<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2213</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250708">July 8, 2025</action-date><action-desc><sponsor name-id="S383">Mr. Sullivan</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To improve counseling and access to information relating to foster care for military families.</official-title></form><legis-body><section id="ideab3ac618f3740fdae73a623d1c4641a" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nikolas Hughey Securing Adoption and Foster Eligibility and Homes for Kids Act</short-title></quote> or the <quote><short-title>Nikolas Hughey SAFE Homes for Kids Act</short-title></quote>.</text></section><section section-type="subsequent-section" commented="no" display-inline="no-display-inline" id="idc9409873b5d543819eb243b99b6fcd88"><enum>2.</enum><header display-inline="yes-display-inline">Improved counseling and access to information relating to foster care for military families</header><subsection commented="no" display-inline="no-display-inline" id="idf228d364c5d84db9899fc283ea3459c0"><enum>(a)</enum><header display-inline="yes-display-inline">Training for counselors</header><paragraph commented="no" display-inline="no-display-inline" id="id036a2b5e753142db930897f586b451c6"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Defense shall require all counselors assigned to a Family Advocacy Program or Military and Family Life program at a military installation in the United States to be trained in the requirements and resources relating to foster care of the State in which the installation is located. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id8005913b748244e6bc006dd225781846"><enum>(2)</enum><header>Foster care liaisons</header><text display-inline="yes-display-inline">A counselor who has received training under paragraph (1) shall be known as a <quote>foster care liaison</quote>.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id0527cc1c89fa484fa537bb6a4d558fa5"><enum>(b)</enum><header>Inclusion of foster care information on Military OneSource</header><text>The Secretary shall require Military OneSource to include a mechanism for military families to obtain information on foster care, including the requirements and resources relating to foster care of each State.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id47e71682e0b7468d9b2e9e5f3812e8d8"><enum>(c)</enum><header>Collaboration with Administration for Children and Families</header><text>The Secretary shall work with the Administration for Children and Families of the Department of Health and Human Services to obtain resources relating to foster care for military families, including curricula for training under paragraph (1).</text></subsection></section></legis-body></bill>
