<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2227</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250709">July 9, 2025</action-date><action-desc><sponsor name-id="S287">Mr. Cornyn</sponsor> (for himself, <cosponsor name-id="S381">Mr. Rounds</cosponsor>, and <cosponsor name-id="S378">Mr. Lankford</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To eliminate the period of limitations for certain offenses, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="id8c6a6f93468043559cac9e3a3ef708fe"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Prosecution Integrity for Espionage Statutes Act</short-title></quote> or the <quote><short-title>SPIES Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="id540361C5289E4BC38C50854A6CAD6A78"><enum>2.</enum><header>Offenses involving espionage, procurement of citizenship or naturalization unlawfully, or harboring or concealing persons</header><subsection id="id3211066074e3481d830bdc8270f05968"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/213">Chapter 213</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="ida69194937a7748bab9f733e507dd309a"><section id="id00723ec80b1b4400a554512370702bc6"><enum>3302.</enum><header>Espionage offenses</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, an indictment may be found or an information may be instituted at any time without limitation for—</text><paragraph id="idffe19d9155a442d5827e4c45741424e3"><enum>(1)</enum><text>a violation of section 951 or a conspiracy to violate such section;</text></paragraph><paragraph id="idfce46600ba394e33bded4d682943c1ed"><enum>(2)</enum><text>a violation of section 794 or a conspiracy to violate such section; or</text></paragraph><paragraph id="id2a5327b4a1224ac18086249729ba424f"><enum>(3)</enum><text>a violation of section 1425, if the offense was committed to facilitate a violation of section 951.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idc0529e3143fb498e81422e3a25700501"><enum>(b)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/213">chapter 213</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idDD37EF2E413344F5A7108A13690F4C61"><toc><toc-entry bold="off" level="section">3302. Espionage offenses.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="id3fd685a5e1e048698a4640376048400c"><enum>(c)</enum><header>Conforming amendment</header><text>Section 19 of the Internal Security Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/18/792">18 U.S.C. 792</external-xref> note; 64 Stat. 1005) is amended by striking <quote>, 793, or 794</quote> and inserting <quote>or 793</quote>.</text></subsection></section></legis-body></bill>
