which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require reciprocity from certain countries with respect to the reporting of official meetings with State and local officials, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Countering Corrupt Political (CCP) Influence Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="ide11845858ec34c4a89cb6919f16978cf"><enum>2.</enum><header>Requirement for certain countries to report official meetings between foreign missions and State and local officials</header><subsection id="idbbdc7b1ef0534fba9fdef8fafd75dcc9"><enum>(a)</enum><header>In general</header><text>The Secretary of State shall require that foreign missions of covered countries notify the Department of State at least 96 hours in advance of any meetings between any officials or representatives of the covered country and State or local officials in the United States and any official visits to educational institutions or research institutions in the United States.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id240c3ad49f404c68b993a0a2d9e5bdb4"><enum>(b)</enum><header>Persons covered</header><text>For purposes of the requirement in subsection (a), the term <term>officials or representatives of the covered country</term> includes—</text><paragraph commented="no" display-inline="no-display-inline" id="id239f1c69a27c4562943bdc1cecd8bed4"><enum>(1)</enum><text>all members of foreign missions of the covered country in the United States;</text></paragraph><paragraph id="id543177ed812c4a02bdfd9b49f8ff433c"><enum>(2)</enum><text>all members of the covered country's permanent mission to the United Nations; and</text></paragraph><paragraph id="id381bf583661e41948ff962baf167773c"><enum>(3)</enum><text>any officials of the covered country traveling to the United States for official business. </text></paragraph></subsection><subsection id="idc3778cfcfac948b79fa7615a07c2a2f3"><enum>(c)</enum><header>Notification requirements</header><text>The notification required under subsection (a) shall include—</text><paragraph id="idcb5970aaeaae47a58cf7754ebdd6b371"><enum>(1)</enum><text>the date of the meeting or visit;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id55112dd3175a4fcf8324f93bf282830a"><enum>(2)</enum><text>the location of the meeting or visit;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0dda455eb9134a1cb6769f2029c9a921"><enum>(3)</enum><text>the name of any official or representative of the covered country that will be participating in the meeting or visit; and</text></paragraph><paragraph id="id968f89ebe39c4bc286476465618f9c55"><enum>(4)</enum><text>the purpose of the meeting or visit.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf2e791f6cce44cae9e565a3a69df8eb7"><enum>(d)</enum><header>Monthly reporting requirement</header><paragraph commented="no" display-inline="no-display-inline" id="id86ae0d2c299c473c867849942c0b7cd2"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary of State shall submit a monthly report to the appropriate congressional committees listing all meetings and visits notified pursuant to subsection (a).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idd34d334847084d02bfbb8855a925693c"><enum>(2)</enum><header>Historical data requirement for first report</header><text>The first report submitted under paragraph (1) shall include the information on meetings and visits required to be submitted under subsection (c) that has been collected by the Department of State since it began imposing a similar requirement in 2019.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2d5b464ac03e4c3190a30938e972f533"><enum>(e)</enum><header>Threat assessment report</header><paragraph commented="no" display-inline="no-display-inline" id="idf48f5a4d634b468a935ada2e806e4fa3"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>Not later than 4 years and 6 months after the date of the enactment of this Act, the Secretary of State, the Director of National Intelligence, the Secretary of Defense, the Attorney General, the Secretary of the Treasury, and the Secretary of Homeland Security shall jointly submit to the appropriate congressional committees a report that includes a threat assessment for each covered country and recommendations for policy changes with respect to United States diplomats in such countries.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idba8f1e688d054d729b87806faab098e1"><enum>(2)</enum><header>Form</header><text>The report required under paragraph (1) shall be submitted in unclassified form but may include a classified annex.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id82d594e074fa4c1f9554aebb6b9b787c"><enum>(f)</enum><header>Sunset</header><text>The requirements under this section shall expire on the date that is 5 years after the date of the enactment of this Act.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id63401cf36693464684aa2607f855ebe7"><enum>(g)</enum><header>Definitions</header><text>In this subsection:</text><paragraph commented="no" display-inline="no-display-inline" id="idc6d21ebbe9d843668a8efca9ec275138"><enum>(1)</enum><header display-inline="yes-display-inline">Appropriate congressional committees</header><text> The term <term>appropriate congressional committees</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd4cf19ffe891402cbfaac2775d80b5ae"><enum>(A)</enum><text>the Committee on Foreign Relations and the Committee on Homeland Security and Governmental Affairs of the Senate; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida5b9fdda33ce479d86af54633047003d"><enum>(B)</enum><text>the Committee on Foreign Affairs and the Committee on Homeland Security of the House of Representatives.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id75134138e68140f5be3d4f35e2cbfa46"><enum>(2)</enum><header>Covered country</header><text>The term <term>covered country</term> means—</text><subparagraph id="id055a1484fe3a45bca25f306ac02d81fc"><enum>(A)</enum><text>the People's Republic of China;</text></subparagraph><subparagraph id="idcb3b45c3aeec48c8996b6f408358156f"><enum>(B)</enum><text>the Russian Federation;</text></subparagraph><subparagraph id="id203cba3bfd8e48b5a07cafaa804c7393"><enum>(C)</enum><text>the Islamic Republic of Iran;</text></subparagraph><subparagraph id="id57de405fe64a4ac0b00c6f4c6b7f9add"><enum>(D)</enum><text>the Democratic People's Republic of Korea;</text></subparagraph><subparagraph id="idbf9db3a1b7de414fa16580eea3fdbb5f"><enum>(E)</enum><text>Cuba;</text></subparagraph><subparagraph id="idb41d9f896a4b4588814a7523998645e8"><enum>(F)</enum><text>Venezuela;</text></subparagraph><subparagraph id="id16ef4739b0484c2583c6d9ea09c07112"><enum>(G)</enum><text>Nicaragua; and</text></subparagraph><subparagraph id="id715858bdd36b4a348cfdfd74affe7283"><enum>(H)</enum><text>Afghanistan, while under control of the Taliban. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idc3dd59b4b92c49f3a422fbde0e27b52b"><enum>(3)</enum><header>Taliban</header><text>The term <term>Taliban</term> means—</text><subparagraph commented="no" display-inline="no-display-inline" id="id917a69bb7c024ef18d75ada276f3f19d"><enum>(A)</enum><text display-inline="yes-display-inline">the entity known as the Taliban, operating in Afghanistan, and designated as a specially designated global terrorist under Executive Order 13224 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism); or</text></subparagraph><subparagraph id="id455e13a21b85406f9020df95cd92e272"><enum>(B)</enum><text>a successor entity of the entity described in subparagraph (A). </text></subparagraph></paragraph></subsection></section></legis-body></bill>
