which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To codify the PARTS program of the Department of Transportation, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vehicle Safety Research Act of 2025</short-title></quote>.</text></section><section section-type="subsequent-section" id="id9AAF68680BAA46F8A5C52121EF06455D"><enum>2.</enum><header>PARTS program</header><subsection commented="no" display-inline="no-display-inline" id="ida1db77f5ebed445cbb27e91d431cd935"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id7cb29e76d79246159d209b7e7dce3a2d"><enum>(1)</enum><header>External organization</header><text>The term <term>external organization</term> means a nonprofit organization or institution of higher education with experience fulfilling contracts with Federal agencies—</text><subparagraph commented="no" display-inline="no-display-inline" id="idfd027ee34c8f47558d86cedbf75d705e"><enum>(A)</enum><text display-inline="yes-display-inline">to carry out independent research; or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7737ef9784284fa0bc75a4f6d5e4cfc2"><enum>(B)</enum><text>to administer federally-funded research and development centers.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id83b7757964174efb9445321fa3cfb5a3"><enum>(2)</enum><header>PARTS program</header><text>The term <term>PARTS program</term> means the Partnership for Analytics Research in Traffic Safety (PARTS) program established by subsection (b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id5ac51f037d9b49449592e4e976fbf5f5"><enum>(3)</enum><header>PARTS program participant</header><text>The term <term>PARTS program participant</term> means an entity that has—</text><subparagraph commented="no" display-inline="no-display-inline" id="id6b2b7f586d304e7991e1da0ee5e2fb9a"><enum>(A)</enum><text display-inline="yes-display-inline">voluntarily chosen to participate in the PARTS program; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id385aeb099c154b529ce7aa1362612a55"><enum>(B)</enum><text display-inline="yes-display-inline">been accepted as a participant in the PARTS program under the charter developed pursuant to subsection (b).</text></subparagraph></paragraph><paragraph id="id0ff81e296d314f18bd5cfb9246e41925"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph></subsection><subsection id="id7391624a32db494aa47083e2b809b59a"><enum>(b)</enum><header>Establishment</header><text>There is established in the Department of Transportation a program, to be known as the <quote>Partnership for Analytics Research in Traffic Safety (PARTS) program</quote>, which shall be a continuation of the Partnership for Analytics Research in Traffic Safety (PARTS) program of the National Highway Traffic Safety Administration (as in effect on the day before the date of enactment of this Act).</text></subsection><subsection id="idbede4eefd34d45a58a5826d3d3d18004"><enum>(c)</enum><header>Governance</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary, in consultation with PARTS program participants and any external organization that enters into a contract with the Secretary under subsection (d), shall develop a charter that shall govern the PARTS program.</text></subsection><subsection id="id25D24819645C479DB56D25DF7AC93C42"><enum>(d)</enum><header>PARTS program research</header><text>The Secretary shall enter into a contract with an external organization to conduct research to gather, analyze, and share certain traffic safety data and information pursuant to the PARTS program.</text></subsection><subsection id="id290a4112be74434b874daf3c919069d1"><enum>(e)</enum><header>Information used for research pursuant to the parts program</header><text>Data submitted by PARTS program participants under the PARTS program shall be submitted in accordance with the charter developed under subsection (c), which shall, at minimum—</text><paragraph id="id2d17e7d9a66742fca125359d1bc23f60"><enum>(1)</enum><text>ensure that all data—</text><subparagraph commented="no" display-inline="no-display-inline" id="id977dde4bbc7b4b8aae4737d401bd81e5"><enum>(A)</enum><text display-inline="yes-display-inline">remains under the ownership and control of the applicable PARTS program participant; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id973692a7b877436c9f0b7135180d4fef"><enum>(B)</enum><text display-inline="yes-display-inline">except as provided in paragraph (2), is not accessible by any other entity other than an external organization that enters into a contract with the Secretary under subsection (d);</text></subparagraph></paragraph><paragraph id="idf667923bf65a4c16904d1413c94104b6"><enum>(2)</enum><text>prevent PARTS program participant data or data analysis from being shared with any other PARTS program participant without express permission granted through a process agreed to pursuant to—</text><subparagraph commented="no" display-inline="no-display-inline" id="iddbb07b07d24c4ee0b9d8c8236d36e8a3"><enum>(A)</enum><text display-inline="yes-display-inline">the charter developed under subsection (c); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idae1fdc0d6b71430db6638833a7c57b40"><enum>(B)</enum><text display-inline="yes-display-inline">a cooperative agreement entered into between a PARTS program participant and an external organization;</text></subparagraph></paragraph><paragraph id="id4600cb55318f4cd8b35a5531554a1a85"><enum>(3)</enum><text>institute safeguards in data gathering and handling by an external organization pursuant to this subsection;</text></paragraph><paragraph id="id14544fd5611d49a6ac18de9a87f1b276"><enum>(4)</enum><text>prevent reverse engineering aggregate data analysis results or other attempts to derive the identity of PARTS program participants from data analysis results;</text></paragraph><paragraph id="ideb35565dbb514e64af479fe0b9f76244"><enum>(5)</enum><text>outline the intended use of data analysis results, which shall only include—</text><subparagraph commented="no" display-inline="no-display-inline" id="id66e2d158819b4b5baed3969420ff6ac7"><enum>(A)</enum><text display-inline="yes-display-inline">the development, deployment, safety assessment, and regulation of safety technology; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id25ef5a8184e84cf88d5d97b18be84e95"><enum>(B)</enum><text>the development of safety countermeasures; and</text></subparagraph></paragraph><paragraph id="id7acce5cce7e8498b9a085d70cb2d9795"><enum>(6)</enum><text>clarify that the participation of a PARTS program participant in the PARTS program does not affect or satisfy any other existing Federal regulatory requirements, including reporting requirements mandated by the National Highway Traffic Safety Administration.</text></paragraph></subsection><subsection id="id552808587AF546CFB8BCCA36727EC6F6"><enum>(f)</enum><header>Confidentiality</header><text>Pursuant to section 552(b)(3)(B) of title 5, United States Code, any report, data, communications between, work product, or other information voluntarily submitted to the Secretary or an external organization that enters into a contract with the Secretary under subsection (d) for purposes relating to conducting research pursuant to the PARTS program shall not be disclosed to the public.</text></subsection><subsection id="idBA8992D9319A49BE914CBC27569D5CD7"><enum>(g)</enum><header>Applicability of Paperwork Reduction Act</header><text>Subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">chapter 35</external-xref> of title 44, United States Code (commonly known as the <quote>Paperwork Reduction Act</quote>), shall not apply to any report, data, communication, work product, or other information gathered under the PARTS program.</text></subsection><subsection id="id08d5692f3ec2472180cd0c9849b5674a"><enum>(h)</enum><header>No regulations required</header><text>Notwithstanding any other provision of law, the Secretary shall not be required to promulgate any regulations to carry out the PARTS program.</text></subsection><subsection id="idd25853a4e2044875b8f54bf7f25559aa"><enum>(i)</enum><header>Savings provision</header><text>This section shall not apply to any report, data, communication, work product, or other information—</text><paragraph id="id1DC7813FBEC24CBF8EE04645E77DAFDC"><enum>(1)</enum><text>required to be submitted to the Secretary under any other provision of law; or</text></paragraph><paragraph id="id165BD1E5922241689AC963DE81FCA28F"><enum>(2)</enum><text>otherwise available to the Secretary.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idf819da3f4b4b43858a7c228c3e1e687f"><enum>(j)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out the PARTS program—</text><paragraph commented="no" display-inline="no-display-inline" id="id3e8967a432b547359a2a0d1c281d0d42"><enum>(1)</enum><text>for fiscal year 2026, $4,000,000;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3a38212b4faf4355b98651bad41819c3"><enum>(2)</enum><text>for fiscal year 2027, $6,000,000;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idefaa7cff7ac1441c89b8233a03e83e63"><enum>(3)</enum><text>for fiscal year 2028, $7,000,000;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id28f968d6132045c687268d62e525e575"><enum>(4)</enum><text>for fiscal year 2029, $8,000,000; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4859aad8e15240ffb7f2065e3d24048e"><enum>(5)</enum><text>for fiscal year 2030, $9,000,000.</text></paragraph></subsection></section></legis-body></bill>
