        <official-title>To amend title 18, United States Code, to establish a criminal penalty for
            interfering with commerce by blocking public roads.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe and Open Streets Act</short-title></quote>.</text>
        </section>

            <enum>2.</enum>
            <header>Crime of interference with commerce by blocking public roads</header>
            <subsection commented="no" display-inline="no-display-inline" id="id3110681f8a9f463a9ea3240dc9d88ae2">
                <enum>(a)</enum>
                <header display-inline="yes-display-inline">In general</header>
 <text display-inline="yes-display-inline">Section 1951 of title 18, United States Code, is amended—</text>
                <paragraph commented="no" display-inline="no-display-inline" id="idd20be4ccb8fd4893b2406c575b89453b">
                    <enum>(1)</enum>
 <text>by redesignating subsections (b) and (c) as subsections (c) and (d), respectively; and</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="id3900983332a841d19946b0b518d01f10">
                    <enum>(2)</enum>
 <text>by inserting after subsection (a) the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="id75BE3356AB994F109C41CCD609520C2A"> <subsection id="idbfd864642f144b45995ba6ac11143954"> <enum>(b)</enum> <header>Interference with commerce by blocking public roads</header> <paragraph commented="no" display-inline="no-display-inline" id="id8bf0989e2011483383b0bd0b10fbbd32"> <enum>(1)</enum> <header display-inline="yes-display-inline">Offense</header> <text>It shall be unlawful to, in any way or degree, purposely obstruct, delay, or affect commerce or the movement of any article or commodity in commerce by blocking a public road or highway, or to attempt or conspire so to do.</text>
                            </paragraph>

                                <enum>(2)</enum>
                                <header>Penalty</header>
 <text display-inline="yes-display-inline">Any person who violates paragraph (1) shall be fined under this title, imprisoned not more than 5 years, or both.</text>

 <text>The heading of section 1951 of title 18, United States Code, is amended by striking <quote><header-in-text level="section" style="USC">by threats or violence</header-in-text></quote>.</text>
