                    the Budget</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Water Infrastructure Finance and Innovation Act of 2014 with
            respect to budgetary treatment of certain amounts of financial assistance, and for other
 purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H04BC63A78FB74B4BA573BDBCD34E3A93"><section section-type="section-one" id="HAD6D253640EF4586BBE76F25C2A5753C"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Restoring WIFIA Eligibility Act of 2025</short-title></quote>.</text></section><section id="H2A173984209C4DFE9D4D333CFC3AC395"><enum>2.</enum><header>Budgetary treatment of certain amounts of financial assistance</header><text display-inline="no-display-inline">The Water Infrastructure Finance and Innovation Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/33/3901">33 U.S.C. 3901 et seq.</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H344B453875614F2E87AB64B7809CF786" display-inline="no-display-inline" style="OLC"><section id="H40091EA2C227404FBBB398E605E83932"><enum>5037.</enum><header>Budgetary treatment of certain amounts of financial assistance</header><text display-inline="no-display-inline">If the recipient of financial assistance for a project under this subtitle is an eligible entity other than a Federal entity, agency, or instrumentality, and the dedicated sources of repayment of that financial assistance are non-Federal revenue sources, the financial assistance shall, for purposes of budgetary treatment under the Federal Credit Reform Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/2/661">2 U.S.C. 661 et seq.</external-xref>)—</text><paragraph id="H3A96D88A43A848CAA383407B7F78709E"><enum>(1)</enum><text>be deemed to be non-Federal; and</text></paragraph><paragraph id="H6A9768DEF0724A4888D484EFDE6C1CC1" commented="no" display-inline="no-display-inline"><enum>(2)</enum><text>be treated as a direct loan or loan guarantee (as those terms are defined in section 502 of that Act (<external-xref legal-doc="usc" parsable-cite="usc/2/661a">2 U.S.C. 661a</external-xref>)).</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
