BILL</legis-type><official-title>To require the Secretary of Veterans Affairs to award grants to nonprofit entities to assist such entities in carrying out programs to provide service dogs to eligible veterans, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Service Dogs Assisting Veterans Act of 2025</short-title></quote> or the <quote><short-title>SAVES Act of 2025</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="idd7f8f88685e44babb89ba48b26fd5612"><enum>2.</enum><header>Department of Veterans Affairs pilot program to award grants for the provision of service dogs to veterans</header><subsection commented="no" display-inline="no-display-inline" id="id176ae119efac4692b8bb6bd754d7ff67"><enum>(a)</enum><header>In general</header><paragraph commented="no" display-inline="no-display-inline" id="id3cea663c1b9641e18ce1844a4d9eb16a"><enum>(1)</enum><header>Pilot program required</header><text>Not later than 24 months after the date of the enactment of this Act, the Secretary of Veterans Affairs shall establish a pilot program under which the Secretary shall award grants, on a competitive basis, to nonprofit entities to provide service dogs to eligible veterans.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id9319c40de2c04afd9e5ec024720822f4"><enum>(2)</enum><header>Duration</header><text>The Secretary shall carry out the pilot program during the five-year period beginning on the date on which the first grant is awarded under this section.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id524952bd0df84a1786f6dbf4558047cf"><enum>(b)</enum><header>Applications</header><paragraph commented="no" display-inline="no-display-inline" id="ide8ed004a3a7d41e783ca4fb7024e6e69"><enum>(1)</enum><header>In general</header><text>To be eligible to receive a grant under this section, a nonprofit entity shall submit an application to the Secretary at such time, in such manner, and containing such commitments and information as the Secretary may require.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id37e106daea8a47fc8c1ba625f21f3a33"><enum>(2)</enum><header>Elements</header><text>An application submitted under paragraph (1) shall include the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="id644018a82b7842e694241f623a61b6b5"><enum>(A)</enum><text>A proposal for the provision of service dogs to eligible veterans, including how the nonprofit entity will communicate with the Secretary to ensure an increasing number of service dogs are provided to such veterans.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id7fbf24cbf96340a09b28fd1715acca90"><enum>(B)</enum><text>A description of the following:</text><clause commented="no" display-inline="no-display-inline" id="idc9846e8a5eef4ba68f52e97918914321"><enum>(i)</enum><text display-inline="yes-display-inline">The training that will be provided by the nonprofit entity to eligible veterans. </text></clause><clause commented="no" display-inline="no-display-inline" id="id395d97ec8e0e464baf0b524ece322d7f"><enum>(ii)</enum><text display-inline="yes-display-inline">The training of dogs that will serve as service dogs. </text></clause><clause commented="no" display-inline="no-display-inline" id="ida6796d597892442184e22bad606a1508"><enum>(iii)</enum><text display-inline="yes-display-inline">Any additional support or services the nonprofit entity will provide for such dogs and eligible veterans. </text></clause><clause commented="no" display-inline="no-display-inline" id="id13822418e7dc4007a853d92cd8e4264e"><enum>(iv)</enum><text display-inline="yes-display-inline">The plan for publicizing the availability of such dogs through a marketing campaign that targets eligible veterans. </text></clause><clause commented="no" display-inline="no-display-inline" id="iddd20513201b240d4b5ec88a3ce9eb63d"><enum>(v)</enum><text display-inline="yes-display-inline">The commitment of the nonprofit entity to have humane standards for animals. </text></clause><clause commented="no" display-inline="no-display-inline" id="ide57efb676c0d4ef5b8ec2ba3de100f86"><enum>(vi)</enum><text>The demonstrated experience of the nonprofit entity in training service dogs in compliance with the requirements of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12101">42 U.S.C. 12101 et seq.</external-xref>). </text></clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ida1d0ca3364e04452a1831d9721fb6f1d"><enum>(c)</enum><header>Award of grants</header><paragraph commented="no" display-inline="no-display-inline" id="id186ccaa64af5417ea937f03ddd6c721c"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall award a grant to each nonprofit entity for which the Secretary has approved an application submitted under subsection (b)(1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id04c873f984ce467eae2554dc68d982ea"><enum>(2)</enum><header>Agreement required</header><text>Before the provision of any grant amounts to a nonprofit entity selected to receive a grant under this section, the Secretary shall enter into an agreement, containing such terms, conditions, and limitations as the Secretary determines appropriate, with such entity.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idb942f03e60e04e83935a794f48f50ee5"><enum>(3)</enum><header>Maximum grant amount</header><text>A grant awarded to a nonprofit entity under this section may not exceed $2,000,000.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaccb3998a7c548aaa68620d176ee8df7"><enum>(4)</enum><header>Payments</header><text>The Secretary shall establish intervals of payment for the administration of each grant awarded under this section.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id8bc5196bd0c746099bebad69cba5c670"><enum>(d)</enum><header>Use of funds</header><paragraph commented="no" display-inline="no-display-inline" id="id9d9a26367cee4f6ea297615704bfcf9d"><enum>(1)</enum><header>In general</header><subparagraph commented="no" display-inline="no-display-inline" id="idccb68ab04eb641288b34842555e7c885"><enum>(A)</enum><header>Requirement</header><text display-inline="yes-display-inline">A recipient of a grant under this section shall use the grant amounts to plan, develop, implement, or manage (or any combination thereof) one or more covered programs. </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id692835b0619a42d9b3a10edb89ddfc14"><enum>(B)</enum><header>Covered program defined</header><text>In this paragraph, the term <term>covered program</term> means a program under which—</text><clause commented="no" display-inline="no-display-inline" id="idcf51bed52a204f67a5a891efabc76ceb"><enum>(i)</enum><text display-inline="yes-display-inline">service dogs are provided to participants in the program; and </text></clause><clause id="id7dbce9bc29e948a996da5dd6d5f54bed" commented="no" display-inline="no-display-inline"><enum>(ii)</enum><text display-inline="yes-display-inline">only eligible veterans are allowed to participate in the program. </text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id742df1f46edd4bae8b498083dc4c48c6"><enum>(2)</enum><header>Administrative expenses</header><text>The Secretary may establish a maximum amount for each grant awarded under this section that may be used by the recipient of the grant to cover administrative expenses.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id01407736c7dd468e9d021e2ce77ef36d"><enum>(3)</enum><header>Other conditions and limitations</header><text>The Secretary may establish other conditions or limitations on the use of grant amounts under this section.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id6d76348712de4239b23c454fcfb53ed8"><enum>(e)</enum><header>Requirements for grant recipients</header><paragraph commented="no" display-inline="no-display-inline" id="ide5cd848c6db34a6380030e5f7aea026f"><enum>(1)</enum><header>Notifications and information</header><text>A recipient of a grant under this section shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf2be2d7a44bc4b1f95cf173b5aa32b00"><enum>(A)</enum><text display-inline="yes-display-inline">notify each veteran who receives a service dog through such grant that the service dog is being paid for, in whole or in part, by the Department of Veterans Affairs; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idd131d0bf32834fb487b5b9404755ce47"><enum>(B)</enum><text display-inline="yes-display-inline">inform each such veteran of the benefits and services available from the Secretary for the veteran and the service dog. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id344892c3a3cf4a11a918bfb9d500a270"><enum>(2)</enum><header>Prohibition on certain fees</header><text>A recipient of a grant under this section may not charge a fee to a veteran receiving a service dog through such grant.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id18d13be26f484c029154eaf204ca104c"><enum>(f)</enum><header>Veterinary insurance</header><paragraph commented="no" display-inline="no-display-inline" id="id8fcf54a42ff5447f9d91a83f1a7eae67"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide to each veteran who receives a service dog through a grant under this section a commercially available veterinary insurance policy for the service dog.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf80117203bff4ca583b1c025067ac71b"><enum>(2)</enum><header>Continuation</header><text>If the Secretary provides a veterinary insurance policy to a veteran under paragraph (1), the Secretary shall continue to provide the policy to the veteran without regard to the continuation or termination of the pilot program.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id388e1e3e0fc9490ebd85075c70cbdc4e"><enum>(g)</enum><header>Training and technical assistance</header><text>The Secretary may provide training and technical assistance to recipients of grants under this section.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id6fda6a56315e4828aca22f45c6e66318"><enum>(h)</enum><header>Oversight and monitoring</header><paragraph commented="no" display-inline="no-display-inline" id="id2d87ea899d6644d1954bc202b77b7443"><enum>(1)</enum><header>In general</header><text>The Secretary—</text><subparagraph commented="no" display-inline="no-display-inline" id="idecebd18e38c7454983dbe92281234a9a"><enum>(A)</enum><text display-inline="yes-display-inline">shall establish such oversight and monitoring requirements as the Secretary determines appropriate to ensure that grant amounts awarded under this section are used appropriately; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id3aaea40822d942a99df329a026316ccd"><enum>(B)</enum><text display-inline="yes-display-inline">may take such actions as the Secretary determines necessary to address any issues identified through the enforcement of such requirements.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id3e4c49b59c3d48cab3d2d9be546f7a3c"><enum>(2)</enum><header>Reports and answers</header><text display-inline="yes-display-inline">The Secretary may require each recipient of a grant under this section to provide, in such form as may be prescribed by the Secretary, such reports or answers in writing to specific questions, surveys, or questionnaires as the Secretary determines necessary to carry out the pilot program.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb8ac42a08a0b4db5b06b350eb8fdae64"><enum>(i)</enum><header>Definitions</header><text>In this section: </text><paragraph commented="no" display-inline="no-display-inline" id="idcc81ef6727334f63819df739415fa829"><enum>(1)</enum><header>Eligible veteran</header><subparagraph commented="no" display-inline="no-display-inline" id="idd613c86fd6644b01a85ae10a0508ed5d"><enum>(A)</enum><header>In general</header><text>The term <term>eligible veteran</term> means a veteran (as defined in section 101 of title 38, United States Code) who, as determined by a physician, has one or more disabilities, conditions, or diagnoses described in subparagraph (B). </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id9d01b97cc6a643abbefdb13304e2305c"><enum>(B)</enum><header>Disability, condition, diagnosis described</header><text>A disability, condition, or diagnosis described in this subparagraph is any of the following:</text><clause commented="no" display-inline="no-display-inline" id="id02871ae3db89499ebd42f0eb51c4874f"><enum>(i)</enum><text>Blindness or visual impairment. </text></clause><clause commented="no" display-inline="no-display-inline" id="ida22e37bc59aa4754a2d6cdbf9a77f380"><enum>(ii)</enum><text display-inline="yes-display-inline">Loss of use of a limb, paralysis, or other significant mobility issue, including mental health mobility. </text></clause><clause commented="no" display-inline="no-display-inline" id="idbe617b927d6f4caba3f126e327c20a7c"><enum>(iii)</enum><text display-inline="yes-display-inline">Loss of hearing. </text></clause><clause commented="no" display-inline="no-display-inline" id="id29d1fadf8abc4a33a52b4e5ca79c4086"><enum>(iv)</enum><text display-inline="yes-display-inline">Post-traumatic stress disorder. </text></clause><clause commented="no" display-inline="no-display-inline" id="idf142386c188740aa896d79a47714ad57"><enum>(v)</enum><text display-inline="yes-display-inline">Traumatic brain injury. </text></clause><clause commented="no" display-inline="no-display-inline" id="id0fe6b112428445a287a8935f6cf44454"><enum>(vi)</enum><text display-inline="yes-display-inline">Any other disability, condition, or diagnosis for which the Secretary determines, based on medical judgment, that it is optimal for the veteran to manage the disability, condition, or diagnosis and live independently through the assistance of a service dog. </text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1b720ba5faa44405b28f497637c1547d"><enum>(2)</enum><header>Pilot program</header><text>The term <term>pilot program</term> means the pilot program required by subsection (a)(1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ided223e3208444233acd6a33dd6f62855"><enum>(3)</enum><header>Service dog</header><text>The term <term>service dog</term> means any dog that is individually trained to do work or perform tasks that are—</text><subparagraph commented="no" display-inline="no-display-inline" id="id815f1fed460547ac9880a7fd77a01adc"><enum>(A)</enum><text>for the benefit of a veteran with a disability, condition, or diagnosis described in paragraph (1)(B); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf7321cec92d544588d28710c5e5c70b5"><enum>(B)</enum><text display-inline="yes-display-inline">directly related to the disability, condition, or diagnosis of the veteran. </text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id96b8e57d913a4dd29d8bfca1fdaf4398"><enum>(j)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this section $10,000,000 for each of the five consecutive fiscal years following the fiscal year in which the pilot program is established under subsection (a).</text></subsection></section></legis-body></bill>
