<official-title>To amend the Consolidated Farm and Rural Development Act to establish an energy circuit rider program to disseminate technical and other assistance to rural communities to support energy efficiency and clean energy projects that save energy and reduce greenhouse gas emissions.</official-title>

<section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Energy Circuit Riders Act of 2025</short-title></quote>.</text></section> <section id="id99e96a39d95b43d5a5cfebe07659fd86"><enum>2.</enum><header>Energy Circuit Rider Program</header><text display-inline="no-display-inline">Subtitle D of the Consolidated Farm and Rural Development Act is amended by inserting after section 378 (<external-xref legal-doc="usc" parsable-cite="usc/7/2008m">7 U.S.C. 2008m</external-xref>) the following:</text>

<section id="iddd8e285a0cfe410c8ac526bbc6337ead"><enum>379.</enum><header>Energy Circuit Rider Program</header>
<subsection commented="no" display-inline="no-display-inline" id="id2fe09754f14041528cd0e080b62ed04e"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text> <paragraph id="idb18c431b4485415bbc86593bcc11d93e"><enum>(1)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text>
<subparagraph id="id7d27a4a1728f413396d35ad62a80c177"><enum>(A)</enum><text>a State;</text></subparagraph> <subparagraph id="id2aa800ce2fda4c34ab2a07ceb68de0a1"><enum>(B)</enum><text>an Indian Tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>));</text></subparagraph>
<subparagraph id="id8e6d6a6baeec4831a9239f9da5a5a00a"><enum>(C)</enum><text>a nonprofit organization;</text></subparagraph> <subparagraph id="ide2917e918be544b9b9e4b6c50d1645b5"><enum>(D)</enum><text>a cooperative extension service;</text></subparagraph>
<subparagraph id="id220ff9f929eb48d7984fd2a2faa7885b"><enum>(E)</enum><text>an institution of higher education; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id5c027ed13b95485eac64260807c5a83d"><enum>(F)</enum><text>a regional planning commission or other public entity serving 2 or more rural areas.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id065d682f7d9d4d9d8261db08e5c0e66e"><enum>(2)</enum><header display-inline="yes-display-inline">Energy Circuit Rider</header><text>The term <term>Energy Circuit Rider</term> means an individual who is trained to provide and support, on a professional basis, assistance (including technical assistance) and informed decisionmaking in the planning, financing, and implementation of energy efficiency or clean energy projects, including with respect to 1 or more of the following:</text> <subparagraph id="iddcab2f3e9c9d4f74a5b8e9385fb34fdc"><enum>(A)</enum><text>Energy planning.</text></subparagraph>
<subparagraph id="id3fda78387de342dbb4f5526660a852d5"><enum>(B)</enum><text>Energy audits.</text></subparagraph> <subparagraph id="idf024fc6951e14244953416623a935cf7"><enum>(C)</enum><text>Applicable Federal funding opportunities and tax incentives.</text></subparagraph>
<subparagraph id="id996d49fbd7d74ef2990d4521f4c03b91"><enum>(D)</enum><text>Applicable State, local, and utility-based incentives, including, as appropriate, coordinating with the State energy office in that State.</text></subparagraph> <subparagraph id="id272b150c147a4992a15ca2ab080e7a8f"><enum>(E)</enum><text>Project financing.</text></subparagraph>
<subparagraph id="ide048e762b5fa4176aaef077eb6a07ae0"><enum>(F)</enum><text>Grant writing.</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="id9ec6d8f55fe94a43a7bae584270912dc"><enum>(G)</enum><text>Community-based capacity building.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="idc3cdfdb9a569421c89291fad5d9f776b"><enum>(3)</enum><header display-inline="yes-display-inline">Secretary</header><text>The term <term>Secretary</term> means the Secretary, acting through the Under Secretary for Rural Development.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="id356078bbc0ce4c468c8146dd755c1a75"><enum>(b)</enum><header display-inline="yes-display-inline">Establishment</header><text display-inline="yes-display-inline">The Secretary shall establish a program, to be known as the <quote>Energy Circuit Rider Program</quote>, under which the Secretary shall provide to eligible entities grants for the hiring, training, and retention by eligible entities of 1 or more Energy Circuit Riders.</text></subsection>
<subsection id="idb6359272acdf40e08de5df18db863417"><enum>(c)</enum><header>Grants</header>
<paragraph commented="no" display-inline="no-display-inline" id="ide067e731b6d24e549b77364b31405c27"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>To be eligible to receive a grant under the Energy Circuit Rider Program, an eligible entity shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph> <paragraph id="id306309e92660470080b5deb69a4b4ded"><enum>(2)</enum><header>Term</header><text>The term of a grant provided under the Energy Circuit Rider Program shall be more than 3, but not more than 6, years, as the Secretary determines to be appropriate to achieve the purposes of this section.</text></paragraph>
<paragraph id="idd1cca7201e9f416d8a71319841849048"><enum>(3)</enum><header>Federal share</header><text>The Federal share of the cost of carrying out activities under the grant shall be not more than 75 percent.</text></paragraph> <paragraph id="ida01b3b62fc6a4bfc8d88c06b97df1940"><enum>(4)</enum><header>Priority</header><text>In providing grants under the Energy Circuit Rider Program, the Secretary shall give priority to an eligible entity the application under paragraph (1) of which is recommended by the director of the relevant State rural development office.</text></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="id1cc9200374f64d0b909a8d9a21b42f86"><enum>(d)</enum><header>Energy Circuit Rider assistance</header><text>An Energy Circuit Rider employed by an eligible entity using a grant provided under this section—</text> <paragraph commented="no" display-inline="no-display-inline" id="idf2e474f8fb0f4c158db091518d7fabad"><enum>(1)</enum><text display-inline="yes-display-inline">shall offer assistance and support described in subsection (a)(2) to not fewer than 2 rural areas served by, or in the vicinity of, the eligible entity; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id51b86d9cd9d14dcda7d1595b5b460046"><enum>(2)</enum><text>may provide technical assistance to the eligible entity in applying for—</text> <subparagraph commented="no" display-inline="no-display-inline" id="id353e7e6ebd1945099b551e243256e214"><enum>(A)</enum><text display-inline="yes-display-inline">loans under section 6407(c) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8107a">7 U.S.C. 8107a(c)</external-xref>); and </text></subparagraph>
<subparagraph commented="no" display-inline="no-display-inline" id="idbdc06b7b14bb4652856fe3913bcc0736"><enum>(B)</enum><text display-inline="yes-display-inline">financial assistance under the Rural Energy for America Program established under section 9007 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8107">7 U.S.C. 8107</external-xref>). </text></subparagraph></paragraph></subsection> <subsection id="id14cf055c46a7484c8786db2fc02f8d3f"><enum>(e)</enum><header>Information sharing</header> <paragraph id="idac6b1d7f660a422fae5362093ca8214f"><enum>(1)</enum><header>In general</header><text>The Secretary shall facilitate the sharing among Energy Circuit Riders of information relating to best practices.</text></paragraph>
<paragraph id="id253b92b7dc1840c19dd875af9733535b"><enum>(2)</enum><header>Information from other agencies</header><text>The Secretary, in consultation with the Secretary of Energy, the Secretary of Transportation, the Secretary of the Treasury, the Administrator of the Environmental Protection Agency, the Chief of Engineers, and the heads of such other Federal departments and agencies as the Secretary determines to be appropriate, shall make available to Energy Circuit Riders information relating to other Federal incentives available to eligible entities for energy efficiency and clean energy projects.</text></paragraph></subsection> <subsection id="id81774550bee145fe84a5270f2d40c928"><enum>(f)</enum><header>Reports to Congress</header><text>Not less frequently than annually, the Secretary shall submit to Congress a report describing the accomplishments of the Energy Circuit Rider Program, including with respect to—</text>
<paragraph commented="no" display-inline="no-display-inline" id="id86ae8b1ef93d4a10876e58059953f415"><enum>(1)</enum><text display-inline="yes-display-inline">energy savings;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="iddbec32a596ab4fd7870c4d48066252b0"><enum>(2)</enum><text display-inline="yes-display-inline">monetary savings to communities; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id5b9f6eabbf67429b86ccfe97efbba1a9"><enum>(3)</enum><text display-inline="yes-display-inline">reductions in carbon emissions.</text></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="idaff8888235ab48a9927d377de35a0676"><enum>(g)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary to carry out this section $25,000,000 for each of fiscal years 2026 through 2030.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
