<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2301</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250716">July 16, 2025</action-date><action-desc><sponsor name-id="S365">Mr. Scott of South Carolina</sponsor> (for himself, <cosponsor name-id="S394">Ms. Smith</cosponsor>, <cosponsor name-id="S410">Ms. Lummis</cosponsor>, and <cosponsor name-id="S362">Mr. Kaine</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize certain programs regarding rural health care.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H5097881872D84C7282BB7A832DE911F2"><section section-type="section-one" id="H5D3AB8046BFF4D3D995C261063E6133F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Care in Rural America Reauthorization Act of 2025</short-title></quote>. </text></section><section id="HC46B77B1EE0E4DADB8741C25DA7B679A"><enum>2.</enum><header>Rural health care services outreach, rural health network development, and small health care provider quality improvement grant programs</header><subsection id="H1B9320B5802B492DBB440533EEE3E9B1"><enum>(a)</enum><header>Rural health care services outreach grants</header><text display-inline="yes-display-inline">Section 330A(e) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c">42 U.S.C. 254c(e)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HEB558CBE4135441483AA86823108E870"><paragraph id="H8ED239EA4DDC408D954E34721D4C8E6A"><enum>(4)</enum><header>Use of funds for rural underserved populations</header><text display-inline="yes-display-inline">In awarding a grant under this subsection, the Director shall ensure that the funds made available through the grant will be used, as appropriate—</text><subparagraph id="H497E9EDF794D4B49AF4004DE534573C4"><enum>(A)</enum><text>to meet the health care needs of rural underserved populations in the local community or region to be served; and</text></subparagraph><subparagraph id="H5E17F04E25264056A6072159C51D023D"><enum>(B)</enum><text>for other activities to ensure the rural underserved populations in the local community or region to be served will be involved in the development and ongoing operations of the project.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H9F1C7A64DCC34F6F88A9786218364388"><enum>(b)</enum><header>Rural health network development grants</header><text>Section 330A(f) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c">42 U.S.C. 254c(f)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HE319290380A74BDEB18F32DC3E9F843B"><paragraph id="HA949475289434782802571BD5EE38EEF"><enum>(4)</enum><header>Use of funds for rural underserved populations</header><text display-inline="yes-display-inline">In awarding a grant under this subsection, the Director shall ensure that the funds made available through the grant will be used, as appropriate—</text><subparagraph id="H66DAF54578DA4020B7BF5D22BBF8343A"><enum>(A)</enum><text display-inline="yes-display-inline">to increase access to quality health care services through integrated health care networks for the rural underserved populations in the local community or region to be served; and</text></subparagraph><subparagraph id="HB4AE644AD7E94E639E769BA41B9566FA"><enum>(B)</enum><text>for other activities to ensure the rural underserved populations in the local community or region to be served will benefit from and be involved in the planning, development, and ongoing implementation of the network.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H93A7EB3CEA1F4F2B97F45D0AEC0E8D8D"><enum>(c)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">Section 330A(j) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254c">42 U.S.C. 254c(j)</external-xref>) is amended by striking <quote>2021 through 2025</quote> and inserting <quote>2026 through 2030</quote>.</text></subsection></section></legis-body></bill>
