<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2240</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250710">July 10, 2025</action-date><action-desc><sponsor name-id="S347">Mr. Moran</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 10, United States Code, to expand authorities for intergovernmental support agreements for the Department of Defense, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Expanding Defense Community Partnerships Act</short-title></quote>.</text></section><section id="idaaed2d1661a14488afc0feb01d79f71c"><enum>2.</enum><header>Expansion of authority of Department of Defense for intergovernmental support agreements</header><subsection commented="no" display-inline="no-display-inline" id="id0779af97c0704a8fb763c5e71883fa6b"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 2679 of title 10, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd0f835f3e262422fbdbb80aebdf6205c"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="id2df72aea95534c3ab425d3f45e120667"><enum>(A)</enum><text>in paragraph (4), by striking <quote>provided in subsection (a)</quote> and inserting <quote>under paragraph (1)</quote>; and</text></subparagraph><subparagraph id="id1e039f9726324f14a182cc865813d694"><enum>(B)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd220f57b78d94bb2a7a923416796c604"><paragraph id="idfc89b894f8de4c698799ba8de94b2693" indent="up1"><enum>(5)</enum><text>In entering into or carrying out an intergovernmental support agreement under paragraph (1), the Secretary concerned or the State, local, or tribal government, as the case may be, may agree to partner or collaborate with another Federal agency or agencies to provide, receive, or share installation-support services.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="ida995d56e7a5a442fb4a8768c059532f0"><enum>(2)</enum><text>in subsection (c), by striking the first sentence and inserting the following: <quote>To pay the costs of installation-support services under an intergovernmental support agreement under this section, the Secretary concerned may use funds available to the Secretary concerned for operation and maintenance, research, development, test, and evaluation, procurement of ammunition, or military construction and may use non-appropriated funds available to the Secretary concerned.</quote>;</text></paragraph><paragraph id="ide856c127138049d3a87c64baed7c9c53"><enum>(3)</enum><text>in subsection (e)(4), by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2030</quote>; and</text></paragraph><paragraph id="ide316cdef650f4b468731a590d51480d1"><enum>(4)</enum><text>in subsection (f)(1), by inserting <quote>, including those for repair, construction, maintenance, or operation of a facility,</quote> after <quote>for its own needs</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id93a6f6cd32a947bdac58f28267ba63fb"><enum>(b)</enum><header>Pilot program</header><text>The Secretary of Defense shall carry out a pilot program under which the Secretary may enter into not more than one intergovernmental support agreement under section 2679 of title 10, United States Code, for each of the Army, the Navy, and the Air Force for a term not to exceed 20 years, notwithstanding the limitation under subsection (a)(2)(A) of such section.</text></subsection></section></legis-body></bill>
