which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of State to establish a quantum cooperation program to enhance international cooperation in quantum information science. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>International Quantum Research Exchange Act</short-title></quote>.</text></section><section id="id35133342814c45d9bb6da24e41b795ec"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph commented="no" display-inline="no-display-inline" id="id5167111fbf0e4ce394614b719963d650"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="id808D819A0E7348368D9C86D340B39C7F"><enum>(A)</enum><text display-inline="yes-display-inline">The Committee on Foreign Relations of the Senate.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idB9DA21373158496B915774652EDD3833"><enum>(B)</enum><text display-inline="yes-display-inline">The Committee on Foreign Affairs of the House of Representatives.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idD96C2860DFD24FD49DC98C4FA7C70ADC"><enum>(C)</enum><text display-inline="yes-display-inline">The Committee on Commerce, Science, and Transportation of the Senate.</text></subparagraph><subparagraph id="id6B0B50BBE16E4C77BA994B668B795434" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text display-inline="yes-display-inline">The Committee on Energy and Commerce of the House of Representatives. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idee6a395c7e1a49db8f1b96a0026ead55"><enum>(2)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given the term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id82f9aad2b6484e1d9fa2f20c0642cb70"><enum>(3)</enum><header>Quantum Information Science</header><text>The term <term>quantum information science</term> means the use of the laws of quantum physics for the storage, transmission, manipulation, computing, or measurement of information. </text></paragraph></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idb419d52cedc9493aad840a1e5b512716"><enum>3.</enum><header display-inline="yes-display-inline">Department of State International Quantum Cooperation Program</header><subsection commented="no" display-inline="no-display-inline" id="id9ddabbf234fb4f0bb7018ce0e05329fa"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall establish and carry out a program—</text><paragraph commented="no" display-inline="no-display-inline" id="idcd5b454806fc40319157dc3b7a3a6cf4"><enum>(1)</enum><text display-inline="yes-display-inline">to enhance international cooperation in quantum information science through the competitive award of matching grants to institutions of higher education or eligible nonprofit organizations (or consortia thereof) engaged in international collaborative research; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="ida9668d11f4374776b3d6bbec1d73eef3"><enum>(2)</enum><text display-inline="yes-display-inline">to support international scientist exchange programs, including exchange programs that vary in length from multi-day to multi-year visits.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idb05357f7f6e740559fe92440ed03d117"><enum>(b)</enum><header>Program Alignment</header><text display-inline="yes-display-inline"><?xm-replace_text text?></text><paragraph commented="no" display-inline="no-display-inline" id="id286989ca68e143f1be5a2fee5e305851"><enum>(1)</enum><header>Coordination</header><text display-inline="yes-display-inline">In carrying out the program under subsection (a), the Secretary of State shall coordinate with—</text><subparagraph commented="no" display-inline="no-display-inline" id="id66fa718b693048ac8735d69179344279"><enum>(A)</enum><text display-inline="yes-display-inline">the Director of the Office of Science and Technology Policy;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id966927db32b546b2bdd3f2f1033c31c0"><enum>(B)</enum><text display-inline="yes-display-inline">the Director of the National Quantum Coordination Office (established under section 102(a) of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8812">15 U.S.C. 8812(a)</external-xref>));</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id6f598756607b457fb821759f7c0a4644"><enum>(C)</enum><text display-inline="yes-display-inline">the Co-Chairs of the Subcommittee on Quantum Information Science of the National Science and Technology Council (established under section 103(a) of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8813">15 U.S.C. 8813(a)</external-xref>); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id510ddf2548a0487b9e4fe0e766ee81bf"><enum>(D)</enum><text display-inline="yes-display-inline">the Co-Chairs of the Subcommittee on the Economic and Security Implications of Quantum Information Science of the National Science and Technology Council (established under section 105(a) of the National Quantum Initiative Act (<external-xref legal-doc="usc" parsable-cite="usc/15/8814a">15 U.S.C. 8814a(a)</external-xref>).</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id483ca348975d4a12bed3eba62dffe4e1"><enum>(2)</enum><header>Strategic alignment</header><text display-inline="yes-display-inline">In carrying out the program under subsection (a), the Secretary of State shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id85d0bcb912bb445a90e43fe3b9210d33"><enum>(A)</enum><text display-inline="yes-display-inline">ensure alignment with the National Quantum Information Science Strategy; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfc1997e806134c9492604659afc9ef34"><enum>(B)</enum><text display-inline="yes-display-inline">only fund collaborative research programs with countries who have signed quantum cooperation statements with the United States.</text></subparagraph></paragraph><paragraph id="id46ee835d47754124a94f87b088a56ec7"><enum>(3)</enum><header>Research Security</header><text>The activities authorized under this section shall be carried out in a manner consistent with the following:</text><subparagraph commented="no" display-inline="no-display-inline" id="idc4976c7a5c394c45a20165b7a174622b"><enum>(A)</enum><text>Subtitle D of title VI of the Research and Development, Competition, and Innovation Act (division B of <external-xref legal-doc="public-law" parsable-cite="pl/117/167">Public Law 117–167</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/42/19231">42 U.S.C. 19231 et seq.</external-xref>). </text></subparagraph><subparagraph id="idd62f9883fb9d4953827bec6d647fa3d1"><enum>(B)</enum><text>National Security Presidential Memorandum–33 (relating to supported research and development national policy), issued January 2021, and its implementation guidance on research security and research integrity, issued January 2022, or any successor policy document or guidance related to strengthening protections on research and development, funded by the Federal Government, against the influence and exploitation of foreign governments.</text></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="idfc96105c1f1547d68b52ae2a6a532c48"><enum>(c)</enum><header>Consultation</header><text display-inline="yes-display-inline">In developing and operating the program required under subsection (a), the Secretary of State shall consult with—</text><paragraph commented="no" display-inline="no-display-inline" id="idaaa8e808484946f3984d333a0e74f972"><enum>(1)</enum><text display-inline="yes-display-inline">the appropriate congressional committees;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0942da81850647c3a9d43c73049ed809"><enum>(2)</enum><text display-inline="yes-display-inline">the Special Envoy for Critical and Emerging Technologies;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7c3724005e8c42a9a6743acb8b26bae7"><enum>(3)</enum><text display-inline="yes-display-inline">United States industry leaders;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2ebaac112dfc4f8a811924f6fd774106"><enum>(4)</enum><text display-inline="yes-display-inline">any technology experts the Secretary considers relevant, including experts from academia; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id34732f533b88408a8adf80873701d3bf"><enum>(5)</enum><text display-inline="yes-display-inline">representatives from any United States Government agency the Secretary considers relevant.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ide38ed8ee49d842809e7200dcae39bf06"><enum>(d)</enum><header>Annual report</header><text display-inline="yes-display-inline">Not later than 2 years after the date of the enactment of this Act, and annually thereafter, the Secretary shall submit to the appropriate congressional committees a report that contains the following elements:</text><paragraph commented="no" display-inline="no-display-inline" id="idb9b5b89f24154d4ca9626be6d3b9847f"><enum>(1)</enum><text display-inline="yes-display-inline">A description of the activities pursued under the authorities of this section during the prior year.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idf93524bf97454422b58eec8f8d24b509"><enum>(2)</enum><text display-inline="yes-display-inline">A list of priority countries with which the Department of State seeks to pursue increased collaboration on quantum information science.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id5f93a92d6a824f488fdedcfa745edb38"><enum>(e)</enum><header>Authorization of Appropriations</header><text>There is authorized to be appropriated to carry out the program required by subsection (a) $20,000,000 for fiscal year 2026. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id329f404b7edd440ebda49d275f4460c9"><enum>(f)</enum><header>Sunset</header><text display-inline="yes-display-inline">The authorities under this section shall terminate on the date that is 10 years after the date of the enactment of this title.</text></subsection></section></legis-body></bill>
