<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2281</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250715">July 15, 2025</action-date><action-desc><sponsor name-id="S422">Mr. Welch</sponsor> (for himself, <cosponsor name-id="S313">Mr. Sanders</cosponsor>, and <cosponsor name-id="S324">Mrs. Shaheen</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Agriculture to establish a program to provide to rural communities technical assistance in recovering from disasters, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Recovery Act of 2025</short-title></quote>.</text></section><section id="id33c8a95948e54a3d98f946ed9f3ce57d"><enum>2.</enum><header>Rural development disaster recovery technical assistance program</header><subsection commented="no" display-inline="no-display-inline" id="id7bdb667a582149ab8c633948d9b4f781"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="ida5fa8ad5784b4689ae5bab0989fc8cdc"><enum>(1)</enum><header>Disaster</header><text>The term <term>disaster</term> means a major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121 et seq.</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida0ed361b8302451ebb472eec76976cf4"><enum>(2)</enum><header>Eligible rural community</header><text>The term <term>eligible rural community</term> means each rural community all or part of which is within an area covered by a disaster.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide1391c9aade843d4b685b95d981a0493"><enum>(3)</enum><header>Program</header><text>The term <term>program</term> means the program established under subsection (b).</text></paragraph><paragraph id="id9017b6483d85439d9e4b2316946432b5"><enum>(4)</enum><header>Rural community</header><subparagraph id="id2533810F50174E1A82F6E81129860F25"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the term <term>rural community</term> means any census designated place with a population of less than 20,000.</text></subparagraph><subparagraph id="idE3D2ADA29D034F2B9A8B8757986A9060"><enum>(B)</enum><header>Modification; waiver</header><text>The Secretary may, as the Secretary determines to be necessary—</text><clause id="idB01FE4E218DA4F76B6BD56140D732E5C"><enum>(i)</enum><text>modify the definition of <term>rural community</term> under subparagraph (A); or</text></clause><clause id="idD9AFF417B0114C6FBC3BC6D4C2617B63"><enum>(ii)</enum><text>waive the applicability of the definition of <term>rural community</term> under this paragraph to a particular area.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idab7d0240ca444cbe8a7d62d4d68feea0"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text></paragraph></subsection><subsection id="id5a9668e8d2eb43a586f113b6fd6edd4a"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish within the rural development mission area a program to provide technical assistance for eligible rural communities.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id0ddf4e1d01344d358c76e84e259053ce"><enum>(c)</enum><header>Providers of technical assistance</header><paragraph commented="no" display-inline="no-display-inline" id="idbb63d8bb90e7481ca639824c81e93c98"><enum>(1)</enum><header>In general</header><text>Technical assistance under the program shall be provided by—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5243f7a223aa469aa815dcd5a8bef942"><enum>(A)</enum><text>a State office of the rural development mission area;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id80a00217001b4d61bb0da29af1271223"><enum>(B)</enum><text>an entity described in paragraph (2) that enters into a contract with a State office of the rural development mission area; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idC5491E7C4A9049ADB1690F21BE280FAD"><enum>(C)</enum><text>both entities described in subparagraphs (A) and (B).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb1e9e371fe2248b09f52fea45c2af56b"><enum>(2)</enum><header>Eligibility of contractors</header><subparagraph commented="no" display-inline="no-display-inline" id="idE39B6937389445CEA2579719BDC4D69A"><enum>(A)</enum><header>In general</header><text>An entity eligible to enter into a contract under paragraph (1)(B) is a public body or private nonprofit corporation described in section 306(a)(26)(A) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)(26)(A)</external-xref>).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3496C678CB774A0B804DA5F56B13E571"><enum>(B)</enum><header>Priority</header><text>In entering into contracts under paragraph (1)(B), the Secretary shall give priority to entities described in section 306(a)(26)(B) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1926">7 U.S.C. 1926(a)(26)(B)</external-xref>).</text></subparagraph></paragraph><paragraph id="ida0a86e93e6b74ad49637062d1b6aef37"><enum>(3)</enum><header>Coordination</header><text>A provider of technical assistance under the program shall, to the extent practicable, coordinate with State governments and local stakeholders to ensure the equitable distribution of outreach to eligible rural communities.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idc546ff6aede54ce3be1f27919fcb4c1b"><enum>(d)</enum><header>Requirements of technical assistance</header><text>A provider of technical assistance under the program shall provide technical assistance to eligible rural communities relating to disaster recovery—</text><paragraph commented="no" display-inline="no-display-inline" id="id59803c44273649e58a94563194db025e"><enum>(1)</enum><text display-inline="yes-display-inline">including assistance in—</text><subparagraph commented="no" display-inline="no-display-inline" id="id16d4752a60584a27b03eb58c4c675442"><enum>(A)</enum><text>planning, and identifying issues, potential solutions, and sources of funding, with respect to disaster recovery; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idecd7fbcf17b84aeab7083b558f624ba5"><enum>(B)</enum><text display-inline="yes-display-inline">preparing and submitting applications with respect to assistance for disaster recovery to Federal agencies, such as the Economic Development Administration, the Federal Emergency Management Agency, and the rural development mission area, and State agencies; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id09fc3b9c89884ab1899b4a48e3929d3c"><enum>(C)</enum><text>addressing denials of applications described in subparagraph (B); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0f2d426d6dff4476b0d319ad78a3f112"><enum>(D)</enum><text>implementing funding received for disaster recovery from Federal agencies and State agencies described in subparagraph (B); and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id92c5ad7b54de4b4fbb68c587d8156264"><enum>(2)</enum><text>which may involve—</text><subparagraph commented="no" display-inline="no-display-inline" id="id448d7b760d0e4d08bee911c1a2b6051a"><enum>(A)</enum><text>telecommunications;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id2986b9acdd96417bb6142096799921e6"><enum>(B)</enum><text>water infrastructure;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide2b3f1a37f634e7e9206943de44df752"><enum>(C)</enum><text>housing;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide1dc0a9837884f259a21a38f6d8d3dc8"><enum>(D)</enum><text>energy infrastructure;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id09714f8b44d44ca6b1f82bc314f9f4a7"><enum>(E)</enum><text>community facilities;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idae64e9162f0d43978757a55ed0f338a8"><enum>(F)</enum><text>business infrastructure; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idecaac170aab84257bfc67f5eb97fd266"><enum>(G)</enum><text>local government infrastructure.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8fcef9368f374cbb9e30ce26e96800e1"><enum>(e)</enum><header>Duration</header><paragraph commented="no" display-inline="no-display-inline" id="idD5EF2251C01C41A59836665D0E20055E"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">An eligible rural community may receive technical assistance under the program during the 3-year period beginning on the date on which a disaster is declared for the area within which all or part of the eligible rural community lies. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1BDA37DCAF7C4480A0FCCF30411BB8D0"><enum>(2)</enum><header>Extension</header><text>The Secretary may extend the period of eligibility described in paragraph (1) for an additional 3-year period with respect to an eligible rural community on a case-by-case basis.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id79F9DBDBFD104D0DA2231A4E1BABFA70"><enum>(f)</enum><header>Multiple recipients</header><text>More than 1 eligible rural community all or part of which are within an area covered by a disaster may receive technical assistance under the program.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idc3d49b5686f941b38d09de81e2a8e57c"><enum>(g)</enum><header>Funding</header><paragraph commented="no" display-inline="no-display-inline" id="id1b188a7cc1a2421d98012f827f23f870"><enum>(1)</enum><header display-inline="yes-display-inline">Provision</header><text>As soon as practicable after the date on which a disaster is declared for the area within which all or part of an eligible rural community lies, the Secretary shall make available to the applicable State office of the rural development mission area amounts available to carry out this section, without any requirement for the submission of an application by such State office.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ide6f4d82d9aaa460ab52bbfa5f221ad90"><enum>(2)</enum><header>Allocation</header><text>The Secretary shall allocate amounts made available to carry out this section for each fiscal year to eligible rural communities in accordance with a formula established by the Secretary that is based on the population of individuals affected by a disaster, as determined using data from the most recent decennial census.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id1f00ea29482c47a186d2c4b8c0ce2ae8"><enum>(h)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $50,000,000 for each fiscal year.</text></subsection></section></legis-body></bill>
