which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Fair Labor Standards Act of 1938 to provide for increases in the minimum wage, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Higher Wages for American Workers Act of 2025</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id0c6b102432d940dda6489578f86cafbd"><enum>2.</enum><header>Minimum wage increase</header><subsection commented="no" display-inline="no-display-inline" id="ide06a6e3925854c41844418a85d82bdc9"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 6(a)(1) of the Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/206">29 U.S.C. 206(a)(1)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb152ce5781d04dd0b24aa3d27a025211"><paragraph commented="no" display-inline="no-display-inline" id="ide3a2a1023d8343f5bd1325e768fa4e9f"><enum>(1)</enum><text>except as otherwise provided in this section, not less than—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc3b5633f66e4467980c237fc92944796"><enum>(A)</enum><text display-inline="yes-display-inline">$15, beginning on January 1 of the first year that begins after the date of enactment of the <short-title>Higher Wages for American Workers Act of 2025</short-title>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id027b94ad1f0444128e1238610ced8e46"><enum>(B)</enum><text display-inline="yes-display-inline">beginning on January 1 of the second year that begins after such date of enactment, and each January 1 thereafter, the amount determined by the Secretary under subsection (h);</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="iddefe30af95f0431fb57ede71fcf90a6a"><enum>(b)</enum><header>Annual change based on inflation</header><text>Section 6 of the Fair Labor Standards Act of 1938 (<external-xref legal-doc="usc" parsable-cite="usc/29/206">29 U.S.C. 206</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id4a45dcf2163e49da999a0fdc3b10453d"><subsection id="id8eb45d4c82524d55bd287024324df026"><enum>(h)</enum><paragraph commented="no" display-inline="yes-display-inline" id="id88829fce76954957aed6ce360e3836a2"><enum>(1)</enum><text>On September 30 of the first year that begins after the date of enactment of the <short-title>Higher Wages for American Workers Act of 2025</short-title> and on September 30 of each year thereafter, the Secretary shall determine, in accordance with paragraph (2), the amount of the minimum wage to be in effect under subsection (a)(1)(B) for each period described in such subsection. </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc5c83c450c2246a58099d0fd65674a7f" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">The wage determined under this subsection for a year shall be—</text><subparagraph id="id7676624aaeab44b48d405bdde8cffa7d"><enum>(A)</enum><text>the amount in effect under subsection (a)(1) on the date of such determination increased by the percentage increase, if any, in the Consumer Price Index for Urban Wage Earners and Clerical Workers (or a successor index), as published by the Bureau of Labor Statistics, for the 12-month period ending with July of the year in which the determination occurs; and</text></subparagraph><subparagraph id="id118a527c2a0645fdb3a930208bc13025"><enum>(B)</enum><text>rounded to the nearest multiple of $0.05, if the amount after applying subparagraph (A) is not a multiple of $0.05.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section><section commented="no" display-inline="no-display-inline" id="id0306952667394cedb15315700a7fd538"><enum>3.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act and the amendments made by this Act shall take effect on January 1 of the first year that begins after the date of enactment of this Act.</text></section></legis-body></bill>
