which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To enhance the operations of the North Pacific Research Board. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>North Pacific Research Board Enhancement Act</short-title></quote>.</text></section><section id="id31ba361231b44508822ddad3b4690f3f"><enum>2.</enum><header>North pacific research board enhancement</header><subsection id="idc4e054e4bc334d2b8d50400adff077d5"><enum>(a)</enum><header>Amendments</header><text>Section 401(e) of the Department of the Interior and Related Agencies Appropriations Act, 1998 (<external-xref legal-doc="usc" parsable-cite="usc/43/1474d">43 U.S.C. 1474d(e)</external-xref>) is amended—</text><paragraph id="id2c64756a9e9644eb813fe7a876d8a3e3"><enum>(1)</enum><text>in paragraph (3)—</text><subparagraph id="idc11eba55fa1341ce8c536e4ae58cebea"><enum>(A)</enum><text>in subparagraph (L), by striking <quote>and</quote> after the semicolon;</text></subparagraph><subparagraph id="id4725328664264e34ab152adf0347e1f7"><enum>(B)</enum><text>in subparagraph (M), by striking the period at the end and inserting a semicolon;</text></subparagraph><subparagraph id="id610412a9508a49bb9d625b705455a147"><enum>(C)</enum><text>in subparagraph (N), by striking the period at the end and inserting <quote>; and</quote>;</text></subparagraph><subparagraph id="id3c47868bac4d4c1db456b8f3c93a0149"><enum>(D)</enum><text>by inserting after subparagraph (N) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id0821840d166a4c95ab52d8e8e2b49f3c"><subparagraph id="id991119d4559f4c6ebd6c366f19a248ba"><enum>(O)</enum><text>one member who shall represent Alaska Natives and possesses personal knowledge of, and direct experience with, subsistence uses and shall be nominated by the Board and appointed by the Secretary.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="idf9884645d4d044d387b973ae8b8c5b3d"><enum>(E)</enum><text>by adding at the end the following: <quote>Board members appointed under subparagraphs (N) and (O) shall serve for 3-year terms, and may be reappointed once.</quote>;</text></subparagraph></paragraph><paragraph id="id12a8ba290b0443499f3b8f62c15b159b"><enum>(2)</enum><text>in paragraph (4)(B), by striking <quote>Not more than 15 percent</quote> and inserting <quote>Except as provided in paragraph (5), not more than 15 percent</quote>;</text></paragraph><paragraph id="id0196a203a95d45d994a3a85abff0b566"><enum>(3)</enum><text>by redesignating paragraph (5) as paragraph (6); and</text></paragraph><paragraph id="id4c4b99ae5d024c048adb97905d703015"><enum>(4)</enum><text>by inserting after paragraph (4) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id9b5858f960cf4b7d88afdb1c5f26efb1"><paragraph id="id704a675dbb44405daa80020012c9c65d"><enum>(5)</enum><text>If the amount made available for a fiscal year under subsection (c)(2) is less than the amount made available for the previous fiscal year, the Administrator of the National Oceanic and Atmospheric Administration may increase the 15 percent cap on administrative expenses provided under paragraph (4)(B) for that fiscal year to prioritize—</text><subparagraph id="id72803b6d44fd42128c56b5a0acfec9a5"><enum>(A)</enum><text>continuing operation of the Board;</text></subparagraph><subparagraph id="id6b209c4e47254ec7a8db305cea6d8062"><enum>(B)</enum><text>maximizing the percentage of funds directed to research; and</text></subparagraph><subparagraph id="id2617969bf2664093ac4ad7fa139dd42e"><enum>(C)</enum><text>maintaining the highest quality standards in administering grants under this subsection.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="id62fab46ca3644eebb57d0b49fee27718"><enum>(b)</enum><header>Waiver</header><text>Beginning on the date of enactment of this Act and ending on the date that is 5 years after such date of enactment, the 15 percent cap on funds to provide support for the North Pacific Research Board and administer grants under section 401(e)(4)(B) of the Department of the Interior and Related Agencies Appropriations Act, 1998 (<external-xref legal-doc="usc" parsable-cite="usc/43/1474d">43 U.S.C. 1474d(e)(4)(B)</external-xref>) shall be waived. </text></subsection></section></legis-body></bill>
