which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Administrator of the National Aeronautics and Space Administration to continue modernization efforts with respect to Federal rocket propulsion test infrastructure at National Aeronautics and Space Administration centers.</official-title></form><legis-body><section id="ida15afa2d433f404f84d0d07ccc7dbd21" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Building Out Optimized Space Testing for Engines Act</short-title></quote> or the <quote><short-title>BOOST for Engines Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id46b50f8e10ab4a4aa2fa363f3524d405"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="idb47020f3826b451881355ee6389726b7"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the National Aeronautics and Space Administration.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2d684a74fda54557ad851d9edc1627e0"><enum>(2)</enum><header>NASA</header><text>The term <term>NASA</term> means the National Aeronautics and Space Administration.</text></paragraph></section><section id="idda2d5b13aa114edebe09143f1e3019f2"><enum>3.</enum><header>Rocket engine test infrastructure</header><subsection commented="no" display-inline="no-display-inline" id="idfc16e5b28dee4f3086694700f9acbbbf"><enum>(a)</enum><header display-inline="yes-display-inline">Modernization program</header><text>The Administrator shall continue to carry out a program to modernize rocket propulsion test infrastructure at NASA facilities—</text><paragraph id="id8a2eacbd447649f9b0c92e6464793ff2"><enum>(1)</enum><text>to increase capabilities;</text></paragraph><paragraph id="id3c972ae410ee4326a5673384fc584213"><enum>(2)</enum><text>to enhance safety;</text></paragraph><paragraph id="idc8e749e91be14a32ae4dafe992a40847"><enum>(3)</enum><text>to support propulsion development and testing; and</text></paragraph><paragraph id="idb1364fdbde414ceca630c4bfa6ae77df"><enum>(4)</enum><text>to foster the improvement of Government and commercial space transportation and exploration.</text></paragraph></subsection><subsection id="id42d147a6cba24a5dadf3e840b4a028e9"><enum>(b)</enum><header>Projects</header><text>Projects funded under the program described in subsection (a) may include—</text><paragraph id="idfec12fc85a224364a3884a42b38ab07b"><enum>(1)</enum><text>infrastructure and other facilities and systems relating to rocket propulsion test stands and rocket propulsion testing;</text></paragraph><paragraph id="id314be610c80e457aa7ab3f6635043290"><enum>(2)</enum><text>enhancements to test facility capacity and flexibility; and</text></paragraph><paragraph id="id3ccf94f9865647ff96bf12905efdd9e6"><enum>(3)</enum><text>such other projects as the Administrator considers appropriate to meet the goals described in that subsection.</text></paragraph></subsection><subsection id="id8a6c6b897fb9447b9618443c323effbd"><enum>(c)</enum><header>Requirements</header><text>In carrying out the program under subsection (a), the Administrator shall—</text><paragraph id="id5fe5120078fa4e818f074c11b2b8a27c"><enum>(1)</enum><text>prioritize investments in projects that enhance test and flight certification capabilities for large thrust-level atmospheric and altitude engines and engine systems, and multi-engine integrated test capabilities;</text></paragraph><paragraph id="id4e6db74cb07c4717a1df0ce35bfe6749"><enum>(2)</enum><text>continue to make underutilized test facilities available for commercial use on a reimbursable basis;</text></paragraph><paragraph id="idda760acbcb1643e0874656ea6ceae233"><enum>(3)</enum><text>evaluate NASA center-specific agreements with commercial entities to ensure that costs reflect the impacted location rather than the cost of the highest national agreement; and</text></paragraph><paragraph id="idf400cae3ee174bf19ceffcb332e1ef8e"><enum>(4)</enum><text>ensure that no project carried out under such program adversely impacts, delays, or defers testing or other activities associated with facilities used for Government programs, including—</text><subparagraph id="id26c5d7c7c2a84561bc9df9dd847cd29c"><enum>(A)</enum><text>the Space Launch System and the Exploration Upper Stage of the Space Launch System;</text></subparagraph><subparagraph id="id0172987d3e8b4f139dca3e8b25c3f566"><enum>(B)</enum><text>in-space propulsion to support exploration missions; and</text></subparagraph><subparagraph id="id71514425132e43a3b32dd218a60e4de9"><enum>(C)</enum><text>nuclear propulsion testing.</text></subparagraph></paragraph></subsection><subsection id="ida965f0503c0c4dd28f488b70cf1ad2d4"><enum>(d)</enum><header>Rule of construction</header><text>Nothing in this section shall preclude a NASA program, including the Space Launch System and the Exploration Upper Stage of the Space Launch System, from using the modernized test infrastructure developed under this section.</text></subsection></section></legis-body></bill>
