which was read twice and referred to the <committee-name committee-id="SSBK00">Committee on Banking, Housing, and Urban Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To reauthorize the recovery housing program, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Safe and Secure Housing for Opioid Recovery and Enduring Stability Act of 2025</short-title></quote> or the <quote><short-title>Safe SHORES Act of 2025</short-title></quote>.</text></section><section id="id478af6560b7d488c8352de4f885a41ea"><enum>2.</enum><header>Reauthorization of pilot program to help individuals in recovery from a substance abuse disorder become stably housed</header><text display-inline="no-display-inline">Section 8071 of the SUPPORT for Patients and Communities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5301">42 U.S.C. 5301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/271">Public Law 115–271</external-xref>) is amended—</text><paragraph id="id980e4c9f20da4c07a23d27c0bc9dc6db"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idc43b39d7a07044f4b3cf0aefdc11d0f8"><enum>(A)</enum><text display-inline="yes-display-inline">by inserting <quote>, but not less than $50,000,000,</quote> after <quote>necessary</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb94bc8a49add4665b8c803d9355f044d"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>2019 through 2023</quote> and inserting <quote>2026 through 2030</quote>; </text></subparagraph></paragraph><paragraph id="idc13b9bf5f6a84049a35599c466fa638b"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="id6215347d1f794bdfa79756f42e883d1d"><enum>(A)</enum><text>in paragraph (1), by striking <quote>date of enactment of this Act</quote> and inserting <quote>date of enactment of the <short-title>Safe and Secure Housing for Opioid Recovery and Enduring Stability Act of 2025</short-title></quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idda65df8d04fd4e16a453c1b8c73930e9"><enum>(B)</enum><text>in paragraph (2)(B)(i)—</text><clause commented="no" display-inline="no-display-inline" id="id1059dbe65d594c609f2d1419355e6c92"><enum>(i)</enum><text>in subclause (I), by striking <quote>calendar years 2013 through 2017</quote> and inserting <quote>the 5 most recent calendar years</quote>;</text></clause><clause commented="no" display-inline="no-display-inline" id="id048025CA9D264B31A97808191E2A749F"><enum>(ii)</enum><text>in subclause (II), by striking <quote>calendar years 2013 through 2017</quote> and inserting <quote>the 5 most recent calendar years</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idfc0b4dcbafe84e9db7eea3037a2c52e2"><enum>(iii)</enum><text>in subclause (III), by inserting <quote>for the 5 most recent calendar years</quote> before the period at the end;</text></clause></subparagraph></paragraph><paragraph id="id2ca9c7eb1ce747028ef98ce31f290208"><enum>(3)</enum><text>in subsection (c)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd3422523bde646538e8aa4e521f371b3"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>at least 30 percent of such funds within one year</quote> and inserting <quote>all such amounts within 5 years</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id976f0968727c463bbd6b0e8efe10b28a"><enum>(B)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id316C699E600941BFBA45DB50655E1E60"><paragraph commented="no" display-inline="no-display-inline" id="id6a25d4b193064979b0652f1d35eacb6a"><enum>(4)</enum><header>Furniture costs</header><subparagraph commented="no" display-inline="no-display-inline" id="id0c9695013ebe495092f6a9467671fa3e"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>Any State that receives amounts pursuant to this section may use such funds to purchase furniture for the temporary housing described in subsection (a).</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id32303b0eb0b7483d9c0429bfa735eea4"><enum>(B)</enum><header>Limitation</header><text display-inline="yes-display-inline">A State may use not more than 1 percent of amounts awarded pursuant to this section to purchase furniture under subparagraph (A).</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb5ee8a103b1e4eda89157c792337fd21"><enum>(4)</enum><text>in subsection (f), by striking <quote>date of enactment of this Act</quote> and inserting <quote>date of enactment of the <short-title>Safe and Secure Housing for Opioid Recovery and Enduring Stability Act of 2025</short-title></quote>; and</text></paragraph><paragraph id="idd75a2f7edf1b4552a381db8f62bec46e"><enum>(5)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idA557CA8CF62A4981B6D9ECA32262E6A4"><subsection id="id147b550336894d0882e41e77efaef1ce"><enum>(h)</enum><header>Database</header><text>The Secretary shall monitor grants made under this section through the Integrated Disbursement and Information System database of the Department of Housing and Urban Development.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id37010441d78b4b22ad689d55d5ec13ee"><enum>(i)</enum><header>Best practices</header><text>Each State that receives amounts pursuant to this section is encouraged to—</text><paragraph commented="no" display-inline="no-display-inline" id="id63318cf98f2d48c1a804660d59571e39"><enum>(1)</enum><text display-inline="yes-display-inline">provide technical assistance to grantees to meet proposed project timelines in accordance with State and local administrative and zoning requirements to produce housing acquisition, rehabilitation, and construction projects in the most efficient manner; </text></paragraph><paragraph id="id39b9f45d759047469479570873ab71e3"><enum>(2)</enum><text>prioritize the distribution of funds to facilities that are implementing workforce development and financial literacy training for residents of the facility; </text></paragraph><paragraph id="ide379baed0bbb41788afd6364465bd013"><enum>(3)</enum><text>prioritize the distribution of funds to facilities that follow up with former residents to ensure those residents are on the proper path to recovery; </text></paragraph><paragraph id="ida1cc822866fb4bf7b249e5fb47bc3773"><enum>(4)</enum><text>prioritize the distribution of funds to organizations that meet the State standards of facility accreditation; and</text></paragraph><paragraph id="ida503cef3af24418cb4454144da061013"><enum>(5)</enum><text>prioritize the distribution of funds to organizations that can leverage additional funding through private or public awards.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idd7a28ed45cd04753916dbf764b1034ae"><enum>(j)</enum><header>Reporting</header><text>Not later than 1 year after the date of enactment of the <short-title>Safe and Secure Housing for Opioid Recovery and Enduring Stability Act of 2025</short-title>, and every year thereafter, the Secretary shall submit to Congress and make publicly available a report on the program carried out under this section, which shall include—</text><paragraph id="id1d283bebecf3422d80997232defa96ef"><enum>(1)</enum><text>a summary of the use of funds, including new housing acquisition, rehabilitation, and construction projects, resulting from funds awarded in the most recent fiscal year;</text></paragraph><paragraph id="idb1dfb44844764e2794ca16d8a065ffae"><enum>(2)</enum><text>relevant updates on projects who received awarded funds during prior fiscal years;</text></paragraph><paragraph id="ida0723232d6d240179c0062065a19bc55"><enum>(3)</enum><text>statistics on the number of residents serviced by State facilities per year, including statistics on total residents housed by facility per year, average duration of individual stays, demographic information on residents, the substance abuse conditions of the residents, and the rate in which residents graduate out of the program into permanent housing; </text></paragraph><paragraph id="idb1d4f1b37397417e9ba2eef4c1feba7b"><enum>(4)</enum><text>a description of strategies that projects under the program are implementing to produce the best outcomes in recovery housing acquisition and resident graduation; and</text></paragraph><paragraph id="ide786b7fccead447c9db7fd3fb5ecde85"><enum>(5)</enum><text>an interagency strategy of how the Department of Housing and Urban Development can work with the Department of Health and Human Services and the Department of Agriculture to promote the effective construction and expansion of recovery housing.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
