<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 2092</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250617">June 17, 2025</action-date><action-desc><sponsor name-id="S429">Mr. Banks</sponsor> (for himself and <cosponsor name-id="S436">Ms. Slotkin</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAS00">Committee on Armed Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the use of smartphones at Department of Defense Education Activity schools.</official-title></form><legis-body><section commented="no" display-inline="no-display-inline" id="idd3bf865e442d4c0fa0e43c9381377ce3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoring Our Educational Focus on Children of U.S. Servicemembers at DODEA</short-title></quote> or the <quote><short-title>REFOCUS DODEA Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="id97a983b445b645e396a852e6e84db18b"><enum>2.</enum><header>Prohibition on use of smartphones at Department of Defense Education Activity schools</header><subsection commented="no" display-inline="no-display-inline" id="idc9641b56ea3f48b0b542c08dbc03bc84"><enum>(a)</enum><header display-inline="yes-display-inline">Regulations required</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Director of the Department of Defense Education Activity, shall prescribe regulations prohibiting the use, during the school day, of smartphones by students in schools operated by the Activity.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id597be55cdb42452e8ae482cd016fa239"><enum>(b)</enum><header>Additional requirements</header><text>In prescribing regulations under subsection (a), the Secretary shall ensure that—</text><paragraph id="id4624a4760eaf4df5a8f732099fc99a71"><enum>(1)</enum><text>smartphones brought to schools by students are to be placed in phone lockers or other approved pouches or storage containers for the duration of the school day; and</text></paragraph><paragraph id="id09551ac16e2a408eb1ee0f561b6c5c3c"><enum>(2)</enum><text>appropriate exceptions are made to allow for smartphone use required for medical or other high-priority reasons, such as use in the event of emergencies.</text></paragraph></subsection></section></legis-body></bill>
