<distribution-code display="yes">II</distribution-code><calendar>Calendar No. 131</calendar><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1703</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250508">May 8, 2025</action-date><action-desc><sponsor name-id="S311">Ms. Klobuchar</sponsor> (for herself and <cosponsor name-id="S435">Mr. Sheehy</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSSB00" added-display-style="italic" deleted-display-style="strikethrough">Committee on Small Business and Entrepreneurship</committee-name></action-desc></action><action stage="Reported-in-Senate"><action-date date="20250729">July 29, 2025</action-date><action-desc>Reported by <sponsor name-id="S376">Ms. Ernst</sponsor>, without amendment</action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the Small Business Administration to improve access to disaster assistance for individuals located in rural areas, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H331AE4C92CAA434F81FB68B3C811602B"><section section-type="section-one" id="H1D829328022040AB953525DD7D649654"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Small Business Resilience Act</short-title></quote>.</text></section><section section-type="subsequent-section" id="HE8711DF48A744C0EB28D2EBC8585CD75"><enum>2.</enum><header>Access to disaster assistance for individuals located in rural areas</header><text display-inline="no-display-inline">Not later than 1 year after the date of enactment of this Act, the Administrator of the Small Business Administration shall ensure that the Associate Administrator of the Office of Disaster Recovery and Resilience of the Administration takes such actions as necessary to ensure that individuals located in rural areas (as defined in paragraph (16) of section 7(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)(16)</external-xref>)) for which a disaster declaration has been made under such section 7(b) have full access to assistance provided under such section, including by providing targeted outreach and marketing materials to those individuals.</text></section><section id="HEF8379114CD24FB9A186CB662CA0014B"><enum>3.</enum><header>Technical amendment</header><text display-inline="no-display-inline">The second paragraph (16) (relating to the statute of limitations) of section 7(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)</external-xref>) is redesignated as paragraph (17).</text></section></legis-body><endorsement><action-date>July 29, 2025</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
