which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require an income identification and verification platform for certain Federal benefit funds, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Timely and Accurate Benefits Act</short-title></quote>.</text></section><section id="idedb443a67a1e4149930438585b4f01e0"><enum>2.</enum><header>Requirements of States; enhanced income verification platform required</header><text display-inline="no-display-inline">To be eligible to receive Federal funds for a covered Federal benefit program, a State, not later than 1 year after the date of the enactment of this Act, shall procure, contract, and use an Enhanced Income Identification and Verification Platform.</text></section><section id="id4de43bee9237432f88473f7d308f7db4"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="idb0859f288db94650af021cf67c78905f"><enum>(1)</enum><header>Covered Federal benefit program</header><text>The term <term>covered Federal benefit program</term> means any program administered by the Federal government, or by a State or local government using Federal funds, in which eligibility for benefits, or the amount of benefits, is determined, in whole or in part, based on the income of an individual or household.</text></paragraph><paragraph id="id1581d478a10040679a4a8e47dfcb3675"><enum>(2)</enum><header>Enhanced gross income</header><text>The term <quote>enhanced gross income</quote> means—</text><subparagraph id="id42c5a73b5f4744f7b64a8887e64e5757"><enum>(A)</enum><text>wages, salaries, tips included and not included on pay stubs, and other compensation from all forms of employment, including traditional W-2 employment not provided by existing data sources, contract work, self-employment, and participation in the gig economy;</text></subparagraph><subparagraph id="idac606fb1cdb04f8fb04ad465e1ddd3b1"><enum>(B)</enum><text>unemployment compensation;</text></subparagraph><subparagraph id="id093b530e160f4b0aa43e5cc3c092088b"><enum>(C)</enum><text>any benefits paid under the Old-Age and Survivors Insurance and Disability Insurance programs and associated benefits under title II of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/401">42 U.S.C. 401 et seq.</external-xref>); </text></subparagraph><subparagraph id="id5225799521444be88aa1af50398b5e46"><enum>(D)</enum><text>Supplemental Security Income (SSI) benefits paid under title XVI of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1381">42 U.S.C. 1381 et seq.</external-xref>);</text></subparagraph><subparagraph id="id6d023725497b4aaf9a47487eb01687d6"><enum>(E)</enum><text>interest and dividends;</text></subparagraph><subparagraph id="id471f23db829c40f691e1744aa6c78625"><enum>(F)</enum><text>short-term and long-term rental income;</text></subparagraph><subparagraph id="idcce785eddb91458498303c2c2c58fca0"><enum>(G)</enum><text>royalties;</text></subparagraph><subparagraph id="id4ce699ad2c9e44408a33c64b6e62ed0e"><enum>(H)</enum><text>child support and alimony payments received;</text></subparagraph><subparagraph id="id48e38f31b5d34340a0f9bc9b80cf2bb0"><enum>(I)</enum><text>cash assistance from government programs;</text></subparagraph><subparagraph id="id5143dcb3322348f2b7aa9ecfd6ee1727"><enum>(J)</enum><text>regular or recurring gifts or contributions from individuals or organizations;</text></subparagraph><subparagraph id="id86b1edcecde748ddb79ee2285d9f1305"><enum>(K)</enum><text>distributions from trusts or estates;</text></subparagraph><subparagraph id="idd952a4b7a5264bca8233c392f0e1758b"><enum>(L)</enum><text>any other source of income, whether taxable or non-taxable, that is available to the individual or household to meet their needs, as determined by the Secretary of the Treasury; and</text></subparagraph><subparagraph id="id4d839e3bc18349b9a00b3b822eef56a2"><enum>(M)</enum><text>other income identified and verified through consumer-permissioned direct access to deposit account transaction data.</text></subparagraph></paragraph><paragraph id="id79482b49f99c4059853aaea5a8c9921b"><enum>(3)</enum><header>Enhanced Income Identification and Verification Platform</header><text>The term <term>Enhanced Income Identification and Verification Platform</term> means—</text><subparagraph id="ide7b26893f4084b488427668c497b716b"><enum>(A)</enum><text>services incorporating automated, real-time data matching and analytics to proactively identify and verify potential instances of unreported or underreported enhanced gross income, inconsistent income reporting, or other indicators of potential ineligibility or improper payments;</text></subparagraph><subparagraph id="id1590504d2b4246cbb22a5eb92c18452e"><enum>(B)</enum><text>receiving and analyzing applicant-permissioned deposit account transactional data that identifies and verifies sources of enhanced gross income not currently obtained through existing data sources that provide for payroll, new-hire and latent State and Federal tax data, with the option for the claimant to review and attest to the accuracy of the data; and</text></subparagraph><subparagraph id="id5a5af33706214690b727b52b4e41c7ca"><enum>(C)</enum><text>the ability to identify and consolidate overlapping data to avoid double-counting of financial records.</text></subparagraph></paragraph><paragraph id="id0aa8f03cebf6473b89ad80327d3a98cb"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means each of the 50 States, the District of Columbia, and each territory and possession of the United States.</text></paragraph></section></legis-body></bill>
