5f607172882a"><enum>(C)</enum><text>the capacity of the United States—</text><clause commented="no" display-inline="no-display-inline" id="id148c1ff5f3de41b884664a693ad7b89c"><enum>(i)</enum><text display-inline="yes-display-inline">to operate an efficient and effective response for national defense;</text></clause><clause id="id0ed94dadc011401991883482f6ff7925"><enum>(ii)</enum><text>to respond to emerging and future geopolitical threats and crises;</text></clause><clause id="idfdbfcfe57ece499683774278a0d1f904"><enum>(iii)</enum><text>to respond to economic depressions, recessions, and other economic crises; and</text></clause><clause id="id3026e1957daf4cb596026bb26de3bbee"><enum>(iv)</enum><text>to meet mandatory spending obligations, including for—</text><subclause commented="no" display-inline="no-display-inline" id="ida9703b882b4840acb736995c952fb2cd"><enum>(I)</enum><text display-inline="yes-display-inline">the Social Security program under title II of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/401">42 U.S.C. 401 et seq.</external-xref>);</text></subclause><subclause commented="no" display-inline="no-display-inline" id="ida108058c4e0a4c7caf25f39386b010e9"><enum>(II)</enum><text display-inline="yes-display-inline">the Medicare program under title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395 et seq.</external-xref>);</text></subclause><subclause commented="no" display-inline="no-display-inline" id="idc024463e5679400aa8977af03e0a4a0b"><enum>(III)</enum><text display-inline="yes-display-inline">the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>); and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id90322196752e477bb24719bbc06eef15"><enum>(IV)</enum><text>other mandatory spending programs the Secretary of the Treasury determines appropriate to include;</text></subclause></clause></subparagraph><subparagraph id="ida678d227483748639173e2b5cde4a2ce"> <enum>(D)</enum> <text>the value and use of the United States dollar in global financial markets, the status of the dollar as a global reserves currency, and international exchange rates;</text>
 </subparagraph><subparagraph id="id8e7029c94768488e99b4a49bd2cbb6ca"><enum>(E)</enum><text>the credit rating of the United States;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf4a28d09ad2a45f29474be68cdd9fa6e"><enum>(F)</enum><text display-inline="yes-display-inline">inflation in the United States; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida04f8bd076f24ddd91725b88ddc31bbb"> <enum>(G)</enum> <text display-inline="yes-display-inline">interest rates in the United States;</text>
 </subparagraph></paragraph><paragraph id="idcea40f0175c344cebda1078d469b8a17"><enum>(2)</enum><text>an assessment of the likelihood of net interest payments crowding out other discretionary spending priorities, including—</text><subparagraph id="idf6b582d9a86147518188a6d4638c5546"><enum>(A)</enum><text>priorities relating to national security and diplomacy; and</text></subparagraph><subparagraph id="id3e019f1966b04bf79db2e14f10ee86a0" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>public investment to address economic challenges; and</text></subparagraph></paragraph><paragraph id="idf98baf14c70640049ffe2abce16b2e50"><enum>(3)</enum><text>recommendations for legislative action to reduce the threats to national security posed by the national debt and net interest payments.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idd79a1e06aab542908ba65d94f5f5ea96"><enum>(c)</enum><header>Inclusion in High Risk List of Government Accountability Office</header><text>The Comptroller General of the United States shall include matters relating to the threats posed to the national security of the United States by the increases in the national debt and net interest payments on that debt to the matters on the High Risk List of the Government Accountability Office.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id053978c99a4949fa95f96200f57b0dd0"><enum>(d)</enum><header display-inline="yes-display-inline">Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means—</text><paragraph commented="no" display-inline="no-display-inline" id="id51141d3ff3014146b3e162dbf94a06fe"><enum>(1)</enum><text>the Committee on Finance, the Committee on Foreign Relations, and the Committee on Armed Services of the Senate; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1596f38552be4c20957c26ec1ddcb534"><enum>(2)</enum><text>the Committee on Ways and Means, the Committee on Foreign Affairs, and the Committee on Armed Services of the House of Representatives.</text></paragraph></subsection></section></legis-body></bill>
