            provide best value through the multiple award schedule program, and for other

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Value Over Cost Act of 2025</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Providing best value through the multiple award schedule program</header>
            <subsection id="HD8E697814CA244D0BCB45DF252F4BE44">
                <enum>(a)</enum>
                <header>Civilian contracts</header>
 <text display-inline="yes-display-inline">Section 152(3)(B) of title 41, United States Code, is amended to read as follows:</text>
                <quoted-block style="USC" id="H85DDC97F02654ADD8F9BD264BD7D1AEE">
                    <subparagraph id="H7CC7D0E83C9F4564A3E39BE18F522D44">
                        <enum>(B)</enum>
 <text display-inline="yes-display-inline">orders and contracts under those procedures result in—</text>
                        <clause id="H7CE44D9116304181B65B064DDCDFABDC">
                            <enum>(i)</enum>
 <text>the lowest overall cost alternative; or</text> </clause> <clause id="H34EDB2DB8F4F4FB48E741FA573FED65D"> <enum>(ii)</enum> <text>in the case that the Administrator of General Services determines that obtaining best value (as described under section 15.101 of the Federal Acquisition Regulation) is necessary to promote the best interests of the Federal Government, obtaining the best value to meet the needs of the Federal Government.</text>

                <enum>(b)</enum>
                <header>Defense contracts</header>
 <text>Section 3012(3)(B) of title 10, United States Code, is amended to read as follows:</text>

                    <subparagraph id="HC2B45AFEA30A41B986EAA575F161A38A">
                        <enum>(B)</enum>
 <text display-inline="yes-display-inline">orders and contracts under those procedures result in—</text>
                        <clause id="HFF15835528F449DD952D0212BA37D7FB">
                            <enum>(i)</enum>
 <text>the lowest overall cost alternative; or</text> </clause> <clause id="H05DD2FE06D34468FB78D53D45AC088F9"> <enum>(ii)</enum> <text>in the case that the Administrator of General Services determines that obtaining best value (as described under section 15.101 of the Federal Acquisition Regulation) is necessary to promote the best interests of the Federal Government, obtaining the best value to meet the needs of the United States.</text>
