                    Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the International Bridge Act of 1972 to streamline the Presidential
            permitting process for international bridges and land ports of entry, and for other
 purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>International Bridge and Port of Entry Modernization Act of 2025</short-title></quote> or the <quote><short-title>IBEM Act of 2025</short-title></quote>.</text></section><section id="ide75c0b43c3e34821bdd4cf5162605d1b"><enum>2.</enum><header>Permitting for international bridges and land ports of entry</header><text display-inline="no-display-inline">Section 6 of the International Bridge Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/33/535d">33 U.S.C. 535d</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idd803dd701e4a4a18a541f4abd4213d2c"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id5989360758dd438e9f30495b7642b062"><enum>(A)</enum><text>in paragraph (1)—</text><clause commented="no" display-inline="no-display-inline" id="idb3cc9e2cd6f64ac1be006cc9b6ed9860"><enum>(i)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>during the period beginning on December 1, 2020, and ending on December 31, 2024,</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id6ddfa241812744e9b2ffac0707b0158f"><enum>(ii)</enum><text>by striking subparagraphs (A), (B), and (C), and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5FDCFEF8B9364709AF226A71649D77BE"><subparagraph id="id016694fbfaba4b32a44b9f9f92851c30"><enum>(A)</enum><text>An international bridge between the United States and Mexico.</text></subparagraph><subparagraph id="idcd1a679897d64a4fa2552a8f2d670c63"><enum>(B)</enum><text>An international bridge between the United States and Canada.</text></subparagraph><subparagraph id="idcb23b77f53f64093be89336a1cdac836"><enum>(C)</enum><text>A port of entry on the international land border between the United States and Mexico.</text></subparagraph><subparagraph id="idb3f3e4e66393431787d1dbd70963503e" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>A port of entry on the international land border between the United States and Canada.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb245f724b8f74a579b018a2e2f32f580"><enum>(B)</enum><text>in paragraph (2)(A)(ii), by inserting <quote>or land port of entry</quote> after <quote>international bridge</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3f7cb4b7e0344936b0d2a3a10424750d"><enum>(2)</enum><text>in subsection (b), by inserting <quote>or land port of entry</quote> after <quote>international bridge</quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9a155aa663de49daa8c444c9151f2e9a"><enum>(3)</enum><text>in subsection (c)(2)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9e6d3e144a20498abde6b4846483aeb2"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>sole</quote> before <quote>basis</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idacd1098e2ba9481986a61b1bb9bb91d2"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting <quote>or land port of entry</quote> after <quote>international bridge</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0d611d8a79f246beb2918018bdeccadd"><enum>(4)</enum><text>in subsection (e)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf9ae634a3553471bb348d2b1bcb8aee6"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively, and indenting appropriately;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id12598101e650478fbdde67c6512b0a1c"><enum>(B)</enum><text>in the matter preceding subparagraph (A) (as so redesignated), by striking <quote>Notwithstanding</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id7cd8ad95a9544b24addde6beda8ae353"><paragraph commented="no" display-inline="no-display-inline" id="id6f43895b4ead49a2ac2dff05f4e24310"><enum>(1)</enum><header>In general</header><text>Notwithstanding</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0d5e6541dcdc427990d82313573c6ece"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idb7533c1b5fe84b37a8d8aa47970d8e36"><paragraph commented="no" display-inline="no-display-inline" id="id5a00378765d3462298e878fa5ee1f434"><enum>(2)</enum><header>No compilation or consideration of documents</header><text>The Secretary shall not compile or take into consideration any environmental document pursuant to <external-xref legal-doc="public-law" parsable-cite="pl/91/190">Public Law 91–190</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) with respect to a Presidential permit for an application under subsection (b).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida0e90b6a99144e7685b0b1fac5fde60e"><enum>(5)</enum><text>in subsection (f), by inserting <quote>or land port of entry</quote> after <quote>international bridge</quote> each place it appears.</text></paragraph></section></legis-body></bill>
