<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2170</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250625" legis-day="20250624">June 25 (legislative day, June 24), 2025</action-date><action-desc><sponsor name-id="S396">Mrs. Blackburn</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit United States assistance to foreign countries that oppose the position of the United States in the United Nations.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United Nations Voting Accountability Act of 2025</short-title></quote>.</text></section><section id="id624cfef3e80e4346bb2adf49027a3b1d"><enum>2.</enum><header>Prohibition on assistance to countries that oppose the position of the United States in the United Nations</header><subsection id="idf37fbb2b0fa142d2818023fe6ee3f4f5"><enum>(a)</enum><header>Prohibition</header><text>No United States assistance may be provided to a country that opposed the position of the United States in the United Nations or sponsors or leads resolutions that disproportionately target the United States or its allies.</text></subsection><subsection id="iddcf26f08d41a4642bbed4a7857f19154"> <enum>(b)</enum> <header>Exemption due to change in government</header> <paragraph id="idbf544511526e4e2aa07435fea2d7a1fe"> <enum>(1)</enum> <header>In general</header> <text>The Secretary of State may exempt a country from the prohibition described in subsection (a) if the Secretary determines that since the beginning of the most recent session of the General Assembly—</text>
          <subparagraph id="id4d39b8208aa14790b40c1e67d47093de">
            <enum>(A)</enum>
 <text>there has been a fundamental change in the leadership and policies of the government of a country to which the prohibition in such subsection applies; and</text>
          </subparagraph>
          <subparagraph id="idf8be8706c8d340978b5ad0f7714cdbbc">
            <enum>(B)</enum>
 <text>as a result of such change, the government of such country will no longer oppose the position of the United States in the United Nations.</text>
          </subparagraph>
        </paragraph>
        <paragraph id="id343705fe0b974b6294343ca5a30e1c6a">
          <enum>(2)</enum>
          <header>Duration of exemption</header>
 <text>An exemption under paragraph shall be effective only until submission of the next report required under section 406 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (<external-xref legal-doc="usc" parsable-cite="usc/22/2414a">22 U.S.C. 2414a</external-xref>) that is submitted after the Secretary of State makes such an exemption.</text>
        </paragraph>
        <paragraph id="ida5a34a1256734e6da0116814ad712cc3">
          <enum>(3)</enum>
          <header>Notification and discussion</header>
 <text>The Secretary of State shall notify Congress with respect to an exemption made under paragraph (1), together with a discussion of the basis for the Secretary's determination with respect to each such exemption.</text>
        </paragraph>
 </subsection><subsection id="id6f434d1712ec42459eeef7770481716e"><enum>(c)</enum><header>Definitions</header><text>In this Act—</text><paragraph id="id0d8aae594b7d45f584dccb1ea798f63f"><enum>(1)</enum><text>the term <term>opposed the position of the United States</term> means, in the case of a country, that the country's recorded votes in the United Nations General Assembly during the most recent session of the General Assembly and, in the case of a country which is a member of the United Nations Security Council, the country's recorded votes both in the Security Council and the General Assembly during the most recent session of the General Assembly, were the same as the position of the United States less than 50 percent of the time, using for this purpose a comparison of the recorded vote cast by each member country with the recorded vote cast by the United States, as described in the annual report submitted to Congress pursuant to section 406 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (<external-xref legal-doc="usc" parsable-cite="usc/22/2414a">22 U.S.C. 2414a</external-xref>);</text></paragraph><paragraph id="idb59d372e25994a5cba5aefb6c124c597"><enum>(2)</enum><text>the term <term>most recent session of the General Assembly</term> means the most recently completed plenary session of the General Assembly for which a comparison of the vote cast by each member country with the vote cast by the United States is described in the most recent report submitted to Congress pursuant to section 406 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 (<external-xref legal-doc="usc" parsable-cite="usc/22/2414a">22 U.S.C. 2414a</external-xref>); and</text></paragraph><paragraph id="id0601d8ce9bd74199bdf8f325c9a87c78"><enum>(3)</enum><text>the term <term>United States assistance</term> means assistance under—</text><subparagraph id="id4c90ea9a858547c2961ccdc2dbd272cc"><enum>(A)</enum><text>chapter 4 of part II of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2346">22 U.S.C. 2346 et seq.</external-xref>; relating to the Economic Support Fund);</text></subparagraph><subparagraph id="id0a51e8a6b9ad4f42aa608f4ecbfc9a5e"><enum>(B)</enum><text>chapter 5 of part II of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2347">22 U.S.C. 2347 et seq.</external-xref>; relating to international military education and training);</text></subparagraph><subparagraph id="ide7f019ef75644b46b9c50ec66369cbff"><enum>(C)</enum><text>the <quote>Foreign Military Financing Program</quote> account under section 23 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2763">22 U.S.C. 2763</external-xref>); and</text></subparagraph><subparagraph id="id3c3236778bd04df2aa226c8e2727458b"><enum>(D)</enum><text>any other monetary or physical assistance whether provided directly or indirectly, including funding routed through international organizations, multilateral institutions, or non-governmental entities, including United Nations programs.</text></subparagraph></paragraph></subsection><subsection id="idf214d2748dc845f2ab68af538e8e8154"><enum>(d)</enum><header>Effective date</header><text>This Act shall take effect upon the date of the submission to Congress of the report required under section 406 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991, that is required to be submitted by March 31, 2026.</text></subsection></section></legis-body></bill>
