        <official-title>To amend the Food and Nutrition Act of 2008 to increase the Federal cost
            share for supplemental nutrition assistance program administration to improve staffing
            and retention, and for other purposes.</official-title>

            <enum>1.</enum>
            <header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SNAP Administrator Retention Act of 2025</short-title></quote>.</text>
        </section>
        <section id="H4E420B47D4AD4FA3969346415A54C315">
            <enum>2.</enum>
            <header>Cost share for SNAP administration for staffing and retention</header>
 <text display-inline="no-display-inline">Section 16 of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2025">7 U.S.C. 2025</external-xref>) is amended—</text>
            <paragraph id="H1DBEE6E6A3E5473E849805765E98A9B2">
                <enum>(1)</enum>
 <text display-inline="yes-display-inline">in subsection (a), in the matter preceding paragraph (1), by striking <quote>subsection (k)</quote> and inserting <quote>subsections (k) and (m)</quote>; and</text>
            </paragraph>
            <paragraph id="H1C6F7BAE7DAE446E849DC39AA2047D81">
                <enum>(2)</enum>
 <text>by adding at the end the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H02869B92880F454AAB5B506B0E371064"> <subsection id="H3739D33D91704ED6BD4F8750A275FBD5"> <enum>(l)</enum> <header>Wage standards for State agency personnel</header> <text>Not later than 1 year after the date of enactment of the <short-title>SNAP Administrator Retention Act of 2025</short-title>, wages of State agency personnel administering the supplemental nutrition assistance program shall be—</text>
                        <paragraph id="H011C677D098D4C93B9348CBEFAC40A2B">
                            <enum>(1)</enum>
 <text>not less than the appropriate rate of pay that would be payable to Federal employees under subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code; and</text>
                        </paragraph>
                        <paragraph id="H8043BFD5CCDA4D45911BBC50E946BCFC">
                            <enum>(2)</enum>
 <text>updated annually by not less than any increase in that rate of pay, including locality adjustments. </text>
                        </paragraph>
                    </subsection>
                    <subsection commented="no" display-inline="no-display-inline" id="H2923D638083643158459B35CB77A6A49">
                        <enum>(m)</enum>
                        <header display-inline="yes-display-inline">Administrative cost-Sharing for
                            staffing and retention</header>
                        <paragraph id="H4ED882CE03CE4E218D862083B599543C">
                            <enum>(1)</enum>
                            <header>In General</header>
 <text>On approval of a wage plan submitted by a State agency under paragraph (2), the Secretary shall pay to each State agency an amount equal to 100 percent of all administrative personnel costs incurred by the State agency in carrying out the supplemental nutrition assistance program, including all costs associated with—</text>
                            <subparagraph id="H243D73A9EC6C403CA7DA0A31AEC94CDE">
                                <enum>(A)</enum>
 <text>processing, hiring, and training new employees in accordance with the standards described in section 11(e)(6)(B); </text>
                            </subparagraph>
                            <subparagraph id="H8916F513D4EB4E0B90AFAE458FC84CBF">
                                <enum>(B)</enum>
 <text>maintaining those personnel costs; and</text> </subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HAEDFCF99C1FA4C33BBB34E9C643C70E4"> <enum>(C)</enum> <text>complying with the wage standards described in subsection (l).</text>
                            </subparagraph>
                        </paragraph>
                        <paragraph id="H0788848CEB8949DF8081477542E98D58">
                            <enum>(2)</enum>
                            <header>Approval of wage plans</header>
 <text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of the <short-title>SNAP Administrator Retention Act of 2025</short-title>, a State agency shall submit to the Secretary for approval the personnel wage plans implemented by the State agency to carry out subsection (l), including the position titles, duties, wages, and appropriate rates of pay of employees.</text>
                        </paragraph>
                        <paragraph id="HD283491A78CD4C9D9A8F1CDC6A245E94">
                            <enum>(3)</enum>
                            <header>Maintenance of effort</header>
 <text>The Secretary shall make payments to a State agency under paragraph (1) only if the State agency uses the funds received—</text>
                            <subparagraph id="H936E06646732448A96AC1A82612E088B">
                                <enum>(A)</enum>
 <text>to supplement, not supplant, non-Federal funds used for existing administrative personnel costs under subsection (a); and</text>
                            </subparagraph>
                            <subparagraph id="H7AD72C6082C94DF58ACEC75A0BB57AC9">
                                <enum>(B)</enum>
 <text>for existing or additional full-time equivalent positions above the number of positions that were held in the State or sub-State area in fiscal year 2024.</text>
                            </subparagraph>
                        </paragraph>
                    </subsection>
