which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To limit purchases of the Federal reserve banks, to require Generally Accepted Accounting Principles standards, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" id="HFAB345A883A34602A59423F2BBAD1808"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regular Order for Investments of the Federal Reserve Act</short-title></quote> or the <quote><short-title>ROI of the Federal Reserve Act</short-title></quote>.</text></section><section id="id69a1e5583cb24860aa5ebbe4edf0faf7"><enum>2.</enum><header>Amendments to the Federal Reserve Act</header><text display-inline="no-display-inline">The Federal Reserve Act is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id54faaa389fb24cbeab88e613b8690bfc"><enum>(1)</enum><text>in section 2B (<external-xref legal-doc="usc" parsable-cite="usc/12/225b">12 U.S.C. 225b</external-xref>), by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id2F5593B82F684F1C835F7964BF119B43"><subsection id="id1ca2d715216243fba0f8fc27fc7c4bf9"><enum>(d)</enum><header>Additional annual reports</header><text>The Board and each Federal reserve bank shall submit to Congress, on an annual basis—</text><paragraph id="idbe9d27bebedc40e6b37eb83dcfff51c7"><enum>(1)</enum><text>a report on the status and health of the middle class in the United States, including an analysis of how the policies and programs of the Board and the Federal reserve banks either positively or negatively impacted the growth of the middle class in the United States; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb773923f2c864e8e80832d27af3e54b1"><enum>(2)</enum><text>a report on the impact of the actions of the Board and the Federal reserve banks on the availability of small business lending and lines of credit since 2000, specifically how the balance sheet of the Federal reserve banks, the lending facilities of the Board, and interest paid on reserves of the Federal reserve banks have impacted business credit and lending.</text></paragraph></subsection><after-quoted-block>; </after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id09e6e8768bd44d43a0884b5d7a23ba46"><enum>(2)</enum><text>in section 14(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/12/355">12 U.S.C. 355(b)(2)</external-xref>), by inserting before the period at the end the following:</text><quoted-block style="OLC" display-inline="yes-display-inline" id="idE516706076614F28B278A5AAD056E499"><text>, except that, notwithstanding this paragraph and paragraph (1), on and after the date of enactment of the <short-title>Regular Order for Investments of the Federal Reserve Act</short-title>, a Federal reserve bank may not—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3703663577f048ea8378f4a92860a8c6" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">purchase a Treasury bill with a term of maturity that is more than 3 years; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0426141b3c684d69803a6594dbb4dee5" indent="up1"><enum>(B)</enum><text>purchase a mortgage-backed security; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id59f38d2680b34563baa95715e9a2af89" indent="up1"><enum>(C)</enum><text>directly or indirectly hold shares of common stock acquired on or after the date of enactment of the <short-title>Regular Order for Investments of the Federal Reserve Act</short-title></text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id95ac0627fc314620ac6d300637ff2f01"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id40E9F83E4F6543E7B4158F9B0E0329C7"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idb94fcb9c81364668902e9de4e24e7a58"><enum>33.</enum><header>Accounting principles and valuations</header><subsection commented="no" display-inline="no-display-inline" id="idcb9cd9b6d94441de8c8e3a532c7abf2e"><enum>(a)</enum><header display-inline="yes-display-inline">Accounting principles</header><text>The accounting principles applicable to any filings made by the Board, the Federal Open Market Committee, or a Federal reserve bank shall be consistent with generally accepted accounting principles.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="idc84baf36f03c4970a24046a94cf361d5"><enum>(b)</enum><header>Valuations</header><text>The Board, the Federal Open Market Committee, and each Federal reserve bank shall use mark-to-market valuations for each financial estimate described in a report or audit under the seventh undesignated paragraph of section 10, section 11(a), or section 11B.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
