<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1486</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250410">April 10, 2025</action-date><action-desc><sponsor name-id="S370">Mr. Booker</sponsor> (for himself, <cosponsor name-id="S259">Mr. Reed</cosponsor>, <cosponsor name-id="S413">Mr. Padilla</cosponsor>, <cosponsor name-id="S324">Mrs. Shaheen</cosponsor>, <cosponsor name-id="S363">Mr. King</cosponsor>, <cosponsor name-id="S369">Mr. Markey</cosponsor>, <cosponsor name-id="S322">Mr. Merkley</cosponsor>, <cosponsor name-id="S341">Mr. Blumenthal</cosponsor>, <cosponsor name-id="S316">Mr. Whitehouse</cosponsor>, <cosponsor name-id="S313">Mr. Sanders</cosponsor>, <cosponsor name-id="S390">Mr. Van Hollen</cosponsor>, <cosponsor name-id="S337">Mr. Coons</cosponsor>, <cosponsor name-id="S366">Ms. Warren</cosponsor>, and <cosponsor name-id="S247">Mr. Wyden</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Outer Continental Shelf Lands Act to permanently prohibit the conduct of offshore drilling on the outer Continental Shelf in the Mid-Atlantic, South Atlantic, North Atlantic, and Straits of Florida planning areas.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HE9EFB6837E0549FE9BA426F6B707B44A"><section section-type="section-one" id="H6C10FFBF2AC54826B0F899E2BDABBBD5"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Clean Ocean And Safe Tourism Anti-Drilling Act of 2025</short-title></quote> or the <quote><short-title>COAST Anti-Drilling Act of 2025</short-title></quote>.</text></section><section id="HC3F8D72FFE0B4775B9E10F08ED3B4A75"><enum>2.</enum><header>Prohibition of oil and gas leasing in certain areas of outer Continental Shelf</header><text display-inline="no-display-inline">Section 8 of the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1337">43 U.S.C. 1337</external-xref>) is amended by adding at the end the following:</text><quoted-block id="H93232CB37A9A45EF9F2DE2AA3E511CBD"><subsection id="H13520EC0C7574968B6FC66C687848AF5"><enum>(q)</enum><header>Prohibition of oil and gas leasing in certain areas of outer Continental Shelf</header><paragraph commented="no" display-inline="no-display-inline" id="id023819d819f44cf09f9f8639b25e3bac"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this section or any other law, the Secretary shall not issue a lease or any other authorization for the exploration, development, or production of oil, natural gas, or any other mineral in the planning areas described in paragraph (2).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1d550d44a09a415f9ee8a805479abb9b"><enum>(2)</enum><header>Planning areas</header><text display-inline="yes-display-inline">The planning areas referred to in paragraph (1) are the following, as depicted in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program published on September 29, 2023, by the Bureau of Ocean Energy Management (as announced in the notice of availability of the Bureau of Ocean Energy Management entitled <quote>Notice of Availability of the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program and Final Programmatic Environmental Impact Statement</quote> (88 Fed. Reg. 67798 (October 2, 2023))):</text><subparagraph id="HDDF1B38644F54005B709A3FFC821CCEA"><enum>(A)</enum><text>The North Atlantic Planning Area. </text></subparagraph><subparagraph id="HBA813CB12ECE40FF8D7E573A00B2826B"><enum>(B)</enum><text>The Mid-Atlantic Planning Area.</text></subparagraph><subparagraph id="H0001BB630AD14C5EBB749D1F3B25E8C8"><enum>(C)</enum><text>The South Atlantic Planning Area.</text></subparagraph><subparagraph id="H4045860C6B9E4EF884176A46F34AC2C9"><enum>(D)</enum><text>The Straits of Florida Planning Area.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
