which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit the use of taxpayer dollars to support animal experimentation in the laboratories of adversarial nations.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H3A7053151D63434D8B913CA6EA5FD4F5"><section section-type="section-one" id="HE5169C2827834CE4AF211ACE707F8B9C"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Accountability in Foreign Animal Research Act</short-title></quote>. </text></section><section id="H89F2B2D7D2B2490EB94837953FBAC0D8"><enum>2.</enum><header>Prohibition on funding research on animals in certain foreign countries</header><subsection id="HDCA0FF08D0E8432BAA5251040D35A996"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services may not—</text><paragraph id="HFE005467312D4B36B7803B63CC828D91"><enum>(1)</enum><text display-inline="yes-display-inline">directly or indirectly conduct biomedical research or experimentation that involves testing on vertebrate animals in any facility, or through any entity, located in, or owned or controlled, directly or indirectly, by—</text><subparagraph id="H10352CD7B4544C0B925F20973FB05D0C"><enum>(A)</enum><text>any of the foreign countries specified in subsection (b); or</text></subparagraph><subparagraph id="H50D25C14AAB2457C858795BD8BEDA791"><enum>(B)</enum><text display-inline="yes-display-inline">such other foreign country that the Secretary of Health and Human Services, in consultation with the Secretary of State and the Secretary of Defense, determines is a foreign country of concern for the purposes of this Act; or</text></subparagraph></paragraph><paragraph id="HA6602CD3AA7940C7AEDC743E7D0973C1"><enum>(2)</enum><text display-inline="yes-display-inline">support, through grants, subgrants, contracts, cooperative agreements, or other funding vehicles, biomedical research or experimentation that involves testing on vertebrate animals conducted by any entity based in a foreign country referred to in paragraph (1).</text></paragraph></subsection><subsection id="H7C792AB50DC548BA9204CA9784A7BB8D"><enum>(b)</enum><header>Foreign countries specified</header><text>The foreign countries specified in this subsection are the following:</text><paragraph id="H265A091E55724C679A368A5BCDCB91B9"><enum>(1)</enum><text display-inline="yes-display-inline">The People’s Republic of China, including the Hong Kong Special Administrative Region.</text></paragraph><paragraph id="H64E50D3549E74135ACE8368C196538E6"><enum>(2)</enum><text>The Islamic Republic of Iran.</text></paragraph><paragraph id="HCCA5A99D960C44CA8D03A1420F15A2D3"><enum>(3)</enum><text>The Democratic People’s Republic of Korea.</text></paragraph><paragraph id="H75D4EED3575543F6A7E1A6BA9FD8C053"><enum>(4)</enum><text>The Russian Federation.</text></paragraph></subsection><subsection id="H3A2EBE3D9ED2461F9B913BCADB47461F"><enum>(c)</enum><header>Report on addition to list of foreign countries</header><paragraph id="H99E44AACE9834080BCF677DBEE3E7021"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall submit to the chairperson and ranking member of each of the appropriate committees of Congress a report with respect to each instance in which the Secretary makes a determination with respect to a country under subsection (a)(1)(B) that contains a detailed accounting of the Secretary’s reasoning for such determination.</text></paragraph><paragraph id="HE8034455554D47B097E8AED3A0658343"><enum>(2)</enum><header>Timing</header><text>A report shall be submitted under paragraph (1) not later than 60 days after the date of an instance described in such paragraph.</text></paragraph><paragraph id="H28C6AB6FF4AA49B88D7358BC6DC37B9E"><enum>(3)</enum><header>Appropriate committees of Congress</header><text>In this section, the term <term>appropriate committees of Congress</term> means—</text><subparagraph id="HC121E2D25CDB42AFAF72801919F7113E"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Appropriations of the Senate;</text></subparagraph><subparagraph id="H1648CF74712E49F8A024E52B31A9BEA9"><enum>(B)</enum><text>the Committee on Health, Education, Labor, and Pensions of the Senate;</text></subparagraph><subparagraph id="H14E22E30E16745ECBCD8111B8F0FD776"><enum>(C)</enum><text>the Committee on Homeland Security and Governmental Affairs of the Senate; </text></subparagraph><subparagraph id="H1D1B328D683648B7A91658758A5F9D07"><enum>(D)</enum><text display-inline="yes-display-inline">the Committee on Appropriations of the House of Representatives;</text></subparagraph><subparagraph id="H11C8F7330D0541BB8F9DC84F3B55F593"><enum>(E)</enum><text>the Committee on Energy and Commerce of the House of Representatives; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC75B19FF358443D6BBDD5D79074F5D83"><enum>(F)</enum><text>the Committee on Homeland Security of the House of Representatives.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
