which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To direct the Secretary of Defense to establish a pilot program regarding treating pregnancy as a qualifying event for enrollment in TRICARE Select.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HD19C56D75B5A423F9FF5A0B4CFF06D60"><section section-type="section-one" id="id75af3b89370b4690947b9a1c62313817"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Access to Prenatal Care for Military Families Act</short-title></quote>.</text></section><section id="H6BDADF93E7954C82928084BF64839C4B"><enum>2.</enum><header>Pilot program to treat pregnancy as a qualifying event for enrollment in TRICARE Select</header><subsection display-inline="no-display-inline" id="H83AF20EEB881463BA4F2B4734E46F094"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall commence a five-year pilot program under which the Secretary shall treat pregnancy as a qualifying event under section 1099(b)(1)(B) of title 10, United States Code, for enrollment in TRICARE Select by an eligible beneficiary.</text></subsection><subsection display-inline="no-display-inline" id="HD46B980228DA4E68BFF71EB69EFD7309"><enum>(b)</enum><header>Initial briefing</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary shall provide to the appropriate congressional committees a briefing on the status of the pilot program under subsection (a).</text></subsection><subsection id="H45C16B488ECA4956854D91C15CEA70B6"><enum>(c)</enum><header>Annual report</header><paragraph commented="no" display-inline="no-display-inline" id="idf27b0dc1ebdc44919fc750624b8ddf4e"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the Secretary commences the pilot program under subsection (a), and annually thereafter for the next four years, the Secretary shall submit to the appropriate congressional committees a report on the pilot program.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1e990531680f4a4a88f773e64efafca8"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">Each report under paragraph (1) shall include the number of covered enrollment changes during the period covered by the report, disaggregated by—</text><subparagraph id="H3042433A89A64A1D8944542DA7D75C92"><enum>(A)</enum><text>month, beginning with January 2026; and</text></subparagraph><subparagraph commented="no" id="H1F1BAACEA1814B9985C26FF9ABF92663"><enum>(B)</enum><text>whether the eligible beneficiary made such covered enrollment change—</text><clause commented="no" id="H035D9960E19A4F54B8FA7EC9F9DAF35B"><enum>(i)</enum><text display-inline="yes-display-inline">because the eligible beneficiary is a member of the uniformed services who separated from active duty;</text></clause><clause id="HB64F3F2B004D489789FC14DFC84A4D02"><enum>(ii)</enum><text>because the eligible beneficiary is a member of the uniformed services who returned to active duty;</text></clause><clause commented="no" id="HC41D56B06BA64B2E8F7B2C1AF17FF4CB"><enum>(iii)</enum><text display-inline="yes-display-inline">because the eligible beneficiary is a dependent of a member of the uniformed services who separated from active duty;</text></clause><clause id="HED6D4AB488D94697A94FAA017434E496"><enum>(iv)</enum><text display-inline="yes-display-inline">because the eligible beneficiary is a dependent of a member of the uniformed services who returned to active duty; or</text></clause><clause id="H0458343158D84CAEB0A7D133C5AF369E"><enum>(v)</enum><text display-inline="yes-display-inline">based on the treatment, under the pilot program under subsection (a), of pregnancy as a qualifying event for enrollment in TRICARE Select.</text></clause></subparagraph></paragraph></subsection><subsection id="H660CA7A2763E4E9EA23E6D9A0C1F852F"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph display-inline="no-display-inline" id="H529D2D9EF65E44E08D91E37B72C595A6"><enum>(1)</enum><header>Active duty</header><text>The term <term>active duty</term> has the meaning given that term in section 101(d) of title 10, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5f3877210b6e406a97e76e98c3e72be1"><enum>(2)</enum><header display-inline="yes-display-inline">Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="HC0CC9223CBD447F581FA16D854243B77"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Armed Services of the Senate; and</text></subparagraph><subparagraph id="H8E9391D1299B4297B93091BFD1624C1B"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Armed Services, the Committee on Transportation and Infrastructure, and the Committee on Energy and Commerce of the House of Representatives.</text></subparagraph></paragraph><paragraph id="HF896F2C459444E3D81570B97D1D1E1C5"><enum>(3)</enum><header>Covered enrollment change</header><text display-inline="yes-display-inline">The term <term>covered enrollment change</term> means a change to a previous election by an eligible beneficiary under subsection (b)(1) of section 1099 of title 10, United States Code, to enroll in a health care plan designated under subsection (c) of such section.</text></paragraph><paragraph id="H0A1A8F33BA5947A5A432C661BB88724E"><enum>(4)</enum><header>Dependent; TRICARE Select</header><text>The terms <term>dependent</term> and <term>TRICARE Select</term> have the meanings given those terms in section 1072 of title 10, United States Code. </text></paragraph><paragraph display-inline="no-display-inline" id="H6D56EAA0AF5949C59DC73FA6A1E6CD00"><enum>(5)</enum><header>Eligible beneficiary</header><text display-inline="yes-display-inline">The term <term>eligible beneficiary</term> means an individual who is eligible to enroll in TRICARE Select under section 1075(b) of title 10, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9f500caa6ff14751bedc7904ec04d28b"><enum>(6)</enum><header>Uniformed services</header><text>The term <term>uniformed services</term> has the meaning given that term in section 101(a) of title 10, United States Code.</text></paragraph></subsection></section></legis-body></bill>
