BILL</legis-type><official-title>To rescind certain budget authority proposed to be rescinded in special messages transmitted to the Congress by the President on June 3, 2025, in accordance with section 1012(a) of the Congressional Budget and Impoundment Control Act of 1974.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H32522949ED9C4588865241C1CAD8C94A"><section section-type="section-one" id="H0DB62F6D0C13474589D2F4C2B87BBF40"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rescissions Act of 2025</short-title></quote>.</text></section><section id="HE064C52D697245E5991DECE8EACCFE37"><enum>2.</enum><header>Rescissions of budget authority</header><subsection id="H75007576265F4EC29BE330CB36B765AC"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Pursuant to the special message transmitted by the President on June 3, 2025, to the House of Representatives and the Senate proposing the rescission of budget authority under section 1012 of part B of title X of the Congressional Budget and Impoundment Control Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/2/682">2 U.S.C. 682 et seq.</external-xref>), the rescissions described under subsection (b) shall take effect immediately upon the date of enactment of this Act.</text></subsection><subsection id="H791EFE42C2D44649A0EC3BEF3BB93816"><enum>(b)</enum><header>Rescissions</header><text>The rescissions described in this subsection are as follows:</text><paragraph id="H34DFEAED976E4241AC6A7E8E2A92A3A3"><enum>(1)</enum><text>Of the unobligated balances under the heading <quote>International Organizations—Contributions to International Organizations</quote> made available by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (division F of <external-xref legal-doc="public-law" parsable-cite="pl/118/47">Public Law 118–47</external-xref>), $33,008,764 are rescinded.</text></paragraph><paragraph id="HF1EB45BE3F47453BA4D400FFA6575D5A"><enum>(2)</enum><text display-inline="yes-display-inline">Of the unobligated balances under the heading <quote>International Organizations—Contributions to International Organizations</quote> made available by the Full-Year Continuing Appropriations Act, 2025 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/4">Public Law 119–4</external-xref>), $168,837,230 are rescinded.</text></paragraph><paragraph id="HF53AA2B5003C4DDC8CC8FC972E5AA8E1"><enum>(3)</enum><text display-inline="yes-display-inline">Of the unobligated balances under the heading <quote>International Organizations—Contributions for International Peacekeeping Activities</quote> made available by the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024 (division F of <external-xref legal-doc="public-law" parsable-cite="pl/118/47">Public Law 118–47</external-xref>), $203,328,007 are rescinded.</text></paragraph><paragraph id="H6F8EE398503B45E0AD62C867ED75BEDF"><enum>(4)</enum><text display-inline="yes-display-inline">Of the unobligated balances under the heading <quote>International Organizations—Contributions for International Peacekeeping Activities</quote> made available by the Full-Year Continuing Appropriations Act, 2025 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/4">Public Law 119–4</external-xref>), $157,906,000 are rescinded.</text></paragraph><paragraph id="H2C87A8B88A6B4C9592F3B21C1A781FF7"><enum>(5)</enum><text display-inline="yes-display-inline">Of the unobligated balances in the first paragraph under the heading <quote>Bilateral Economic Assistance—Funds Appropriated to the President—Global Health Programs</quote> made available by the Full-Year Continuing Appropriations Act, 2025 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/119/4">Public Law 119–4</external-xref>), $500,000,000 are rescinded.</text></paragraph><paragraph
