        <official-title>To require the Administrator of the Environmental Protection Agency to
            prepare a report on reuse and refill systems, and for other purposes.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Research for Environmental Uses and Sustainable Economies Act of 2025</short-title></quote> or the <quote><short-title>REUSE Act of 2025</short-title></quote>.</text>

            <enum>2.</enum>
            <header>Report on reuse and refill systems</header>
            <subsection commented="no" display-inline="no-display-inline" id="id65d06fb061d14b6b8324388f15abcae2">
                <enum>(a)</enum>
                <header display-inline="yes-display-inline">Definitions</header>
 <text>In this section:</text> <paragraph commented="no" display-inline="no-display-inline" id="id163b6a7a5a274706a12a6eb69619acb6"> <enum>(1)</enum> <header>Administrator</header> <text>The term <term>Administrator</term> means the Administrator of the Environmental Protection Agency.</text>
                </paragraph>

                    <enum>(2)</enum>
                    <header>Reuse and refill system</header>
 <text>The term <term>reuse and refill system</term> means a set of mechanisms relating to refillable or reusable products and beverage containers, as determined by the Administrator, that is supported by adequate infrastructure at the producer level, and adequate convenient availability and retail infrastructure at the consumer level, to ensure that the products and beverage containers can be—</text>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id72375e4f60cd4abfaa890fcbc4699a96">
                        <enum>(A)</enum>
 <text>repeatedly recovered, inspected, repaired (if necessary), and reissued by producers into the supply chain for reuse or refill for multiple cycles; and</text>
                    </subparagraph>
                    <subparagraph commented="no" display-inline="no-display-inline" id="id604739a7a57c4947a6d95f08e2b96051">
                        <enum>(B)</enum>
 <text>conveniently and safely reused or refilled by producers and consumers for multiple cycles.</text>
                    </subparagraph>
                </paragraph>

                    <enum>(3)</enum>
                    <header>State</header>
 <text>The term <term>State</term> has the meaning given the term in section 1004 of the Solid Waste Disposal Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6903">42 U.S.C. 6903</external-xref>).</text>
                </paragraph>
            </subsection>
            <subsection commented="no" display-inline="no-display-inline" id="id14e1ea3f572547cd8c980b4110e00126">
                <enum>(b)</enum>
                <header>Report</header>
 <text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Administrator shall make publicly available a report describing the feasibility of, and best practices relating to, reuse and refill systems for various sectors, as determined by the Administrator, which may include food service, consumer food and beverage products, consumer cleaning products, personal care products, transportation and shipping of wholesale and retail goods, and public educational institutions, including institutions of higher education.</text>
            </subsection>
            <subsection id="id99c0003ec95b4648bddea4f34a329cca">
                <enum>(c)</enum>
                <header>Objectives</header>
 <text>The report under subsection (b) shall include an evaluation and summary of—</text>
                <paragraph id="ide5290a16d03a4d1f9f2e5ab3b0a103e5">
                    <enum>(1)</enum>
 <text>types of reuse and refill systems for product delivery that can be best used at different scales;</text>
                </paragraph>
                <paragraph id="idf3b3a4b4f57b4bbf83e4c1ef1e6f4133">
                    <enum>(2)</enum>
 <text>methods to ensure equitable distribution of reuse and refill systems, where economically feasible, for product delivery in communities of varying population size;</text>
                </paragraph>
                <paragraph id="idac4fe047b191448aa7393d4bf811cde7">
                    <enum>(3)</enum>
 <text>job creation opportunities through the use or expansion of reuse and refill systems;</text>
                </paragraph>
                <paragraph id="id571e659f63744969a40c7dbea9a332cb">
                    <enum>(4)</enum>
 <text>economic costs and benefits for—</text> <subparagraph id="idfca94c9f21714f82a20dc9e5b8b5155f"> <enum>(A)</enum> <text>businesses that deploy reuse and refill system technologies; and</text>
                    </subparagraph>
                    <subparagraph id="id0a465071b292498a9751b648e6756cff">
                        <enum>(B)</enum>
 <text>parties responsible for waste collection and management;</text> </subparagraph> </paragraph> <paragraph id="idda35b78f58604c039c3c6919ac578bb1"> <enum>(5)</enum> <text>types of local, State, and Federal support needed to expand the use of reuse and refill systems; and</text>
                </paragraph>
                <paragraph id="id2918a5621d2e48df9b75b8696240a2b5">
                    <enum>(6)</enum>
 <text>existing barriers to the widespread implementation of reuse and refill systems.</text>
                </paragraph>
            </subsection>
            <subsection id="id2c261f3e8972445aa3876cb7fc721c97">
                <enum>(d)</enum>
                <header>Considerations</header>
 <text>In preparing the report under subsection (b), the Administrator shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="id90af60eb237c4926b239bdc8dcd4710d"> <enum>(1)</enum> <text display-inline="yes-display-inline">take into consideration relevant information relating to reuse and refill system programs and approaches in States, units of local government, and foreign countries; and</text>
                </paragraph>
                <paragraph commented="no" display-inline="no-display-inline" id="id94356d1cfdfe4ee7a1cce7ce17fdbe87">
                    <enum>(2)</enum>
 <text>consult with relevant reuse and refill system stakeholders.</text> </paragraph> </subsection> </section> </legis-body> </bill>
