<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2279</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250715">July 15, 2025</action-date><action-desc><sponsor name-id="S399">Mr. Hawley</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To repeal the changes to Medicaid State provider tax authority and State directed payments made by the One Big Beautiful Bill Act and provide increased funding for the rural health transformation program.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect Medicaid and Rural Hospitals Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id28e3a174cddc4f2da8a93d3ec91151bc"><enum>2.</enum><header>Repeal of changes to Medicaid State provider tax authority</header><text display-inline="no-display-inline">Section 71115 of the Act titled <quote>An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/119/21">Public Law 119–21</external-xref>) is repealed and title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>) shall be applied as if such section and the amendments made by such section had not been enacted.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id77042a23ec7f4fa9adced9dd7c992d3f"><enum>3.</enum><header>Repeal of changes to Medicaid State directed payments</header><subsection commented="no" display-inline="no-display-inline" id="idd9bbac689157486fa3be5d54299b17b9"><enum>(a)</enum><header display-inline="yes-display-inline">Repeal</header><text display-inline="yes-display-inline">Section 71116 of the Act titled <quote>An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/119/21">Public Law 119–21</external-xref>) is repealed and the provisions of such section shall have no force and effect.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idc0ffa591f21344cd8b43aa656dd594df"><enum>(b)</enum><header>Rescission</header><text>The amounts appropriated under section 71116(e) of the Act titled <quote>An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/119/21">Public Law 119–21</external-xref>) are hereby rescinded.</text></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id668f2098e8c04cd286cb384fc487996f"><enum>4.</enum><header>Increased funding for the rural health transformation program</header><text display-inline="no-display-inline">Section 2105(h)(1)(A) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397ee">42 U.S.C. 1397ee(h)(1)(A)</external-xref>), as added by section 71401 of the Act titled <quote>An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14</quote> (<external-xref legal-doc="public-law" parsable-cite="pl/119/21">Public Law 119–21</external-xref>), is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id0e3691f115d14a18b61856a3d375fa19"><enum>(1)</enum><text>in clause (iv), by striking <quote>and</quote> after the semicolon;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1ea9979560d84985bbccb264be43f6fb"><enum>(2)</enum><text>in clause (v), by striking the period and inserting a semicolon; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id71cfd1c863124056a4297db3679acd20"><enum>(3)</enum><text>by adding at the end the following new clauses:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id33d5b40e67604d1a8588836e66bce683"><clause commented="no" display-inline="no-display-inline" id="HF670C9665655479CB435569578F594A7"><enum>(vi)</enum><text>$10,000,000,000 for fiscal year 2031.</text></clause><clause commented="no" display-inline="no-display-inline" id="idf8f0518e175b453a829d9b45f95f3ebd"><enum>(vii)</enum><text>$10,000,000,000 for fiscal year 2032.</text></clause><clause commented="no" display-inline="no-display-inline" id="id5a070668a90548afa90458df837adc08"><enum>(viii)</enum><text>$10,000,000,000 for fiscal year 2033.</text></clause><clause commented="no" display-inline="no-display-inline" id="ida1e00212624b45538615b8ecbe406ad6"><enum>(ix)</enum><text>$10,000,000,000 for fiscal year 2034.</text></clause><clause commented="no" display-inline="no-display-inline" id="id49b64ba67a5d462b97626329dce396c9"><enum>(x)</enum><text>$10,000,000,000 for fiscal year 2035.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
