            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Financing Lead Out of Water Act of 2025</short-title></quote>.</text>

            <enum>2.</enum>
            <header>Modification of private business use requirements for certain bonds</header>
            <subsection id="H42DF9683B9C6405584504628AF8C75C3">
                <enum>(a)</enum>
                <header>In general</header>
 <text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/141">Section 141(b)(6)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new subparagraph:</text>

                        <enum>(D)</enum>
                        <header>Clarification relating to qualified lead service line replacement
                            use</header>
                        <clause id="HB050735DD6C54CE6BDF8F6B6C94F525B">
                            <enum>(i)</enum>
                            <header>In general</header>
 <text display-inline="yes-display-inline">For purposes of this subsection, qualified lead service line replacement use shall not constitute private business use.</text>
                        </clause>
                        <clause id="HFC5646A3C04E4C2BB3BD54A357807D92">
                            <enum>(ii)</enum>
                            <header>Definitions</header>
 <text display-inline="yes-display-inline">For purposes of this subparagraph—</text>
                            <subclause id="HB9E1533CF7064A93B63D19488F251C54">
                                <enum>(I)</enum>
                                <header>Qualified lead service line replacement use</header>
 <text display-inline="yes-display-inline">The term <term>qualified lead service line replacement use</term> means, with respect to any public water system, use of the proceeds of an issue to replace any privately-owned portion of a lead service line connected to such system to facilitate, achieve or maintain compliance with a national primary drinking water regulation for lead.</text>
                            </subclause>
                            <subclause id="H5F382A554C7042AF81EA59DD8888934D">
                                <enum>(II)</enum>
                                <header>Lead service line</header>
 <text display-inline="yes-display-inline">The term <term>lead service line</term> has the meaning given such term in section 1459B(a)(4) of the Safe Drinking Water Act.</text>
                            </subclause>
                            <subclause id="H2162B3218B9146BAA0D0E8646421095D">
                                <enum>(III)</enum>
                                <header>National primary drinking water regulation for lead</header>
 <text display-inline="yes-display-inline">The term <term>national primary drinking water regulation for lead</term> means a national primary drinking water regulation for lead promulgated under section 1412 of such Act.</text>
                            </subclause>
                            <subclause id="H1B58EF90C1C4400E9DF0C51372F2525D">
                                <enum>(IV)</enum>
                                <header>Public water system</header>
 <text display-inline="yes-display-inline">The term <term>public water system</term> has the meaning given such term in section 1401(4) of such Act.</text>
                            </subclause>
                        </clause>
                    </subparagraph>

            </subsection>

                <enum>(b)</enum>
                <header>Effective date</header>
 <text>The amendments made by this section shall apply to obligations issued after December 31, 2025.</text>
            </subsection>
