<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1501</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250428">April 28, 2025</action-date><action-desc><sponsor name-id="S318">Mr. Wicker</sponsor> (for himself, <cosponsor name-id="S394">Ms. Smith</cosponsor>, <cosponsor name-id="S416">Mrs. Britt</cosponsor>, and <cosponsor name-id="S337">Mr. Coons</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Animal Health Protection Act to improve the prevention of the spread of animal diseases, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H7DDDCB1F92244F3C9673838739D3F791"><section section-type="section-one" id="HAA19231AAA1D417F81310623C2CC77E3"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe American Food Exports Act of 2025</short-title></quote> or the <quote><short-title>SAFE Act of 2025</short-title></quote>.</text></section><section section-type="subsequent-section" id="H75E3B5046F724FDDA5867823E760E968"><enum>2.</enum><header>Engagement with export markets</header><subsection id="H5ECBDA3B2A454210B81BCE7AD1FB323A"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 10405 of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8304">7 U.S.C. 8304</external-xref>) is amended—</text><paragraph id="HCC0FF547BA8147E0B66C38BE0973D46E"><enum>(1)</enum><text>by redesignating subsection (d) as subsection (e); and</text></paragraph><paragraph id="H8325EEAF1EDF41C98514DF53A8772268"><enum>(2)</enum><text>by inserting after subsection (c) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H3C166E99258F4166B4FDA68AD75F46A9"><subsection id="H3B9894E2BA7641E490CC32A6A08BB01E"><enum>(d)</enum><header>Engagement with export markets</header><paragraph commented="no" display-inline="no-display-inline" id="H9029645D8396466E906DA5A2EA4710B5"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">To reduce the impact of animal disease outbreaks on United States exports, the Secretary, acting through the Administrator of the Animal and Plant Health Inspection Service, the Under Secretary of Agriculture for Trade and Foreign Agricultural Affairs, and the Administrator of the Food Safety and Inspection Service, in consultation with the United States Trade Representative, may negotiate regionalization, zoning, compartmentalization, and other agreements regarding outbreaks of known animal disease threats of trade significance with the governments of countries with export markets for livestock animals or animal products from the United States.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4EFBDAE8F4C44B5ABAE73D09B37BD92D"><enum>(2)</enum><header>Research</header><text display-inline="yes-display-inline">A negotiation carried out under paragraph (1) should take into account accepted global research advances.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HE90349354A854654ADEA5D5D19C3AD2C"><enum>(b)</enum><header>Rule of construction</header><text>Nothing in this section—</text><paragraph commented="no" display-inline="no-display-inline" id="H4C342CBA8B7D4A1CB8202CA108B35E13"><enum>(1)</enum><text display-inline="yes-display-inline">limits the ability of the United States Trade Representative to negotiate trade agreements; or </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDC114E7D0D864239B7E90C15C8FD1CF3"><enum>(2)</enum><text display-inline="yes-display-inline">requires the United States Trade Representative to condition other trade agreements on the inclusion of language relating to reducing the impact of animal disease outbreaks on United States exports, as described in subsection (d)(1) of section 10405 of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8304">7 U.S.C. 8304</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
