<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1700</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250508">May 8, 2025</action-date><action-desc><sponsor name-id="S406">Mr. Kelly</sponsor> (for himself and <cosponsor name-id="S432">Mr. Gallego</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Low-Income Home Energy Assistance Act of 1981 to improve the formula for allotments to States.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>LIHEAP Parity Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="ide544ac5985914fc6ae94eb5948a232d1"><enum>2.</enum><header>Allotments</header><text display-inline="no-display-inline">Section 2604(a)(2) of the Low-Income Home Energy Assistance Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8623">42 U.S.C. 8623(a)(2)</external-xref>) is amended by striking <quote>, except that States</quote> and all that follows and inserting a period. </text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idbc27e97ca0f446ed9a03889c9f745cf8"><enum>3.</enum><header display-inline="yes-display-inline">Regulations</header><subsection commented="no" display-inline="no-display-inline" id="id3299ef3a0af844359f98b9d0b4442621"><enum>(a)</enum><header display-inline="yes-display-inline">Calculation</header><text>The Secretary of Health and Human Services shall issue a regulation that specifies the method to be used to calculate State allotments under section 2604(a)(2) of the Low-Income Home Energy Assistance Act of 1981, consistent with the amendment made by section 2, ensuring that the method will accurately allot the funds involved. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id3db5eb03d39446c2a2832e08362555a1"><enum>(b)</enum><header>Data sources</header><text display-inline="yes-display-inline">In issuing the regulation, the Secretary shall specify—</text><paragraph commented="no" display-inline="no-display-inline" id="id9ac6ca97557b4175a31b72cca3c3fc87"><enum>(1)</enum><text display-inline="yes-display-inline">the data sources to be used by Administration for Children and Families to make the State allotments; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc05bd2ad9e2f4de3b680e12ceb420bc9"><enum>(2)</enum><text display-inline="yes-display-inline">how often the data sources shall be updated, and means of updating the data sources sufficiently, to ensure the accuracy of the State allotments. </text></paragraph></subsection></section></legis-body></bill>
