<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1611</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250506">May 6, 2025</action-date><action-desc><sponsor name-id="S406">Mr. Kelly</sponsor> (for himself, <cosponsor name-id="S384">Mr. Tillis</cosponsor>, and <cosponsor name-id="S337">Mr. Coons</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To promote public service announcement campaigns targeted at youth substance use prevention, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Youth Substance Use Prevention and Awareness Act</short-title></quote>.</text></section><section id="id49507140cc5247ec9bfa3eb384a05483"><enum>2.</enum><header>Grant use for public service announcement campaigns</header><subsection id="id343fc45131ec4902819cab46fd1a7dd5"><enum>(a)</enum><header>Expansion of grant program</header><text>Section 3021(a) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10701">34 U.S.C. 10701(a)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id10AF79E774C54DD18561822A58E612BE"><paragraph commented="no" display-inline="no-display-inline" id="id0fadb39531824b85aea48639bb072f82"><enum>(11)</enum><text display-inline="yes-display-inline">Developing, implementing, or expanding research-based public service announcement campaign programs targeted at youth substance use prevention using age-appropriate material, including—</text><subparagraph commented="no" display-inline="no-display-inline" id="idefffd179332e4d149bb94e0907d8e692"><enum>(A)</enum><text display-inline="yes-display-inline">television, radio, print, outdoor, and digital public service announcements; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id106362ded44445938f63a940c19ff925"><enum>(B)</enum><text display-inline="yes-display-inline">public service announcement contests that solicit youth public service announcement submissions.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="idad30976b83d747d1af6a8f65431b7e81"><enum>(b)</enum><header>Reporting requirements</header><text display-inline="yes-display-inline">The Attorney General shall publish an annual report on any grants awarded for public service announcement campaigns under paragraph (11) of section 3021(a) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10701">34 U.S.C. 10701(a)</external-xref>), as added by subsection (a), that includes, which respect to each such public service announcement campaign—</text><paragraph id="idd9075ecc7ac44ed892c69a1e5ffa98b8"><enum>(1)</enum><text>a description of the grant awarded and the public service announcement campaign funded by the grant;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbc7d83ad58644d7dba191950cd44a8c0"><enum>(2)</enum><text>the research used to inform and develop the public service announcement campaign funded by the grant;</text></paragraph><paragraph id="iddc0b52619bbc47a29e2715bc9c594dea"><enum>(3)</enum><text>any regional or geographic-specific messaging used as part of the public service announcement campaign; </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id85c1421efa93404f911c33e161d692bb"><enum>(4)</enum><text display-inline="yes-display-inline">a description of how the public service announcement campaign funded by the grant supports the other substance use prevention initiatives or strategy of the grantee; and</text></paragraph><paragraph id="id23a0f54ef4084af69104be73f4defef9"><enum>(5)</enum><text>an evaluation of the success of the public service announcement campaign, such as the effectiveness of the campaign at reducing the rate of drug use by youth.</text></paragraph></subsection></section></legis-body></bill>
