which was read twice and referred to the <committee-name committee-id="SSCM00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Commerce to establish a task force regarding shark depredation, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H287885A96BB54450B31C75FB9F15EA27"><section section-type="section-one" id="H086DE6AA26FC494B909E8854EB04EC68"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting the Health of Aquatic systems through Research Knowledge and Enhanced Dialogue Act of 2025</short-title></quote> or the <quote><short-title>SHARKED Act of 2025</short-title></quote>.</text></section><section id="H6E475486EC6B4AB39DA2446CA3C26D34"><enum>2.</enum><header>Shark depredation task force and research projects</header><subsection id="HC5B9EE4C155041ACA7283C62AE28F1F8"><enum>(a)</enum><header>Shark depredation task force</header><paragraph id="HA482C19776A54C238C6068C5E5A041BE"><enum>(1)</enum><header>In general</header><text>The Secretary of Commerce shall establish a task force (referred to in this subsection as the <quote>task force</quote>) to identify and address critical needs with respect to shark depredation.</text></paragraph><paragraph id="HF27C27F38EC44D93AD7C663ABE50FB3F"><enum>(2)</enum><header>Membership</header><text>The Secretary of Commerce shall appoint individuals to the task force, including—</text><subparagraph id="HA2F8978EF45441F6B28E97BD38FC7461"><enum>(A)</enum><text>1 representative from—</text><clause id="H2319EEBA6A9640CEB6940AEBAF932BCE"><enum>(i)</enum><text>each Regional Fishery Management Council established under section 302(a)(1) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(a)(1)</external-xref>);</text></clause><clause id="HA4DDDFCEED444010867B65EE9539CD4E"><enum>(ii)</enum><text>each Marine Fisheries Commission, as such term is defined in section 3 of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1802">16 U.S.C. 1802</external-xref>);</text></clause><clause id="H13D9BB74B71D49C1A4DE14A755C46859"><enum>(iii)</enum><text>the fish and wildlife agency of a coastal State from each Regional Fishery Management Council established under section 302(a)(1) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(a)(1)</external-xref>); and</text></clause><clause id="H9E9E84055F9643068C551575B6B45F1B"><enum>(iv)</enum><text>the National Marine Fisheries Service;</text></clause></subparagraph><subparagraph id="H3F2749F1EA8E4C49B9756958D0E42B37"><enum>(B)</enum><text>an individual with expertise in the management of highly migratory species;</text></subparagraph><subparagraph id="H874170C194F441208587578B38CAA881"><enum>(C)</enum><text>a researcher with expertise in shark management and behavior; and</text></subparagraph><subparagraph id="HA6653915964A48E59E3F80E1DBA66672"><enum>(D)</enum><text>a researcher with expertise in shark ecology.</text></subparagraph></paragraph><paragraph id="HFE42A8C74D524272AB0367309BFF9D13"><enum>(3)</enum><header>Responsibilities</header><text>The task force shall—</text><subparagraph id="H38C125A0E3A943BBB2B8598CF4AC93C2"><enum>(A)</enum><text>develop ways to improve coordination and communication across the fisheries management community and shark research community to address shark depredation;</text></subparagraph><subparagraph id="H7D76614839F143E2AB6DDCDA1BE3510B"><enum>(B)</enum><text>identify research priorities and funding opportunities for such priorities, including—</text><clause id="HCA11CF4DDD714CD19BD168BB5D0CF67D"><enum>(i)</enum><text>identifying shark species involved in interactions;</text></clause><clause id="HFE2B20FA92AF47419FBE27BC437DC144"><enum>(ii)</enum><text>shark stock assessments;</text></clause><clause id="HE81A5FFB253B44E585318F17F68F12AA"><enum>(iii)</enum><text>how sharks become habituated to humans and thus lead to more interactions between sharks and humans;</text></clause><clause id="H9A1785AFCDDD47F99CEB40C058EB01E8"><enum>(iv)</enum><text>how angler behavior and fishery regulatory frameworks may influence shark interactions;</text></clause><clause id="H50DCFF77A5C1402899F387EE152CFAB5"><enum>(v)</enum><text>techniques and strategies to reduce harmful interactions between sharks and humans, including the development and use of non-lethal deterrents;</text></clause><clause id="HE73C253564DA41B09F8855E31271C5E6"><enum>(vi)</enum><text>the role of healthy shark populations in the ocean food web; and</text></clause><clause id="H67BC6D1044974876AE28E0B7671CD9D4"><enum>(vii)</enum><text>climate change impacts on shifting shark populations, prey, and shark behavior;</text></clause></subparagraph><subparagraph id="HD49276E93F4C466AAF0EBC951EA0C39D"><enum>(C)</enum><text>develop recommended management strategies to address shark depredation; and</text></subparagraph><subparagraph id="HAAE083236F974B1BB73A5D1208F3B9E4"><enum>(D)</enum><text>coordinate the development and distribution of educational materials to help the fishing community minimize shark interactions, including through changed angler behavior and expectations.</text></subparagraph></paragraph><paragraph id="HB5C238EE8478472D81BF6297A4A28E0D"><enum>(4)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this section, and every 2 years thereafter until the termination of the task force in accordance with paragraph (5), the task force shall submit to Congress a report regarding the findings of the task force.</text></paragraph><paragraph id="H0FBF7ACF36C6494192C19A8045616AA5"><enum>(5)</enum><header>Sunset</header><text>The task force shall terminate not later than 7 years after the date on which the Secretary of Commerce establishes the task force.</text></paragraph><paragraph id="HDE85EFCB939C4A64BE8E8F7E60FF3869"><enum>(6)</enum><header>Coastal state defined</header><text>In this subsection, the term <quote>coastal State</quote>—</text><subparagraph id="H1C5F97152E87427E96B9726085BCFF5D"><enum>(A)</enum><text>means a State of the United States in, or bordering on, the Atlantic Ocean, Pacific Ocean, Arctic Ocean, Gulf of Mexico, or Long Island Sound; and</text></subparagraph><subparagraph id="H319EBB6AADFC47BB9643055A79F27781"><enum>(B)</enum><text>includes Puerto Rico, the Virgin Islands of the United States, Guam, the Commonwealth of the Northern Mariana Islands, and American Samoa.</text></subparagraph></paragraph></subsection><subsection id="H26F6D92F8B344F3782D6C309487CE287"><enum>(b)</enum><header>Shark depredation research projects</header><text>Section 318(c) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1867">16 U.S.C. 1867(c)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="HD39573F8868B47158F3FF3E327812402"><paragraph id="HED628331F79049529A44B22B0DD287DD"><enum>(6)</enum><text>Projects to better understand shark depredation, including identifying what causes increases in shark depredation and determining how to best address shark depredation.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H515CCB8EE5E64D14B1D54A5102791267"><enum>(c)</enum><header>Effect</header><text>Nothing in this section shall be construed to affect the authority and responsibility of the Secretary of Commerce in carrying out the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531 et seq.</external-xref>) or the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1801">16 U.S.C. 1801 et seq.</external-xref>).</text></subsection></section></legis-body></bill>
