                            <enum>48F.</enum>
                            <header>Credit for maintaining and enhancing hydroelectric
                                facilities</header>
                            <subsection id="id70375F4D7E43487D9E7305FC16EA26BB">
                                <enum>(a)</enum>
                                <header>In general</header>
 <text>For purposes of section 46, the credit for maintaining and enhancing hydroelectric facilities for any taxable year is an amount equal to 30 percent of the basis of any hydropower improvement property placed in service during such taxable year.</text>
                            </subsection>
                            <subsection id="id924A0AC45ABE436F9C2ECC39A7494800">
                                <enum>(b)</enum>
                                <header>Certain progress expenditure rules made applicable</header>
 <text>Rules similar to the rules of subsections (c)(4) and (d) of section 46 (as in effect on the day before the date of the enactment of the Revenue Reconciliation Act of 1990) shall apply for purposes of subsection (a).</text>
                            </subsection>
                            <subsection id="id7565FCE3CD4D40E4804BD0CD167B2F15">
                                <enum>(c)</enum>
                                <header>Hydropower improvement property</header>
 <text>In this section, the term <term>hydropower improvement property</term> means property which—</text>
                                <paragraph id="idA25396C571654F85B2079099090F7F57">
                                    <enum>(1)</enum>
 <text>adds or improves fish passage at a qualified dam,</text> </paragraph> <paragraph id="id1104511302884A1B92B97E6B0BCFADE2"> <enum>(2)</enum> <text>maintains or improves the quality of the water retained or released by a qualified dam,</text>
                                </paragraph>
                                <paragraph id="idCEC8678B99CC41F5A2856D70527EFF71">
                                    <enum>(3)</enum>
 <text>promotes downstream sediment transport processes and habitat maintenance with respect to a qualified dam,</text>
                                </paragraph>
                                <paragraph commented="no" display-inline="no-display-inline" id="id2fd8635dfc934b2a9e644b45d782f31a">
                                    <enum>(4)</enum>
 <text display-inline="yes-display-inline">is part of a marine energy technology project or a marine energy project, or</text>
                                </paragraph>
                                <paragraph id="id4F99EA56231043F1BE40A103424F8564">
                                    <enum>(5)</enum>
 <text>places into service an approved remote dam.</text> </paragraph> </subsection> <subsection id="id5189BDF2F9D44E3C9D82BFA5A671FE13"> <enum>(d)</enum> <header>Other definitions</header> <text>In this section—</text>
                                <paragraph id="id735B3604E2C941E0BFC1A12E9A596BD7">
                                    <enum>(1)</enum>
                                    <header>Approved remote dam</header>
 <text>The term <term>approved remote dam</term> means—</text> <subparagraph id="id9E818E288D9B47DEA14A28A2E210C727"> <enum>(A)</enum> <text>a hydroelectric dam which—</text>
                                        <clause id="id27796ADEFB154F408F61EBE39140828C">
                                            <enum>(i)</enum>
 <text>exclusively services communities not interconnected to the Electric Reliability Council of Texas, the Eastern Interconnection, or the Western Interconnection,</text>
                                        </clause>
                                        <clause id="id7CD0C1DA49314445A80A46A7E7DD4115">
                                            <enum>(ii)</enum>
 <text>does not contribute to atmosphere pollution, and</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" id="id6657af896dae42c59872dd0afa5196e6">
                                            <enum>(iii)</enum>
 <text>has a maximum net output of not greater than 40 megawatts, and</text>
                                        </clause>
                                    </subparagraph>
                                    <subparagraph id="id88186EEBBD084BFCAE8B40F215FBB5BA">
                                        <enum>(B)</enum>
 <text>any interconnection property associated with a dam described in subparagraph (A).</text>
                                    </subparagraph>
                                </paragraph>
                                <paragraph id="id3952D944A2AD48FE81F5A0190C137224">
                                    <enum>(2)</enum>
                                    <header>Commission</header>
 <text>The term <term>Commission</term> means the Federal Energy Regulatory Commission.</text>
                                </paragraph>
                                <paragraph commented="no" display-inline="no-display-inline" id="id4d3269d604964ecaa4b940e395255de5">
                                    <enum>(3)</enum>
                                    <header display-inline="yes-display-inline">Fish
                                        passage</header>
 <text>The term <term>fish passage</term> means, with respect to any qualified dam, any new or upgraded turbine, fishway, or other fish passage technology which improves fish migration and survival rates.</text>
                                </paragraph>
                                <paragraph id="idD9E938E6196441DFAFF55D97ABA75283">
                                    <enum>(4)</enum>
                                    <header>Interconnection property</header>
 <text>The term <term>interconnection property</term> means any tangible property—</text>
                                    <subparagraph commented="no" display-inline="no-display-inline" id="ida4f50c37f0c04dc0aaa3f583e64f8261">
                                        <enum>(A)</enum>
                                        <clause commented="no" display-inline="yes-display-inline" id="ide4bfa54dd29441b3a95aa9a6455c854f">
                                            <enum>(i)</enum>
 <text display-inline="yes-display-inline">with respect to any dam described in paragraph (1)(A), to enable the delivery of electricity from such dam to any customer, or</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" indent="up1" id="id90b4fd75acd64bba92557539cc730fff">
                                            <enum>(ii)</enum>
 <text>with respect to any project described paragraph (5)(A) or (6)(A), to enable the delivery of electricity from such project to any customer, and</text>
                                        </clause>
                                    </subparagraph>
                                    <subparagraph commented="no" display-inline="no-display-inline" id="id16a0bbd1aa334ee7bee32a05d7abfbb9">
                                        <enum>(B)</enum>
 <text display-inline="yes-display-inline">which satisfies the requirements under clauses (ii) and (iii) of section 48(a)(8)(B).</text>
                                    </subparagraph>
                                </paragraph>
                                <paragraph commented="no" display-inline="no-display-inline" id="id46930545b20b4b9eb2d1ef772af38b97">
                                    <enum>(5)</enum>
                                    <header display-inline="yes-display-inline">Marine energy
                                        project</header>
 <text>The term <term>marine energy project</term> means—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idb062c1dc268444ebb51a6c0e1c0d34ed"> <enum>(A)</enum> <text display-inline="yes-display-inline">a project which produces electricity from—</text>
                                        <clause commented="no" display-inline="no-display-inline" id="id69d846b87d5f481fbda1444a0158c372">
                                            <enum>(i)</enum>
 <text display-inline="yes-display-inline">waves, tides, and currents in oceans, estuaries, and tidal areas,</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" id="id7aa361642b3c4da985e488877fe5c11d">
                                            <enum>(ii)</enum>
 <text>free flowing water in rivers, lakes, streams, and man-made channels,</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" id="id118b01edf2be4a5c87aa32ea2ebc1c35">
                                            <enum>(iii)</enum>
 <text>differentials in salinity and pressure gradients, or</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" id="id49e5fa571c674dd9806170702a2dc7e6">
                                            <enum>(iv)</enum>
 <text>differentials in water temperature, including ocean thermal energy conversion, and</text>
                                        </clause>
                                    </subparagraph>
                                    <subparagraph commented="no" display-inline="no-display-inline" id="id0e681bfd6d8243d3b3c7b542c4e6882d">
                                        <enum>(B)</enum>
 <text>any interconnection property associated with a project described in subparagraph (A).</text>
                                    </subparagraph>
                                </paragraph>
                                <paragraph commented="no" display-inline="no-display-inline" id="ideb45012d26bf44c48449665417aad9ac">
                                    <enum>(6)</enum>
                                    <header display-inline="yes-display-inline">Marine energy
                                        technology project</header>
 <text>The term <term>marine energy technology project</term> means—</text>
                                    <subparagraph commented="no" display-inline="no-display-inline" id="id75fe5570a0c344c6a0affe2e44708cc5">
                                        <enum>(A)</enum>
 <text display-inline="yes-display-inline">a project which the Commission determines—</text>
                                        <clause commented="no" display-inline="no-display-inline" id="id77ba5b4100ec4b7293cc5d878f00c0a3">
                                            <enum>(i)</enum>
 <text display-inline="yes-display-inline">will produce electricity from a generator that converts the potential energy of flowing water,</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" id="id6148f2ab714742208ddc09a92004fc38">
                                            <enum>(ii)</enum>
 <text>will utilize a generating technology that is not in widespread, utility scale use in the United States as of the date of enactment of this section,</text>
                                        </clause>
                                        <clause commented="no" display-inline="no-display-inline" id="id8c5148559aa945fab31e25683db14a0b">
                                            <enum>(iii)</enum>
 <text>will not be, based on information available to the Commission, likely to jeopardize the continued existence of any species listed as a threatened species or an endangered species under the Endangered Species Act of 1973, and</text>
                                        </clause>
                                        <clause id="id0838f35d9d3b42e5806c6d37b7a9a175">
                                            <enum>(iv)</enum>
 <text>will not be, based on information available to the Commission, likely to result in the destruction or adverse modification of an area designated as critical habitat for any species listed as a threatened species or an endangered species under such Act, and</text>
                                        </clause>
                                    </subparagraph>
                                    <subparagraph commented="no" display-inline="no-display-inline" id="id6cf727d9195c42f980e91c324bc9890f">
                                        <enum>(B)</enum>
 <text>any interconnection property associated with a project described in subparagraph (A).</text>
                                    </subparagraph>
                                </paragraph>

                                    <enum>(7)</enum>
                                    <header>Qualified dam</header>
 <text>The term <term>qualified dam</term> means a hydroelectric dam that is licensed by the Commission or legally operating without such a license before the date of enactment of this section.</text>
                                </paragraph>
                            </subsection>
                        </section>

                    <header display-inline="yes-display-inline">Elective payment and transfer of
                        credit</header>

                        <enum>(1)</enum>
                        <header>Elective payment</header>
 <text><external-xref legal-doc="usc" parsable-cite="usc/26/6417">Section 6417</external-xref> of the Internal Revenue Code of 1986 is amended—</text> <subparagraph id="idB7CDFE2D3367481CBEE79E83457E0AAE"> <enum>(A)</enum> <text>in subsection (b), by adding at the end the following:</text>

                        <header>Alternative fuel commercial fishing vessel</header>
 <text>The term <term>alternative fuel commercial fishing vessel</term> means a commercial fishing vessel that runs on an energy source other than an energy source that is exclusively derived from petroleum, including a hybrid energy source.</text>
                    </paragraph>

 <text>The term <term>necessary shoreside infrastructure</term> means shoreside infrastructure necessary to facilitate the transition of commercial fishing vessels to alternative fuel commercial fishing vessels, including charging stations for electric alternative fuel commercial fishing vessels and refueling stations for alternative fuel commercial fishing vessels.</text>

                        <header>Pilot program</header>
 <text>The term <term>pilot program</term> means the pilot program established under subsection (b)(1).</text>

                        <enum>(2)</enum>
                        <header>Use of funds</header>
 <text>In carrying out the pilot program, the Administrator may make loans—</text>

                            <enum>(A)</enum>
 <text>to facilitate the transition from commercial fishing vessels using energy sources exclusively derived from petroleum to alternative fuel commercial fishing vessels, including loans for the building of new alternative fuel commercial fishing vessels or retrofitting existing commercial fishing vessels into alternative fuel commercial fishing vessels; and</text>
                        </subparagraph>
                        <subparagraph id="id6db39c5ae29f4b869ed2a7021e84773f">
                            <enum>(B)</enum>
 <text>for research and development of alternative fuel technologies for commercial fishing vessels and necessary shoreside infrastructure.</text>
                        </subparagraph>
                    </paragraph>

                        <enum>(3)</enum>
                        <header>Regulations</header>
 <text>Not later than 180 days after the date of the enactment of this Act, the Administrator and the Commandant of the Coast Guard shall each promulgate regulations necessary for the implementation of the pilot program.</text>
                    </paragraph>
                </subsection>

                    <enum>(c)</enum>
                    <header>Study</header>
 <text>Not later than 2 years after the date of the enactment of this Act, the Administrator, jointly with the Commandant of the Coast Guard, shall carry out, and submit to Congress a report describing the results of, a study on—</text>

                        <enum>(1)</enum>
 <text>methods to further develop alternative fuels for use with commercial fishing vessels;</text>
                    </paragraph>
                    <paragraph id="idc1fc7d3ced9a43bdaf934cd3182dc8ce">
                        <enum>(2)</enum>
 <text>how to improve existing alternative fuel technologies in commercial fishing vessels;</text>
                    </paragraph>
                    <paragraph id="id780b9a9d10cc44f2b55439b4042fb14f">
                        <enum>(3)</enum>
 <text>the fuel sources available for commercial fishing vessels, and the limitations of those fuel sources; and</text>
                    </paragraph>
                    <paragraph id="id6df06ead61664c41a8dfa9b881c91187">
                        <enum>(4)</enum>
 <text>opportunities for the use of hybrid technologies in commercial fishing vessels.</text>
                    </paragraph>
                </subsection>

                    <header>Authorizations of appropriations</header>

                    <header>Definitions</header>
 <text display-inline="no-display-inline">In this subtitle:</text> <paragraph id="id65ca1e215d7a43659896a7dacff26abe"> <enum>(1)</enum> <header>Mariculture</header> <text>The term <term>mariculture</term> means shellfish and aquatic plants grown under controlled conditions.</text>
                    </paragraph>
                    <paragraph id="ide6018642ef6346e1850cb545191b0a64">
                        <enum>(2)</enum>
                        <header>Rural coastal community</header>
 <text>The term <term>rural coastal community</term> means a coastal community in a rural area (as defined in section 343(a) of the Consolidated Farm and Rural Development Act (<external-xref legal-doc="usc" parsable-cite="usc/7/1991">7 U.S.C. 1991(a)</external-xref>)).</text>
                    </paragraph>

                        <header>Seafood</header>
 <text>The term <term>seafood</term> means wild caught finfish and shellfish.</text>
                    </paragraph>

 <text>The term <term>Secretary</term> means the Secretary of Agriculture.</text>
                    </paragraph>
                </section>
                <section id="idf5e86841435f478397ce69870bb30144">
                    <enum>302.</enum>
                    <header>Action plan and identification of coastal communities</header>
                    <subsection id="id5e0444a8fc6e4690b065fa327cd56b4b">
                        <enum>(a)</enum>
                        <header>In general</header>
 <text>Not later than 180 days after the date of enactment of this Act, the Secretary, in consultation with the Secretary of Commerce, shall develop an action plan to facilitate more domestic processing of United States-caught seafood and mariculture by rural processing facilities, including rural processing facilities that have less than 50 employees.</text>
                    </subsection>
                    <subsection id="id1b0d528edf2c41b3b2f28263c5a5871d">
                        <enum>(b)</enum>
                        <header>Inclusions</header>
 <text>The action plan developed under subsection (a) shall include—</text> <paragraph id="ida6797f809ad94f7b82cba60f4151c6c0"> <enum>(1)</enum> <text>an identification of rural coastal communities where commercial fishing is a significant economic driver and there exists a need and voiced community desire for the creation of new (or rehabilitation of existing) seafood processing infrastructure for rural processing facilities to allow those communities—</text>
                            <subparagraph id="id4ef743e20fbb415a96dc9c1b1d20f10b">
                                <enum>(A)</enum>
 <text>to effectively process their own catch locally; and</text> </subparagraph> <subparagraph id="idaad05674161c4e89b2c4f19f77a0b495"> <enum>(B)</enum> <text>to provide for the local and domestic market;</text>
                            </subparagraph>
                        </paragraph>
                        <paragraph id="id8cd54a3f27bb4f7d94683a5872533c67">
                            <enum>(2)</enum>
 <text>an identification of rural coastal communities with existing or developing mariculture operations where processing infrastructure for rural processing facilities is not sufficient to meet the needs of the mariculture operations; and</text>
                        </paragraph>
                        <paragraph id="id710881ff06ce42d4ac639c11d859556c">
                            <enum>(3)</enum>
 <text>a consideration of the diversity of rural coastal communities, including geographic diversity.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="idecabb9c2a23e4a5e8108a50a1b39fa2b">
                        <enum>(c)</enum>
                        <header>Identification of eligible communities</header>
 <text>The action plan developed under subsection (a) shall identify rural coastal communities across the United States that would be eligible for the grants and cooperative agreements under section 303.</text>
                    </subsection>
                    <subsection id="id5bdde32558bd406289685e272b929a63">
                        <enum>(d)</enum>
                        <header>Stakeholder engagement</header>
 <text>In developing the action plan under subsection (a), the Secretary, in consultation with the Secretary of Commerce, shall provide a meaningful stakeholder engagement process that prioritizes outreach and engagement through methods that effectively reach out to residents of rural coastal communities described in paragraphs (1) through (3) of subsection (b).</text>
                    </subsection>
                </section>
                <section id="id78b0f995a88440fea9f67e4ef95ff9ce">
                    <enum>303.</enum>
                    <header>Grants and cooperative agreements to support rural seafood processing
                        and cold storage</header>
                    <subsection id="idfa42c923bf274e199a9df8f983258ed3">
                        <enum>(a)</enum>
                        <header>In general</header>
 <text>The Secretary shall, for the period of fiscal years 2026 through 2030, make competitive grants or enter into cooperative agreements—</text>
                        <paragraph id="id9fdf3dd1c38d4559a6baf4eb5f498fd3">
                            <enum>(1)</enum>
 <text>to support pilot projects for new seafood or mariculture processing infrastructure for rural processing facilities in rural coastal communities identified under section 302(c);</text>
                        </paragraph>
                        <paragraph id="id8c1b37ccf2204e11a58cd82cb97376e0">
                            <enum>(2)</enum>
 <text>to support pilot projects for the rehabilitation, repair, or retrofitting of existing seafood or mariculture processing infrastructure for rural processing facilities in rural coastal communities identified under section 302(c);</text>
                        </paragraph>
                        <paragraph id="ideab5547b2c18489589107ed7790f92a9">
                            <enum>(3)</enum>
 <text>to support pilot projects for new cold storage infrastructure for rural processing facilities in rural coastal communities identified under section 302(c); and</text>
                        </paragraph>
                        <paragraph id="idc1e9c1f3fb4949d4bd0a4d82fca7d523">
                            <enum>(4)</enum>
 <text>to support pilot projects for the rehabilitation, repair, or retrofitting of existing cold storage infrastructure for rural processing facilities in rural coastal communities identified under section 302(c).</text>
                        </paragraph>
                    </subsection>
                    <subsection id="idfa08960dc6484a24b2e898a317cb57de">
                        <enum>(b)</enum>
                        <header>Eligibility</header>
 <text>To be eligible to receive a grant or enter into a cooperative agreement under subsection (a), the recipient of the grant or participant in the cooperative agreement shall be—</text>
                        <paragraph id="id86aaf43128984f9e9e9883af5aa17512">
                            <enum>(1)</enum>
 <text>a collaborative State, Tribal, local, or regionally based network or partnership of public or private entities; or</text>
                        </paragraph>
                        <paragraph id="id601b21d6b31c45a4a85ec29502cf4e41">
                            <enum>(2)</enum>
 <text>an individual company that owns or operates one or more rural processing facilities.</text>
                        </paragraph>
                    </subsection>
                    <subsection commented="no" display-inline="no-display-inline"
                        id="id571f7c49f0a0492e9c8baeb45a861888">
                        <enum>(c)</enum>
                        <header>Allocation for small-Scale rural processing facilities</header>
 <text>Of the amount made available to make competitive grants and enter into cooperative agreements under subsection (a) for each fiscal year, the Secretary shall use 50 percent to support pilot projects described in that subsection for rural processing facilities that have less than 50 employees.</text>
                    </subsection>
                    <subsection commented="no" display-inline="no-display-inline" id="id77869f7d512144d48a6589954dec3edc">
                        <enum>(d)</enum>
                        <header>Evaluation criteria</header>
 <text display-inline="yes-display-inline">In making grants or entering into cooperative agreements under subsection (a), the Secretary shall evaluate, with respect to applications for the grants or cooperative agreements—</text>

                            <enum>(1)</enum>
 <text>relevancy;</text> </paragraph> <paragraph id="id5b5c50b84dc446f893c581863dd1e9ce"> <enum>(2)</enum> <text>technical merit;</text>

                            <enum>(3)</enum>
 <text>achievability, expertise, and track record; and</text> </paragraph> <paragraph id="id01a0e2df465843829ebf166628a3826b"> <enum>(4)</enum> <text>equity and community impacts.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="id10fee45985b34036aebbfeedfd1d54d4">
                        <enum>(e)</enum>
                        <header>Requirements</header>
 <text>A grant or cooperative agreement under subsection (a) shall be for an amount and term determined appropriate by the Secretary.</text>
                    </subsection>

 <text>In this section:</text> <paragraph id="id9c6f4dc3989c47869be0f67df5cc7d7e"> <enum>(1)</enum> <header>Boat</header> <text>The term <term>boat</term> means a watercraft that is not built in a shipyard, and is typically of the type suitable or intended for personal use or for use in a fishery.</text>
                        </paragraph>
                        <paragraph commented="no" display-inline="no-display-inline" id="idb1c12cddd3b7484e877fda95420cfa2b">
                            <enum>(2)</enum>
                            <header display-inline="yes-display-inline">Boatbuilding
                                industry</header>
 <text>The term <term>boatbuilding industry</term> means an industry primarily engaged in building boats.</text>
                        </paragraph>

                            <enum>(3)</enum>
                            <header display-inline="yes-display-inline">Coastal waters</header>
 <text>The term <term>coastal waters</term> means—</text> <subparagraph commented="no" display-inline="no-display-inline" id="idfd9965d2a30842ed855f9780c5452213"> <enum>(A)</enum> <text display-inline="yes-display-inline">in the Great Lakes area, the waters within the territorial jurisdiction of the United States consisting of the Great Lakes, their connecting waters, harbors, roadsteads, and estuary-type areas such as bays, shallows, and marshes; and</text>
                            </subparagraph>
                            <subparagraph commented="no" display-inline="no-display-inline" id="id2998c992dec4446eabd6ee78e28a58db">
                                <enum>(B)</enum>
 <text display-inline="yes-display-inline">in other areas, those waters, adjacent to the shorelines, which contain a measurable quantity or percentage of sea water, including sounds, bays, lagoons, bayous, ponds, and estuaries.</text>
                            </subparagraph>
                        </paragraph>

                            <enum>(4)</enum>
                            <header>Eligible entity</header>
 <text>The term <term>eligible entity</term> means—</text> <subparagraph id="ide919e300edcf4be59d9a91612ecb3287"> <enum>(A)</enum> <text>the government of a coastal State;</text>
                            </subparagraph>
                            <subparagraph id="id3626bfcc578e4161a81dcdcaafc123b5">
                                <enum>(B)</enum>
 <text>a unit of local government within a coastal State;</text> </subparagraph> <subparagraph id="idb7f21d84af9c4c1681a6b061566d1110"> <enum>(C)</enum> <text>a nonprofit organization that the Secretary determines is appropriate to receive a grant under subsection (b); or</text>
                            </subparagraph>

 <text>a participant in the commercial fishing industry, the mariculture industry, or the for-hire recreational fishing industry.</text>
                            </subparagraph>

                            <header>Eligible project</header>

 <text display-inline="yes-display-inline">make improvements to real property that is a working waterfront area located in a coastal State and owned by an eligible entity, including—</text>

                                        <enum>(I)</enum>
 <text display-inline="yes-display-inline">the construction or repair of wharfs or related facilities;</text>
                                    </subclause>
                                    <subclause commented="no" display-inline="no-display-inline" id="id0b2a27b05460402cbbacb7d0a1ff4fa9">
                                        <enum>(II)</enum>
 <text display-inline="yes-display-inline">the provision of access to coastal waters in working waterfront areas to persons engaged in the commercial fishing industry, the mariculture industry, the for-hire recreational fishing industry, or the boatbuilding industry; and</text>
                                    </subclause>
                                    <subclause commented="no" display-inline="no-display-inline" id="idd0eb93b1e19b48c68587f64fc2390080">
                                        <enum>(III)</enum>
 <text display-inline="yes-display-inline">improvements made to such property in order to be resilient to climate change; or</text>
                                    </subclause>
                                </clause>

                            <header>Nonprofit organization</header>
 <text>The term <term>nonprofit organization</term> means an organization that is—</text>

 <text>described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)</external-xref> of the Internal Revenue Code of 1986; and</text>

                                <enum>(B)</enum>
 <text>exempt from taxation under <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(a)</external-xref> of the Internal Revenue Code of 1986.</text>

                        </paragraph>

                        <enum>(b)</enum>
                        <header>Grant program authorized</header>
                        <paragraph id="ide38e180a1b4f4bfbbefc956a15409653">
                            <enum>(1)</enum>
                            <header>In general</header>
 <text>The Secretary, acting through the Economic Development Administration of the Department of Commerce, shall award grants, on a competitive basis, to eligible entities to carry out eligible projects that support the commercial fishing industry, the mariculture industry, the for-hire recreational fishing industry, or the boatbuilding industry in coastal States.</text>
                        </paragraph>
                        <paragraph id="ide527c314378244df8093110ec407d8fe">
                            <enum>(2)</enum>
                            <header>Application</header>
 <text>An eligible entity desiring a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require.</text>
                        </paragraph>
                        <paragraph commented="no" display-inline="no-display-inline" id="ided78401ffef74b7fbeb41a024db656ba">
                            <enum>(3)</enum>
                            <header>Grant selection considerations</header>
 <text display-inline="yes-display-inline">In selecting eligible entities to receive grants under this section, the Secretary shall give substantial weight to—</text>
                            <subparagraph id="id2448034ac7a04c0b8e0eae9132b37027">
                                <enum>(A)</enum>
 <text>the economic significance of the eligible project to the commercial fishing industry, the mariculture industry, the for-hire recreational fishing industry, or the boatbuilding industry in the immediate vicinity and in the coastal State in which the eligible project is located;</text>
                            </subparagraph>
                            <subparagraph id="id79578ef8ec7c49efad52c5e5cd99dce8">
                                <enum>(B)</enum>
 <text>whether other adequate waterfront access alternatives exist for the commercial fishing industry within the community in which the eligible entity seeks to use grant funding;</text>
                            </subparagraph>
                            <subparagraph id="id6979c9394bf946759ec98dd2fbc71d5d">
                                <enum>(C)</enum>
 <text>the utility of the eligible project for use in the commercial fishing industry, the mariculture industry, the for-hire recreational fishing industry, or the boatbuilding industry, with respect to the natural characteristics and developed infrastructure of the relevant property;</text>
                            </subparagraph>
                            <subparagraph id="idb27df57b0130415dad476454f65428a9">
                                <enum>(D)</enum>
 <text>whether the applicant has a business plan for the area in which the project will be located;</text>
                            </subparagraph>
                            <subparagraph id="id59cf83cf1fcb4640a9b501c52d193595">
                                <enum>(E)</enum>
 <text>the likelihood that the working waterfront area will remain compatible with commercial fishing, mariculture, for-hire recreational fishing, or boatbuilding, and the applicant’s ability to demonstrate a need for, or support for, the project within the community; and</text>
                            </subparagraph>
                            <subparagraph id="id8c3f51da10ef48d1a30c53b8cbb4c750">
                                <enum>(F)</enum>
 <text>whether the applicant intends to permanently protect the relevant property.</text>
                            </subparagraph>
                        </paragraph>
                    </subsection>
                    <subsection id="id379c99d10fdf4198aa80e3125e4984b7">
                        <enum>(c)</enum>
                        <header>Cost sharing</header>
 <text>The amount of a grant awarded under this section to carry out an eligible project may not exceed 50 percent of the total cost of the eligible project.</text>
                    </subsection>

                        <enum>(d)</enum>
                        <header>Improved or protected property</header>
                        <paragraph id="id9ef778392dba4fbc8ad0866321f29e99">
                            <enum>(1)</enum>
                            <header>In general</header>
 <text>Grants awarded under this section may be used to improve or protect privately owned real property or interests in privately owned real property, including easements, only from willing owners.</text>
                        </paragraph>

                            <enum>(2)</enum>
                            <header>No exercise of eminent domain</header>
 <text>No Federal, State, or local agency may exercise the power of eminent domain to secure title to any real property or facilities in connection with a project carried out under this Act.</text>

                        <enum>(e)</enum>
                        <header>Annual report</header>
 <text>The Secretary shall submit to Congress an annual report that describes the eligible projects funded with grants awarded under this section.</text>

 <text display-inline="yes-display-inline">operates a program or performs activities leading to the recruitment, education, or training of future or current members of the maritime workforce; and</text>
                                    </subparagraph>

                                        <enum>(B)</enum>
 <text>submits an application in such form as the Secretary may require.</text>
                                    </subparagraph>

                                    <header>Maritime workforce</header>

 <text>The term <term>Secretary</term> means the Secretary of Transportation.</text>

                                <header>Program authorized</header>
 <text>The Secretary, acting through the Maritime Administrator, shall establish a program to provide grants, on a competitive basis, to eligible applicants for eligible activities described in subsection (c) that support maritime workforce development.</text>
                            </subsection>

                                <enum>(c)</enum>
                                <header>Eligible activities</header>
 <text>An eligible activity is an activity carried out by an eligible applicant—</text>
                                <paragraph id="idc65a56d8b1f14e569d66f145f307c03e">
                                    <enum>(1)</enum>
 <text>to establish a new, or improve an existing, training program that teaches technical skills used in general seagoing operations and specific areas, such as deck or engineering, including the purchase of equipment for such programs;</text>
                                </paragraph>
                                <paragraph id="idccb57a5b52bd4710aa947c8e264c4c84">
                                    <enum>(2)</enum>
 <text>to provide technical training or certification courses leading to maritime workforce credentialing, including any of the endorsements listed in section 10.109 of title 46, Code of Federal Regulations, or any successor regulation;</text>
                                </paragraph>
                                <paragraph id="id66a8e3f4a52b4ffaa09a84c9e49f7fd4">
                                    <enum>(3)</enum>
 <text>to create and deliver a program designed to provide high school students with meaningful maritime education in order to teach the future maritime workforce;</text>
                                </paragraph>
                                <paragraph id="id2649d7106f8140adac054a1026a20320">
                                    <enum>(4)</enum>
 <text>to support the professional development of teachers using a curriculum of a program described in paragraph (1), (2), or (3);</text>
                                </paragraph>
                                <paragraph id="id925e689494b84bd1a95dca7ce1558902">
                                    <enum>(5)</enum>
 <text>to establish, or support existing, scholarships or apprenticeships for individuals pursuing employment in the maritime workforce;</text>
                                </paragraph>
                                <paragraph id="ida746b79d45be409eb0f27d68460459c1">
                                    <enum>(6)</enum>
 <text>to support outreach about careers in the maritime workforce to—</text>
                                    <subparagraph id="id52a0fecc9b794f1597fe04b6b8a56586">

 <text>secondary and postsecondary school students; or</text> </subparagraph> <subparagraph id="id8f3c24df90184a68a0a8291e3cc3fb1a"> <enum>(B)</enum> <text>underrepresented communities, as defined by the Secretary, in the maritime workforce; or</text>
                                    </subparagraph>
                                </paragraph>

 <text>to otherwise enhance the maritime workforce.</text> </paragraph> </subsection> <subsection id="id364d00eb8d1a49448008a6297a54a81d"> <enum>(d)</enum> <header>Grant application review</header> <text>In reviewing and selecting eligible applicants to receive grants under this section, the Secretary shall—</text>

 <text>prior to selecting among competing applications, consult, as appropriate, with representatives of the maritime workforce;</text>

 <text>ensure that the grants awarded under subsection (b) will allow participation from eligible applicants in rural, suburban, and urban areas; and</text>

 <text>For purposes of this section, an eligible entity is an entity—</text> <paragraph id="id3348fca47cba48e7821eb81908176dae"> <enum>(1)</enum> <text>that is composed, in a concentrated geographic region, of 1 or more—</text>
                            <subparagraph id="id412eb1d697a146fda10dd6b6ffa7b1c6">
                                <enum>(A)</enum>
 <text>business organizations;</text> </subparagraph> <subparagraph id="id310ee9cb412a491ca32b4db6b3efe5ad"> <enum>(B)</enum> <text>academic institutions, including minority- and Tribal-serving institutions;</text>
                            </subparagraph>
                            <subparagraph id="id12df1db063ca4e40a0dc2aeba72766fc">
                                <enum>(C)</enum>
 <text>not-for-profit organizations;</text> </subparagraph> <subparagraph id="id67d16c597d4f4e509879a461fdf952e5"> <enum>(D)</enum> <text>Federal, State, or local governmental entities, agencies, or instrumentalities;</text>
                            </subparagraph>
                            <subparagraph id="id391b74d9711e49a1bd606217c447c595">
                                <enum>(E)</enum>
 <text>Indian Tribes; or</text> </subparagraph> <subparagraph id="id716d9156930c4f86b35fd4c9f25595d7"> <enum>(F)</enum> <text>Native Hawaiian organizations;</text>

                        </paragraph>

                            <enum>(2)</enum>
 <text>that is led by a not-for-profit organization; and</text> </paragraph> <paragraph id="idb505570e74a548eea329ab2d8629fc30"> <enum>(3)</enum> <text>that works to deliver services in the concentrated geographic region where the entity is located, enhance collaboration, promote innovation, and contribute to the equitable and sustainable growth of the Blue Economy across all sectors.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="idb72d0d56b10143a5b033fade99731aab">
                        <enum>(c)</enum>
                        <header>Priority</header>
 <text>In designating entities as Ocean Innovation Clusters under subsection (a), the Secretary of Commerce shall prioritize entities with a history of supporting cross-sector growth and development of the Blue Economy.</text>
                    </subsection>
                    <subsection id="idc15c893aa7c84ca5b85e8e7de789fb4a">
                        <enum>(d)</enum>
                        <header>Geographic diversity</header>
 <text>The Secretary of Commerce shall designate not fewer than 1 Ocean Innovation Cluster under subsection (a) in—</text>
                        <paragraph id="idbd554ce3ef84435da590ecada909b8d4">
                            <enum>(1)</enum>
 <text>each of the regions covered by the 5 regional offices of the National Marine Fisheries Service;</text>
                        </paragraph>
                        <paragraph id="idd405e03903394b59a4bb7f92ad45f0e7">
                            <enum>(2)</enum>
 <text>the Great Lakes region; and</text> </paragraph> <paragraph id="idca817cf441d54072acfb41e492ed39f7"> <enum>(3)</enum> <text>the Gulf of Mexico region.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="id92c54407537443c7a1b6eb4e0bacc5d7">
                        <enum>(e)</enum>
                        <header>Considerations</header>
 <text>In designating an eligible entity as an Ocean Innovation Cluster under subsection (a), the Secretary of Commerce shall consider the following:</text>
                        <paragraph id="id9ecb0bc17896494f81afd82dc9c02cbe">
                            <enum>(1)</enum>
 <text>The economic development potential of the coastal community or region in which the entity is located.</text>
                        </paragraph>
                        <paragraph id="ide1a9e9cadd9f43c09833323f4a6cee23">
                            <enum>(2)</enum>
 <text>The ability of the entity to incorporate and bring growth and opportunity to broad geographic areas, including urban, rural, and underserved areas.</text>
                        </paragraph>
                        <paragraph id="id1a6b8bfe88954790b2392ebdae1de80d">
                            <enum>(3)</enum>
 <text>Whether the entity serves a diverse, multigenerational, ocean-dependent population consisting of groups with different socioeconomic and educational attainment levels, industries, and Indian Tribes.</text>
                        </paragraph>
                        <paragraph id="idacb814adff424490bf2c7750ee567b1b">
                            <enum>(4)</enum>
 <text>The ability of the entity to cultivate and leverage partnerships with private industry, academia, nongovernmental organizations, Federal, State, and local governments, and Indian Tribes to collaborate on shared outcomes.</text>
                        </paragraph>
                        <paragraph id="id6b42a59e066d4a558351cd473b5ae48b">
                            <enum>(5)</enum>
 <text>The relative potential for the designation of the entity as an Ocean Innovation Cluster to reverse a decline, or accelerate growth, in ocean sector jobs.</text>
                        </paragraph>
                        <paragraph id="id7f99fa368e6a4bb8a289dfa60ec44e7c">
                            <enum>(6)</enum>
 <text>The ability of the entity to carry out projects that support economic and climate resilience through economic diversification and long-term recovery from natural disasters.</text>
                        </paragraph>

                            <enum>(7)</enum>
 <text>The extent, rural and underserved nature, and economic underutilization of the coastline and ocean area that projects carried out by the entity could affect.</text>
                        </paragraph>
                    </subsection>

                        <enum>(f)</enum>
                        <header>Partnership management</header>
                        <paragraph id="id77ebcfe6af1b49dda136f80b074346d3">
                            <enum>(1)</enum>
                            <header>Partnership liaisons</header>
                            <subparagraph id="id2f973481c6f34c9f87390ba6177297a9">
                                <enum>(A)</enum>
                                <header>Designation</header>
 <text>The Director of Sea Grant, the Assistant Secretary of Commerce for Oceans and Atmosphere, and the Assistant Secretary of Commerce for Economic Development shall each designate 1 partnership manager from within their respective agencies to serve as a partnership liaison between each Ocean Innovation Cluster and Sea Grant, the National Oceanic and Atmospheric Administration, and the Economic Development Administration, respectively.</text>
                            </subparagraph>
                            <subparagraph id="ide67af172cda04b708cc97fb5c3f932b0">
                                <enum>(B)</enum>
                                <header>Function</header>
 <text>Each partnership liaison designated under subparagraph (A) shall ensure that Ocean Innovation Clusters—</text>
                                <clause id="idbd7a3aea6a164203b14f0640cfda4a74">
                                    <enum>(i)</enum>
 <text>have direct communication with the agency of the liaison; and</text>
                                </clause>
                                <clause id="idbae9db1d633f4c62b339c2c8fd2141b6">
                                    <enum>(ii)</enum>
 <text>allow for collaboration and alignment with Federal objectives in each region regarding the Blue Economy.</text>
                                </clause>
                            </subparagraph>
                        </paragraph>
                        <paragraph id="id09e26f4f93394fbf8b19df193c368d89">
                            <enum>(2)</enum>
                            <header>Interagency coordination</header>
                            <subparagraph id="id5c72a931f1ac434e953954a552d70482">
                                <enum>(A)</enum>
                                <header>Secretary of Commerce</header>
 <text>The Secretary of Commerce shall coordinate with the Director of Sea Grant, the Assistant Secretary of Commerce for Oceans and Atmosphere, the Assistant Secretary of Commerce for Economic Development, the Department of Energy, the Maritime Administration of the Department of Transportation, the Environmental Protection Agency, the Bureau of Ocean Energy Management of the Department of the Interior, the Department of Agriculture, the Coast Guard, and such other Federal agencies, including bureaus of the Department of Commerce, as the Secretary of Commerce considers appropriate to increase technical knowledge exchange and opportunities for cross-sector collaboration with those agencies.</text>
                            </subparagraph>
                            <subparagraph id="idaa14cedd6be64b029b9fbde3136e892a">
                                <enum>(B)</enum>
                                <header>Secretary of Energy</header>
 <text>With respect to matters relating to the nexus of the Blue Economy and the responsibilities and expertise of the Department of Energy, the Secretary of Energy—</text>
                                <clause id="idc238c89b7da5420e8c64a1549d841e0d">
                                    <enum>(i)</enum>
 <text>shall provide advice and recommendations to the Secretary of Commerce in order to increase technical knowledge exchange and opportunities for cross-sector collaboration; and</text>
                                </clause>
                                <clause id="idefac1494397f4c04a0007ddd66a18c75">
                                    <enum>(ii)</enum>
 <text>may provide such advice and recommendations without any formal request from the Department of Commerce.</text>
                                </clause>
                            </subparagraph>
                        </paragraph>
                    </subsection>
                    <subsection id="id3a7bf52e615b4c85afbf67aa18d8d9f9">
                        <enum>(g)</enum>
                        <header>Development of economic impact metrics of Ocean Innovation
                            Clusters</header>
 <text>The Administrator of the National Oceanic and Atmospheric Administration, the Director of the Bureau of Economic Analysis of the Department of Commerce, and the heads of other relevant Federal agencies shall use and refine the Marine Economy Satellite Account to measure the value to and impact of Ocean Innovation Clusters on the Blue Economy.</text>
                    </subsection>
                    <subsection id="id8e6e542314854e758676a5410fde6fd2">
                        <enum>(h)</enum>
                        <header>Areas of focus</header>
 <text>The Director of Sea Grant, the Assistant Secretary of Commerce for Oceans and Atmosphere, and the Assistant Secretary of Commerce for Economic Development shall coordinate with each Ocean Innovation Cluster in the following areas of focus:</text>
                        <paragraph id="ida716e343ae3e40dcaa048abf332c5030">
                            <enum>(1)</enum>
 <text>Increasing pathways for new entrants into the Blue Economy for individuals and entities.</text>
                        </paragraph>
                        <paragraph id="id04ce7c652ea74e66affca80eae8aa11f">
                            <enum>(2)</enum>
 <text>Intellectual property management.</text> </paragraph> <paragraph id="idfd3f8f7d26a2480b8ec9041d109adf8b"> <enum>(3)</enum> <text>Enhancing the sustainability of seafood supply chains, including with respect to food, transportation, processing, health and beauty products, animal feed, medical biotechnology, bioplastics, biofuels, and other value-added products, to strive for full use of harvested natural resources.</text>
                        </paragraph>
                        <paragraph id="id2a5392b5b928446aae2352df04448348">
                            <enum>(4)</enum>
 <text>Providing significant and sustainable economic opportunity through advanced research, cross-sector science, and technology development.</text>
                        </paragraph>
                        <paragraph id="idd106ceff810a43ab866d761cef920a88">
                            <enum>(5)</enum>
 <text>Contributing new knowledge, processes, technology, and support for stakeholders in the Blue Economy, especially to advance sustainability in specific sectors.</text>
                        </paragraph>

                            <enum>(6)</enum>
 <text>Working with Federal, State, local, and Tribal agencies to clearly communicate laws, regulations, and agency practices affecting industry needs, planning, or growth opportunities.</text>
                        </paragraph>

                            <enum>(7)</enum>
 <text>Creating investable opportunities through the development of economies of scale to enhance growth opportunities, job creation, sustainability, and expansion for small businesses within the Blue Economy.</text>
                        </paragraph>
                        <paragraph id="iddc5e46e946ce4960a9ec782db5c5afaa">
                            <enum>(8)</enum>
 <text>Workforce development and training, business planning, identifying existing and needed technology and economic infrastructure, and coordinated research and development among small businesses, government, and industry.</text>
                        </paragraph>
                        <paragraph id="idafc40cfc5c5944739d42d2c7323134c1">
                            <enum>(9)</enum>
 <text>Research, development, and implementation of ocean energy, bioprospecting, and other innovative and sustainable ocean resource development endeavors.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="id935bdbc0dd2e42518a166d49a15d6fea">
                        <enum>(i)</enum>
                        <header>Ocean Innovation Centers for Cross-Sector Collaboration</header>
                        <paragraph id="id67f549c704ad473697bbe0398192badb">
                            <enum>(1)</enum>
                            <header>In general</header>
 <text>In order to foster collaboration and innovation and strengthen regional ocean sector economies while creating employment opportunities, the Director of Sea Grant, the Assistant Secretary of Commerce for Oceans and Atmosphere, and the Assistant Secretary of Commerce for Economic Development shall collaborate with cross-sector partners to jointly develop or designate at least 1 physical space for collaboration as an Ocean Innovation Center for Cross-Sector Collaboration within each of the 7 regions with an Ocean Innovation Cluster.</text>
                        </paragraph>
                        <paragraph id="iddfe96336d076478e8fd9f05e152ae1e1">
                            <enum>(2)</enum>
                            <header>Management</header>
 <text>An Ocean Innovation Cluster or a group of Ocean Innovation Clusters shall manage the Ocean Innovation Center for Cross-Sector Collaboration of the region in which the Cluster or Clusters is located.</text>
                        </paragraph>
                        <paragraph id="idbb1f173d0e5e46c483598d0962faaf48">
                            <enum>(3)</enum>
                            <header>Functions</header>
 <text>Each Ocean Innovation Center for Cross-Sector Collaboration shall—</text>
                            <subparagraph id="idce984c7270f94726ac6cbc0fa34cf89b">
                                <enum>(A)</enum>
 <text>serve as a hub for partners within Ocean Innovation Clusters to work toward the areas of focus in described in subsection (h);</text>
                            </subparagraph>
                            <subparagraph id="ida2e29a7153e141efb91a3cca45a46edb">
                                <enum>(B)</enum>
 <text>support a community of entrepreneurs focused on strengthening vibrant marine-dependent communities and the Blue Economy;</text>
                            </subparagraph>
                            <subparagraph id="idb67e0017f3ed4c71ac501a4f10b3696a">
                                <enum>(C)</enum>
 <text>create workspaces and laboratories designed to promote collaboration, including through shared meeting rooms, access to technology, common spaces, and offices;</text>
                            </subparagraph>
                            <subparagraph id="idc760b1470d27444fa213a952b979966d">
                                <enum>(D)</enum>
 <text>strengthen relationships among industry sectors through shared scientific, staffing, and business resources;</text>
                            </subparagraph>
                            <subparagraph id="ide1835f97eda743558202c2959c70aa4e">
                                <enum>(E)</enum>
 <text>develop the critical networks with cross-sector partners that entrepreneurs need to grow effectively; and</text>
                            </subparagraph>
                            <subparagraph id="id3c15505086ed4c0586ac03d5e11da3db">
                                <enum>(F)</enum>
 <text>develop the next generation of Blue Economy workers by providing internships, apprenticeships, or training, as appropriate, including for underrepresented and Tribal communities and local trade schools.</text>
                            </subparagraph>
                        </paragraph>
                    </subsection>
                </section>
                <section id="idd9f1e38e2c8a41f3822e3d16518b3439">
                    <enum>503.</enum>
                    <header>Grants for Ocean Innovation Clusters</header>
 <text display-inline="no-display-inline">The Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3701">15 U.S.C. 3701 et seq.</external-xref>) is amended by adding at the end the following:</text>

                            <enum>31.</enum>
                            <header>Grants for Ocean Innovation Clusters</header>

                                <enum>(a)</enum>
                                <header>In general</header>
 <text>The Secretary, in consultation with the Director of Sea Grant, the Assistant Secretary of Commerce for Oceans and Atmosphere, and the Assistant Secretary of Commerce for Economic Development, may award grants, on a competitive basis, to Ocean Innovation Clusters for the purposes described in subsection (b).</text>
                            </subsection>
                            <subsection id="id5aa9e50a4ba34d7a949d465cf1335151">
                                <enum>(b)</enum>
                                <header>Purposes</header>
 <text>The Secretary may award grants under subsection (a) for the operation and administration of one or more Ocean Innovation Clusters under section 502 of the <short-title>Working Waterfronts Act of 2025</short-title>, with the goal that Ocean Innovation Clusters will become membership-based, self-sustaining entities. </text>
                            </subsection>
                            <subsection id="id5d87b1c7e54b4d9494b4ab736de16656">
                                <enum>(c)</enum>
                                <header>Input</header>
 <text>In awarding a grant under subsection (a), the Secretary shall provide an opportunity for input from the Director of Sea Grant, the Assistant Secretary of Commerce for Oceans and Atmosphere, and the Assistant Secretary of Commerce for Economic Development. </text>
                            </subsection>

                                <enum>(d)</enum>
                                <header>Term of grants</header>

 <text>The term of a grant awarded under subsection (a) shall be 2 years.</text>
                                </paragraph>

                                    <enum>(2)</enum>
                                    <header>Renewal</header>
 <text>The Secretary may renew a grant awarded under subsection (a) for additional periods of such duration as the Secretary determines to be appropriate and necessary for the Ocean Innovation Cluster that received the grant to provide regional economic benefits.</text>
                                </paragraph>
                            </subsection>

                                <enum>(e)</enum>
                                <header>Limitations on grant amounts</header>
 <text>A grant awarded under subsection (a) may not exceed $10,000,000.</text>
                            </subsection>

                                <enum>(f)</enum>
                                <header>Authorization of appropriations</header>
 <text>There is authorized to be appropriated to the Secretary to award grants under subsection (a) $10,000,000 for each of fiscal years 2026 through 2030.</text>
                            </subsection>

                                <header>Definitions</header>

                        <header>Nonprofit organization</header>
 <text>The term <term>nonprofit organization</term> means an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under 501(a) of that Code.</text>
                    </paragraph>

                        <enum>(6)</enum>
                        <header>State</header>
 <text display-inline="yes-display-inline">The term <term>State</term> means each State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, the Virgin Islands of the United States, and any other territory or possession of the United States.</text>
                    </paragraph>

                        <header>Vegetated coastal ecosystems</header>
 <text>The term <term>vegetated coastal ecosystems</term> includes mangroves, tidal marshes, seagrasses, kelp forests, and other tidal, freshwater, or salt-water wetlands.</text>
                    </paragraph>

                    <enum>512.</enum>
                    <header>Interagency Working Group on Vegetated Coastal Ecosystems and Great
                        Lakes ecosystems</header>
                    <subsection id="H84FA5399F5B14BA6AF697BEF2695FDF8">
                        <enum>(a)</enum>
                        <header>Establishment</header>
 <text>The Subcommittee on Ocean Science and Technology of the National Science and Technology Council shall establish an interagency working group to be known as the <quote>Interagency Working Group on Vegetated Coastal Ecosystems and Great Lakes Ecosystems</quote>.</text>
                    </subsection>
                    <subsection id="H299771CA3C00411AA8A7C49406751A22">
                        <enum>(b)</enum>
                        <header>Membership</header>
 <text>The Interagency Working Group shall be comprised of the Ocean Policy Committee established by section 8932 of title 10, United States Code.</text>
                    </subsection>

                        <enum>(c)</enum>
                        <header>Chairperson</header>
 <text>The Interagency Working Group shall be chaired by the Administrator.</text>
                    </subsection>

                        <enum>(d)</enum>
                        <header>Responsibilities</header>
 <text>The Administrator, in consultation with the Interagency Working Group, shall produce, update, maintain, and use a map and inventory of vegetated coastal ecosystems and Great Lakes ecosystems as described in section 513.</text>

 <text display-inline="yes-display-inline">The Interagency Working Group shall produce, update, and maintain a national-level map and inventory of vegetated coastal and Great Lakes ecosystems that includes—</text>

 <text display-inline="yes-display-inline">the types of habitats and the species in such ecosystems;</text>
                        </paragraph>

 <text display-inline="yes-display-inline">the condition of such ecosystems, including whether an ecosystem is degraded, drained, eutrophic, or tidally restricted;</text>

                            <enum>(3)</enum>
 <text>the type of public or private ownership and any protected status of such ecosystems;</text>
                        </paragraph>

 <text display-inline="yes-display-inline">the size of such ecosystems;</text>
                        </paragraph>

                        </paragraph>

                            </subparagraph>
                        </paragraph>

                            <enum>(8)</enum>
 <text display-inline="yes-display-inline">the potential for landward migration within such ecosystems as a result of sea level rise;</text>
                        </paragraph>

                            <enum>(9)</enum>
 <text>any upstream restrictions of such ecosystems that are detrimental to the watershed process and conditions, such as dams, dikes, levees, and other water management practices;</text>
                        </paragraph>

                            <enum>(10)</enum>
 <text>the conversion of such ecosystems to other land uses and the cause of such conversion; and</text>
                        </paragraph>
                        <paragraph id="H5B981B3363254CC492908C330C2F4F54">
                            <enum>(11)</enum>
 <text display-inline="yes-display-inline">a depiction of the effects of climate change, including sea level rise, environmental stressors, and other stressors on the sequestration rate, carbon storage, and potential of such ecosystems.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="H3AA7F2464C6F4B9EB35E4F05F22CC50D">
                        <enum>(b)</enum>
                        <header>Data incorporation; engagement</header>
 <text>In carrying out subsection (a), the Interagency Working Group shall—</text>
                        <paragraph id="id16636657BCFB46CDB3655647AE5F4DB7">
                            <enum>(1)</enum>
 <text>incorporate, to the extent practicable, data collected—</text> <subparagraph commented="no" display-inline="no-display-inline" id="iddee9b2b204ff4de6957f59aab141d5b2"> <enum>(A)</enum> <text display-inline="yes-display-inline">by Federal agencies, State agencies, Indian Tribes, or local agencies through research that is funded, in whole or in part, by the Federal Government; and</text>
                            </subparagraph>
                            <subparagraph commented="no" display-inline="no-display-inline" id="id82f8bae136bc4cd5949223a76052b6d6">
                                <enum>(B)</enum>
 <text>through peer-reviewed published works; and</text> </subparagraph> </paragraph> <paragraph id="id8ec5e1cfaaf94d1ab5a116c189b39b4d"> <enum>(2)</enum> <text>engage regional experts, State agencies, Indian Tribes, and additional data and information resources in order to accurately account for regional differences in vegetated coastal ecosystems and Great Lakes ecosystems.</text>
                        </paragraph>
                    </subsection>
                    <subsection id="HFBFCC26E4534485A8E1F1E3D2FC286EB">
                        <enum>(c)</enum>
                        <header>Use of map and inventory</header>
 <text>The Interagency Working Group shall use the national-level map and inventory produced under subsection (a)—</text>
                        <paragraph commented="no" id="HCB46058D8D254BD88BCA357FBF9685EC">
                            <enum>(1)</enum>
 <text>to assess the carbon sequestration potential of different vegetated coastal ecosystems and Great Lakes ecosystems and account for any regional differences;</text>
                        </paragraph>
                        <paragraph commented="no" id="H78C417B3125C40B2B90AE0C960C61CE5">
                            <enum>(2)</enum>
 <text display-inline="yes-display-inline">to assess and quantify emissions from degraded and destroyed vegetated coastal ecosystems and Great Lakes ecosystems;</text>

 <text>to develop regional assessments in partnership with, or to provide technical assistance to—</text>

 <text display-inline="yes-display-inline">to assess degraded vegetated coastal ecosystems and Great Lakes ecosystems and the potential for restoration of such ecosystems, including developing scenario modeling to identify vulnerable land areas and living shorelines where management, conservation, and restoration efforts should be focused;</text>

 <text display-inline="yes-display-inline">to produce predictions relating to carbon sequestration rates in the context of climate change, environmental stressors, and other stressors;</text>

                            <enum>(6)</enum>
 <text display-inline="yes-display-inline">to inform how and where coastal vegetation can serve as natural infrastructure to most effectively protect coastlines from storm surges and climate hazards; and</text>
                        </paragraph>
                        <paragraph commented="no" display-inline="no-display-inline" id="idb95a5ef78aba450eb4672e5460db304a">
                            <enum>(7)</enum>
 <text>to further understand which types of coastal and Great Lakes vegetation can be used as natural infrastructure to protect coastlines in different climates, especially cold climates, including the Arctic region.</text>

                    </subsection>

                    <header>Grants for pilot projects and research on coastal natural infrastructure
                        in cold climates</header>
                    <subsection id="idf1ded9d58e8c4dc68afa6a606ceb463d">
                        <enum>(a)</enum>
                        <header>In general</header>
 <text>During fiscal years 2026 and 2027, the Administrator shall award grants through the national sea grant college program, on a competitive basis, to eligible entities to support—</text>
                        <paragraph commented="no" display-inline="no-display-inline" id="id58c5c389d4ca4bbd9fc8aedd8ac3ee12">
                            <enum>(1)</enum>
 <text display-inline="yes-display-inline">the implementation of coastal natural infrastructure pilot projects in cold climates, including the Arctic region of the United States, that will protect the coastline from storm surges, hazards caused by climate change, erosion, and permafrost melt; and</text>
                        </paragraph>
                        <paragraph commented="no" display-inline="no-display-inline" id="idfaf6f78c0aa247fb8b59007d3cf8f253">
                            <enum>(2)</enum>
 <text>research on how effective coastal natural infrastructure projects can be in protecting coastlines in cold climates, including the Arctic region.</text>
                        </paragraph>
                    </subsection>

                        <enum>(b)</enum>
                        <header>Eligibility</header>
 <text>To be eligible to receive a grant under subsection (a), an entity shall be a—</text>

                            <enum>(1)</enum>
