<subsection id="idE14DEC04516C41B38EE19E91AD87BAA7"><enum>(a)</enum><header>Publication of Congressional Budget Office models</header><text>Section 402 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/653">2 U.S.C. 653</external-xref>) is amended—</text> <paragraph id="id58AFD88539D7494BB5D01978831D4215"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>The Director</quote> and inserting the following:</text>
<quoted-block style="OLC" display-inline="no-display-inline" id="id12A013C2BD9A405493DD52CFFDDCD7FF">
<subsection id="id3D030CDF813B4068915AC1FA11EAC95B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Director</text></subsection><after-quoted-block>; </after-quoted-block></quoted-block></paragraph> <paragraph id="id1a9aa812-0494-4ea3-b999-9d863bb2aea7" changed="not-changed"><enum>(2)</enum><text>in the undesignated matter following subsection (a)(3), as so designated, by striking <quote>The estimates</quote> and inserting the following:</text>

<subsection id="id8CAB1EE775BC4A63BB18410EADABF9DD"><enum>(c)</enum><header>Publication of models and data</header><text display-inline="yes-display-inline">The Director of the Congressional Budget Office shall make available to Members of Congress and make publicly available on the website of the Congressional Budget Office—</text> <paragraph id="id5958063ABF9842408C7A492E0F65DB21"><enum>(1)</enum><text display-inline="yes-display-inline">each fiscal model, policy model, and data preparation routine used by the Congressional Budget Office in estimating the costs and other fiscal, social, or economic effects of legislation, including estimates prepared under subsection (a);</text></paragraph>
<paragraph id="idB16F25D3025547DD8EE9AA5BCA8C977E"><enum>(2)</enum><text display-inline="yes-display-inline">any update of a model or routine described in paragraph (1);</text></paragraph> <paragraph id="id5b96299daea44139a1b0c2547db72a76"><enum>(3)</enum><text>subject to paragraph (4), for each estimate of the costs and other fiscal effects of legislation, including estimates prepared under subsection (a), the data, programs, models, assumptions, and other details of the computations used by the Congressional Budget Office in preparing the estimate, in a manner sufficient to permit replication by individuals not employed by the Congressional Budget Office; and</text></paragraph>
<paragraph id="id2884B140999944F1A9741347142207A3"><enum>(4)</enum><text>for any data that is required not to be disclosed by the Congressional Budget Office—</text> <subparagraph id="id404391262D4341F9ABB1A83D85F9D33B"><enum>(A)</enum><text>a complete list of all data variables for such data;</text></subparagraph>
<subparagraph id="idde030af400b8475da19e84bc49876e7e"><enum>(B)</enum><text>descriptive statistics for all data variables for such data (including averages, standard deviations, number of observations, and correlations to other variables), to the extent that the descriptive statistics do not violate the rule against disclosure;</text></subparagraph> <subparagraph id="idAE113225E6BC416A9CC8E9EC0A76FFA3"><enum>(C)</enum><text>a reference to the statute requiring that the data not be disclosed; and</text></subparagraph>
<subparagraph id="id60E84630716D4C55B633232A7F5DFE26"><enum>(D)</enum><text>information regarding how to contact the individual or entity who has unrestricted access to the data.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection commented="no" display-inline="no-display-inline" id="id810DF252A45D48FDAABB6BEE42B1D4E8"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall apply on and after the date that is 6 months after the date of enactment of this Act.</text></subsection></section></title>
<title id="idf624e04c6d4b4e39baf58e880dc0230d" style="OLC"><enum>II</enum><header>Zero-based budgeting</header>
<section id="id117ee1023ea748f2a67eac35b48e7231"><enum>201.</enum><header>Zero-based budgeting</header>
<subsection commented="no" display-inline="no-display-inline" id="id1c4ddcb6cdd54ecab0c83ab7f6ef435a"><enum>(a)</enum><header display-inline="yes-display-inline">Interim period</header><text display-inline="yes-display-inline">Section 1105 of title 31, United States Code, is amended by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="idc5355738178e4bf89be558009e96fc2f"> <subsection commented="no" display-inline="no-display-inline" id="id0ceb4ca64e514e2cbf851adf94e7acd9"><enum>(j)</enum> <paragraph commented="no" display-inline="yes-display-inline" id="id5db731c44130464ba2a18486b47ce22e"><enum>(1)</enum><text>Except as provided in paragraph (2), the President shall submit with materials related to each budget transmitted under subsection (a) on or after the date of enactment of this subsection a budget for each department and agency that contains the following information:</text>
<subparagraph id="id65a956132ce747199303c4f83b40ba84" indent="up1"><enum>(A)</enum><text>A description of each activity for which the department or agency receives an appropriation in the current fiscal year or for which the department or agency requests an appropriation for the budget year.</text></subparagraph> <subparagraph id="id8ca6afee7b4b45069a32f302844c7b9f" indent="up1"><enum>(B)</enum><text>The legal basis for each activity described in subparagraph (A).</text></subparagraph>
<subparagraph id="idd70aeb44efb342bdbb945945d20159e5" indent="up1"><enum>(C)</enum><text>For each activity described in subparagraph (A)—</text> <clause id="id9d71137be45844deaa99f15abaa5bfeb"><enum>(i)</enum><text>an examination of the objectives, operations, and costs of the activity;</text></clause>
<clause commented="no" display-inline="no-display-inline" id="id4775635cc3d240ea9eb6fb1b392d907b"><enum>(ii)</enum><text display-inline="yes-display-inline">three alternative funding levels for the budget year, not fewer than 2 of which shall be below the funding level for the current fiscal year;</text></clause> <clause commented="no" display-inline="no-display-inline" id="idd56f01f2aaaa46ca87bd2f3416b77ebb"><enum>(iii)</enum><text display-inline="yes-display-inline">a summary of the priorities that would be accomplished within each level described in clause (ii); and</text></clause>
<clause commented="no" display-inline="no-display-inline" id="id3bbe4a067bb546ee8ca17d0e5ed86e9b"><enum>(iv)</enum><text display-inline="yes-display-inline">the additional increments of value that would be added by the higher funding levels described in clause (ii).</text></clause></subparagraph> <subparagraph id="idd242c399340649d58565256aa9bb835e" indent="up1"><enum>(D)</enum><text>For each activity described in subparagraph (A), 1 or more measures of cost efficiency and effectiveness.</text></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id43a3efad9e6b469f9e5ba3d32dd90bd6" indent="up1"><enum>(2)</enum><text>The materials submitted under paragraph (1) shall not include information for the old-age, survivors, and disability insurance benefits program under title II of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/401">42 U.S.C. 401 et seq.</external-xref>), the Medicare program under title XVIII of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395">42 U.S.C. 1395 et seq.</external-xref>), or the Medicaid program under title XIX of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396">42 U.S.C. 1396 et seq.</external-xref>).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" indent="up1" id="idd6dcc76ec79449f8828eb275859855c7"><enum>(3)</enum><text display-inline="yes-display-inline">As soon as practicable after the date of enactment of this subsection, the Director of the Office of Management and Budget shall publish guidelines to carry out this subsection, which shall require that the baseline budget of each department or agency is assumed to be zero and each proposed expenditure shall be justified as if it were a new expenditure.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection commented="no" display-inline="no-display-inline" id="id0d4c4b4e32da42b0b20cd36194e9ca45"> <enum>(b)</enum> <header>Biennial zero-Based budgeting</header> 
<paragraph commented="no" display-inline="no-display-inline" id="id4efb601acf7a4e96a34ed77fa1c3b3ad"> <enum>(1)</enum> <header display-inline="yes-display-inline">In general</header> <text>Effective on January 1, 2027, subsection (j)(1) of section 1105 of title 31, United States Code, is amended by striking <quote>Except as provided</quote> and all that follows and inserting the following: “Except as provided in paragraph (2), the President shall submit with materials related to each budget transmitted under subsection (a) on or after December 31, 2026, a budget for each department and agency that contains the following information:</text> <quoted-block id="id1C0EE713BBDB430BA5B613947384C2E1" display-inline="no-display-inline" style="OLC"> <subparagraph id="idFDA673C9C7764EB1A9885AE77CE1727B" indent="up1"> <enum>(A)</enum> <text>A description of each activity for which the department or agency receives an appropriation in the either fiscal year of the current biennium or for which the department or agency requests an appropriation for either fiscal year in the next biennium.</text> </subparagraph> 
<subparagraph id="idFF0747AFA4894172B5F918CDA8D7BEC4" indent="up1"> <enum>(B)</enum> <text>The legal basis for each activity described in subparagraph (A).</text> </subparagraph> <subparagraph id="id93AA7899316C4349A4FD714BA1EAABFC" indent="up1"> <enum>(C)</enum> <text>For each activity described in subparagraph (A)—</text> 
<clause id="idF6AFD5B53D454071ABB76B0E57A89476"> <enum>(i)</enum> <text>an examination of the objectives, operations, and costs of the activity;</text> </clause> <clause commented="no" display-inline="no-display-inline" id="id4966AB4CA3674745A2C803F250FF70EF"> <enum>(ii)</enum> <text display-inline="yes-display-inline">three alternative funding levels for each fiscal year in the next biennium, not fewer than 2 of which shall be below the funding level for the average of the amount for each fiscal year during the current biennium;</text> </clause> 
<clause commented="no" display-inline="no-display-inline" id="id76AEFCF6FAD24F6DA49320323C3B396B"> <enum>(iii)</enum> <text display-inline="yes-display-inline">a summary of the priorities that would be accomplished within each level described in clause (ii); and</text> </clause> <clause commented="no" display-inline="no-display-inline" id="idCACFAB51263F454FACD571A6F3C73B2C"> <enum>(iv)</enum> <text display-inline="yes-display-inline">the additional increments of value that would be added by the higher funding levels described in clause (ii).</text> </clause> </subparagraph> 
<subparagraph id="id69DA816023B34E699469099A330487ED" indent="up1"> <enum>(D)</enum> <text>For each activity described in subparagraph (A), 1 or more measures of cost efficiency and effectiveness.</text> </subparagraph> <after-quoted-block>.</after-quoted-block> </quoted-block> </paragraph> <paragraph id="id41BFD6F2C6F24033AA07A35800EBA0BE"> <enum>(2)</enum> <header>Applicability</header> <text display-inline="yes-display-inline">The amendment made by this subsection shall apply to budget recommendations for the biennium beginning with fiscal year 2028, and each biennium thereafter.</text> </paragraph> </subsection></section></title>

<subsection id="IDB888467037754127A27498706037BD24"><enum>(a)</enum><header>In General</header><text>Title III of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/631">2 U.S.C. 631 et seq.</external-xref>) is amended by adding at the end the following:</text> <quoted-block id="IDC6D1B0A9FD1143C0AE4C896D6F287150" display-inline="no-display-inline" style="traditional"> <section id="ID4B3D52E83112459A9A17219B5727ED52"><enum>316.</enum><header>Authorizations of appropriations</header> <subsection commented="no" display-inline="yes-display-inline" id="ID34B608C34F954DD3AEB42F27623C9CCD"><enum>(a)</enum><header>Point of Order</header><text>It shall not be in order in the House of Representatives or the Senate to consider—</text>
<paragraph id="id382BEF1EC59F47CD943C4682757B4553"><enum>(1)</enum><text>any bill, joint resolution, amendment, motion, amendment between the Houses, or conference report that authorizes appropriations for a period of less than 2 fiscal years, unless the program, project, or activity for which the appropriations are authorized will require no further appropriations and will be completed or terminated after the appropriations have been expended; and</text></paragraph> <paragraph id="idE4C537B47BAD4636950DD1FAD32873C5"><enum>(2)</enum><text>in any odd-numbered year, any authorization or revenue bill or joint resolution until Congress completes action on the biennial budget resolution, all regular biennial appropriations bills, and all reconciliation bills.</text></paragraph></subsection>
<subsection id="idAF41F35FE12747399858442698763725"><enum>(b)</enum><header>Applicability</header><text>In the Senate, subsection (a) shall not apply to—</text> <paragraph id="id3AF49CD37EE0491697DEC23130FD6142"><enum>(1)</enum><text>any measure that is privileged for consideration pursuant to a rule or statute;</text></paragraph>
<paragraph id="id8A5F61E7D61E4F35A5D4DE55A0039541"><enum>(2)</enum><text>any matter considered in Executive Session; or</text></paragraph> <paragraph id="idD987ED1EAB914019B150CBF0623ED29F"><enum>(3)</enum><text>an appropriations measure or reconciliation bill.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>

<subclause commented="no" display-inline="no-display-inline" id="id9ECE8B474021404E848C4E856F6C982F"> <enum>(II)</enum> <text display-inline="yes-display-inline">if applicable under section 300(b) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/631">2 U.S.C. 631(b)</external-xref>), the day after the first Monday in February of 2029, or any odd-numbered year thereafter, if the budget under subsection (a) for the next biennium was not submitted to Congress on or before such first Monday; and</text> </subclause> </clause> <clause commented="no" display-inline="no-display-inline" id="id64E9ED1A5C0A4FF68C25E02CF91163D7"> <enum>(ii)</enum> <text display-inline="yes-display-inline">ending on the date on which the budget is submitted; and</text> </clause> </subparagraph> 
<subparagraph id="id56d82f032b3d4f20a0e450683e4b4ef2" indent="up1"> <enum>(B)</enum> <text>the term <term>political employee</term> means any individual—</text> <clause id="id50b70236292f491fb4f705ba330f1a18"> <enum>(i)</enum> <text>occupying a position described under sections 5312 through 5316 of title 5 (relating to the Executive Schedule);</text> </clause> 
<clause id="ida1e7540137b44a2b9705ac9199e3d5dc"> <enum>(ii)</enum> <text>serving under a noncareer appointment in the Senior Executive Service, as defined under paragraph (7) of section 3132(a) of such title; or</text> </clause> <clause commented="no" display-inline="no-display-inline" id="id4102fd69293c48f6836d52d9406dd8f2"> <enum>(iii)</enum> <text>occupying a position in the executive branch of the Government of a confidential or policy-determining character under schedule C of subpart C of part 213 of title 5, Code of Federal Regulations.</text> </clause> </subparagraph> </paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="idb563a45c2cbb43589e448316a10863f1" indent="up1"> <enum>(2)</enum> <text display-inline="yes-display-inline">Except as provided in paragraph (3), during a covered period no Federal funds may be obligated or expended for official travel by a political employee.</text> </paragraph> <paragraph id="id6b42a05db6164c238f31f3e9dd455118" indent="up1"> <enum>(3)</enum> <subparagraph commented="no" display-inline="yes-display-inline" id="id8cede24899a74810a71b647ea4a8db22"> <enum>(A)</enum> <text>If a political employee is away from the seat of Government on the first day of a covered period, Federal funds may be obligated and expended for official travel for a single return trip to the seat of Government by the political employee.</text> </subparagraph> 
<subparagraph indent="up1" commented="no" display-inline="no-display-inline" id="id2607ecc7884d4d3d8b6d33ada89db64e"> <enum>(B)</enum> <text>Federal funds may be obligated and expended for official travel by a political employee during a covered period from one location in the National Capital Region to another location in the National Capital Region.</text> </subparagraph> <subparagraph indent="up1" commented="no" display-inline="no-display-inline" id="id9cc3cfa8826e4722b3e33292200397c7"> <enum>(C)</enum> <text display-inline="yes-display-inline">If a national security event that triggers a continuity of operations or continuity of Government protocol occurs during a covered period, Federal funds may be obligated and expended for official travel by a political employee that relates to responding to the national security event or implementing the continuity of operations or continuity of Government protocol.</text> </subparagraph> </paragraph> </subsection> <after-quoted-block>.</after-quoted-block> </quoted-block> </section>
<section commented="no" id="H5D7EF220BF4A43748ED23B6387355020"><enum>322.</enum><header>Limitation on use of Federal funds for presidential travel expenses if President’s budget is late</header><text display-inline="no-display-inline">Section 1105 of title 31, United States Code, as amended by section 321 of this Act, is amended by adding at the end the following:</text> <quoted-block style="USC" display-inline="no-display-inline" id="H7466542DF6BD481780D799F74A5EFEC7"> <subsection id="H401360A0AB2B4033AB8A0D82CA17B43C"><enum>(l)</enum> <paragraph commented="no" display-inline="yes-display-inline" id="idC4D2F34D19B9422F83CA39BCEFA208A1"><enum>(1)</enum><text display-inline="yes-display-inline">In this subsection—</text>

<clause id="id1c70d4a44bc7439985a1c03df432d5e7"><enum>(i)</enum><text display-inline="yes-display-inline">the expense allowance of the President under section 102 of title 3;</text></clause> <clause id="id66e3e7183e944800b97569cd9a1cdcf5"><enum>(ii)</enum><text display-inline="yes-display-inline">travel expenses of the President under section 103 of title 3;</text></clause>
<clause id="ide14640b9cb1d493699f526fa35318549"><enum>(iii)</enum><text display-inline="yes-display-inline">entertainment expenses of the President under section 105(d)(3) of title 3; and</text></clause> <clause commented="no" display-inline="no-display-inline" id="id4e89d0d08a35465ab5b50c128533e871"><enum>(iv)</enum><text>subsistence expenses in connection with the travel of the President in section 105(d)(4) of title 3.</text></clause></subparagraph></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="id30e3002919754a94a36df99bd7fdd0ad" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Except as provided in paragraph (3), during a covered period no Federal funds may be obligated or expended for the cost of travel by the President.</text></paragraph> <paragraph id="id7fe38121ee4d446fad297b183be7265b" indent="up1"><enum>(3)</enum> <subparagraph commented="no" display-inline="yes-display-inline" id="id0242b8b2ed0247fdba92f68f413e48b1"><enum>(A)</enum><text>If the President is away from the seat of Government on the first day of a covered period, Federal funds may be obligated and expended for official travel for a single return trip to the seat of Government by the President.</text></subparagraph>

<section id="idc138f931586a4f5484ee88bb290bf6bf"><enum>323.</enum><header>Submission of the National Security Strategy and the budget of the President before the President may address a joint session of Congress</header>
<subsection commented="no" display-inline="no-display-inline" id="id767d4db11b9248ccbe6b4e0d45ed94ab"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section—</text> <paragraph id="id5CFEC0626F8846F4AC4AA26B38255F5A" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>biennium</term> has the same meaning as in section 3(12) of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/622">2 U.S.C. 622(12)</external-xref>);</text></paragraph>
<paragraph id="id3a645925f06f4f53a512255455bb9c67"><enum>(2)</enum><text>the term <term>National Security Strategy</term> means the report described in section 108 of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3043">50 U.S.C. 3043</external-xref>); and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id79451fd2ae8945e59318ecee8f7cfdea"><enum>(3)</enum><text>the term <term>President’s Budget Request</term> means the materials that are described in section 1105 of title 31, United States Code, and are required to be submitted to Congress on or before the first day on which Congress is in session during an odd-numbered year under subsection (a) section 300 of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/631">2 U.S.C. 631</external-xref>), as amended by this Act (or, if applicable under subsection (b) of such section, the first Monday in February).</text></paragraph></subsection>
<subsection id="idf2809a8aeb0a41bf84ca48d4057daf2b"> <enum>(b)</enum> <header>Addressing a joint session of Congress To follow the budget and security submissions</header> 
<paragraph id="id683856640d484e1496eefc63f951cb03"> <enum>(1)</enum> <header>Statement of policy</header> <text>Except as provided in paragraph (2), neither the leadership of the Senate nor the leadership of the House of Representatives may invite the President to address a joint session of Congress until the President has transmitted, and Congress has received, the National Security Strategy and the President’s Budget Request for the next biennium.</text> </paragraph> <paragraph id="ida2af4496b7084654875e521d0715ed00"> <enum>(2)</enum> <header>National security event exception</header> <text>Notwithstanding a failure to transmit the National Security Strategy and the President’s Budget Request for the subsequent fiscal year, if a national security event that triggers a continuity of operations or continuity of Government protocol occurs, the leadership of the Senate or the leadership of the House of Representatives may invite the President to address a joint session of Congress.</text> </paragraph>

<paragraph id="id3a3c0125-585d-45fd-a3b4-2386613763ed" changed="not-changed"><enum>(1)</enum><header>Point of order</header><text>In the Senate, it shall not be in order to consider a provision in a bill, joint resolution, motion, amendment, amendment between the Houses, or conference report containing any matter which is within the jurisdiction of the Committee on the Budget of the Senate unless the provision is in—</text> <subparagraph id="iddfb539a7-4014-46a0-ad7c-1e7038b86d76" changed="not-changed"><enum>(A)</enum><text>a bill or joint resolution which has been reported by the Committee on the Budget of the Senate (or from the consideration of which such committee has been discharged); or</text></subparagraph>
<subparagraph id="id88835a75-709f-4ba3-bdf4-1f0782929eb6" changed="not-changed"><enum>(B)</enum><text>an amendment to, amendment between the Houses in relation to, conference report on, or motion on a bill or joint resolution described in subparagraph (A).</text></subparagraph></paragraph> <paragraph id="id9a75c886-9921-41d7-b763-2748b611c116" changed="not-changed"><enum>(2)</enum><header>Point of order sustained</header><text>If a point of order is made by a Senator against a provision described in paragraph (1), and the point of order is sustained by the Chair, that provision shall be stricken from the measure and may not be offered as an amendment from the floor.</text></paragraph>
<paragraph id="idbf4cf579-4091-486f-9bcf-96658bc7c091" changed="not-changed"><enum>(3)</enum><header>Form of the point of order</header><text>A point of order under paragraph (1) may be raised by a Senator as provided in section 313(e).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="id954e8fd8-c553-42ec-9a5a-525c42c414fd" changed="not-changed"><enum>(4)</enum><header>Conference reports</header><text>When the Senate is considering a conference report on, or an amendment between the Houses in relation to, a bill or joint resolution, upon a point of order being made by any Senator pursuant to paragraph (1), and such point of order being sustained, such material contained in such conference report or House amendment shall be stricken, and the Senate shall proceed to consider the question of whether the Senate shall recede from its amendment and concur with a further amendment, or concur in the House amendment with a further amendment, as the case may be, which further amendment shall consist of only that portion of the conference report or House amendment, as the case may be, not so stricken. In the Senate, debate on any such motion, and any debatable motions and appeals in connection therewith, shall be limited to 1 hour. In any case in which such point of order is sustained against a conference report (or Senate amendment derived from such conference report by operation of this paragraph), no further amendment shall be in order.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></title>

<subsection id="id24e6a767698f46dfb19d0f0a8001afc7"><enum>(a)</enum><header>In general</header><text>Section 257 of the Balanced Budget and Emergency Deficit Control Act of 1985 (<external-xref legal-doc="usc" parsable-cite="usc/2/907">2 U.S.C. 907</external-xref>) is amended—</text> <paragraph id="id9253478cd63e43f8870db043b5af2ff8"><enum>(1)</enum><text>by striking subsection (a) and inserting the following:</text>

<paragraph id="id4e60155f320c43b2bbaeb912f3cd317f"><enum>(3)</enum><text>in subsection (c)—</text> <subparagraph id="id02a6722d3010499ca5b62243e54e2127"><enum>(A)</enum><text>in paragraph (1), in the second sentence, by striking <quote>current year</quote> and all that follows through the period at the end and inserting <quote>current year, excluding resources designated as an emergency requirement and any resources provided in supplemental appropriation laws.</quote>;</text></subparagraph>
<subparagraph id="id5cc85b2f31954453a2ce8a96ed602edc"><enum>(B)</enum><text>by striking paragraphs (2), (3), (4), and (5);</text></subparagraph> <subparagraph id="id8362850f30c04600b3e0a6f84b9d17d0"><enum>(C)</enum><text>by redesignating paragraph (6) as paragraph (2); and</text></subparagraph>

<paragraph id="id0b06aab17d734010835ead600c03ff69"><enum>(1)</enum><text>Section 202(e)(1) of the Congressional Budget Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/602">2 U.S.C. 602(e)(1)</external-xref>) is amended—</text> <subparagraph id="id0ae23429e9f6450f80e94a54ada80e0c"><enum>(A)</enum><text>by inserting <quote>and</quote> before <quote>(B) the levels</quote>; and</text></subparagraph>
<subparagraph id="idb9fce31fd27a48c196ef09ad74cea6be"><enum>(B)</enum><text>by striking <quote>, and (C)</quote> and all that follows through <quote>1985</quote>.</text></subparagraph></paragraph> <paragraph id="idd8cdd7b98a0d4657aff5007ea53105a6"><enum>(2)</enum><text>Section 403(a)(3) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/603">42 U.S.C. 603(a)(3)</external-xref>) is amended—</text>
<subparagraph id="idca2544b61c2b404eb7b2baedb18cb63b"><enum>(A)</enum><text>by striking subparagraph (G); and</text></subparagraph> <subparagraph id="idcf6d82e3a3ef42f2a7cb5a7d9c52c9fb"><enum>(B)</enum><text>by redesignating subparagraph (H) as subparagraph (G).</text></subparagraph></paragraph></subsection>
