which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Agricultural Research, Extension, and Education Reform Act of 1998 and the Food, Agriculture, Conservation, and Trade Act of 1990 to direct the Agricultural Research Service to expand organic research, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Organic Science and Research Investment Act of 2025</short-title></quote>.</text></section><section id="ide0fa9d8f5b11488f93f56aca02754758"><enum>2.</enum><header>Coordinating and expanding Organic Research Initiative</header><text display-inline="no-display-inline">Title IV of the Agricultural Research, Extension, and Education Reform Act of 1998 is amended by inserting before section 404 (<external-xref legal-doc="usc" parsable-cite="usc/7/7624">7 U.S.C. 7624</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id57c774b5cd4d4c7c90bdf1a7a108e271"><section id="idc71358e1c4e2499fb45c34ef914899c2" section-type="subsequent-section"><enum>401.</enum><header>Coordinating and expanding Organic Research Initiative</header><subsection commented="no" display-inline="no-display-inline" id="id22fb24f0783e49e4a1b283581ea40d54"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="id222a34e289ee4336ab54d1540b5cc910"><enum>(1)</enum><header>Initiative</header><text>The term <term>Initiative</term> means the Coordinating and Expanding Organic Research Initiative established under subsection (b).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id572abe6ac0414221b3f9623e3b238a04"><enum>(2)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary, acting through the Under Secretary for Research, Education, and Economics, in consultation with the Office of the Chief Scientist.</text></paragraph></subsection><subsection id="idacf9754ae8994bc09abb47d05cfce725"><enum>(b)</enum><header>Establishment</header><text>The Secretary shall establish, and appoint the members of, an initiative, to be known as the <quote>Coordinating and Expanding Organic Research Initiative</quote>, to coordinate and expand the resources that the Agricultural Research Service, the National Institute of Food and Agriculture, the Economic Research Service, and the National Agricultural Statistics Service dedicate to organic agricultural research. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id97e5ad0da1d64e12a7090749f32ceb4c"><enum>(c)</enum><header>Duties</header><text display-inline="yes-display-inline">The Initiative shall carry out the following duties:</text><paragraph id="idb06b51f115294d99af99dca789d4e3f2"><enum>(1)</enum><text>Coordinating all research conducted by the Secretary that is applicable to organic agricultural producers and transitioning-to-organic agricultural producers.</text></paragraph><paragraph id="ida2f2db6541ca43f6a0023849404d77fb"><enum>(2)</enum><text>Reviewing and assessing the completed and ongoing organic and transitioning-to-organic agricultural research of the Secretary.</text></paragraph><paragraph id="ide20ffee2a4bf48c9b7ce903e036aaa6d"><enum>(3)</enum><text>Developing iterative strategic plans for future organic and transitioning-to-organic agricultural research of the Secretary.</text></paragraph><paragraph id="id4c216a77b5044528a96c814edd60c3ee"><enum>(4)</enum><text>Conducting the surveys and submitting to the Secretary the reports under subsection (e)(1).</text></paragraph></subsection><subsection id="idbda3be6dec144dc6b944f29268e27805"><enum>(d)</enum><header>Appointment of members</header><paragraph commented="no" display-inline="no-display-inline" id="ided149f49466546908e855f4e0be4338f"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary shall appoint not fewer than 12, and not more than 18, members to the Initiative.</text></paragraph><paragraph id="id1209224968fa4840846dc11ad3fc9e33"><enum>(2)</enum><header>Eligibility</header><text>To be eligible for appointment to the Initiative under paragraph (1), an individual shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="ided019fb3092a4073b2e841152ac03159"><enum>(A)</enum><text display-inline="yes-display-inline">be in the competitive service or the Senior Executive Service (as defined in sections 2102 and 2101a of title 5, United States Code); and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb5b9709020d241f4a48b8a30b61b4274"><enum>(B)</enum><text>have expertise in organic agriculture from a science, research, or technical assistance division of a Department agency.</text></subparagraph></paragraph><paragraph id="idf84acf4948c346008deb40e9774b4431"><enum>(3)</enum><header>Representation</header><text>In appointing members to the Initiative, the Secretary shall ensure that—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9de057e7a01e426f9df2e88f554907fa"><enum>(A)</enum><text display-inline="yes-display-inline">not fewer than <fraction>1/4</fraction> of the members are appointed from each of—</text><clause commented="no" display-inline="no-display-inline" id="id042404f5a286420681de9fd8d3f3ab81"><enum>(i)</enum><text display-inline="yes-display-inline">the Agricultural Research Service; and</text></clause><clause commented="no" display-inline="no-display-inline" id="ida1bbead4a83f4ba7bae568c01c89c237"><enum>(ii)</enum><text>the National Institute of Food and Agriculture; and</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc2469b0859c949bdac1b3760644c5145"><enum>(B)</enum><text display-inline="yes-display-inline">not fewer than 1 member is appointed from each of—</text><clause commented="no" display-inline="no-display-inline" id="id3b53a3bfc745457a9bda28d0ef3a7cba"><enum>(i)</enum><text>the Office of the Chief Scientist;</text></clause><clause commented="no" display-inline="no-display-inline" id="id806e490b35a74e949b7c7c5841385a0f"><enum>(ii)</enum><text>the National Organic Program of the Agricultural Marketing Service;</text></clause><clause commented="no" display-inline="no-display-inline" id="idac0f859a3bbf41169a6f4d413b5b494a"><enum>(iii)</enum><text>the Economic Research Service; and</text></clause><clause commented="no" display-inline="no-display-inline" id="id6bcc353199674aa0b253cf07c8a86671"><enum>(iv)</enum><text>the National Agricultural Statistics Service.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4011b2b930ec48f8a6a747e4e607ee6f"><enum>(4)</enum><header>Chair</header><text>The Secretary shall designate a member of the Initiative appointed from the Office of the Chief Scientist to serve as the Chair of the Initiative.</text></paragraph><paragraph id="idf4203ea9a1c144668a24dd5b1a314385"><enum>(5)</enum><header>Term</header><text>A member of the Initiative—</text><subparagraph commented="no" display-inline="no-display-inline" id="id3e89e2b42ddb41a0b9109481a5648b97"><enum>(A)</enum><text display-inline="yes-display-inline">shall serve for a term of 5 years; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0a0e2bb525ed42dd8fad0a2c4fe165ec"><enum>(B)</enum><text display-inline="yes-display-inline">may be reappointed to the Initiative.</text></subparagraph></paragraph></subsection><subsection id="idd85b6496b59947398c2cd04cad17178a"><enum>(e)</enum><header>Surveys; reports</header><paragraph commented="no" display-inline="no-display-inline" id="id70327f21ec5845aeb177acd629ba15c4"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 3 years after the establishment of the Initiative, and every 5 years thereafter, in coordination with the roadmap for agricultural research, education, and extension described in section 7504 of the Food, Conservation, and Energy Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/7614a">7 U.S.C. 7614a</external-xref>), the Initiative shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf707896b017944e19a668ea110cc75b1"><enum>(A)</enum><text display-inline="yes-display-inline">conduct a survey of all research relating to organic agriculture of the Secretary; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide571416ecbe1440fa3ddb078059df333"><enum>(B)</enum><text display-inline="yes-display-inline">submit to the Secretary a report containing the findings of the survey conducted under subparagraph (A), which shall include sections relating to each of the 4 agencies described in subsection (b). </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcbc29512265a48a688afd57c024bf6e9"><enum>(2)</enum><header>Recommendations</header><text display-inline="yes-display-inline">The Initiative shall include in each report submitted under paragraph (1)(B) recommendations relating to—</text><subparagraph id="id24c7716b864149a0bef480aac7321bc0"><enum>(A)</enum><text>expanding the research conducted by the Secretary that—</text><clause commented="no" display-inline="no-display-inline" id="id3a382567c8394c2f9bbabb460e2ecf82"><enum>(i)</enum><text display-inline="yes-display-inline">is applicable to agricultural producers that adhere to the requirements under the national organic program established under the Organic Foods Production Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/6501">7 U.S.C. 6501 et seq.</external-xref>); and</text></clause><clause commented="no" display-inline="no-display-inline" id="id7766fe00f4354abbace1d1692d1cb4ec"><enum>(ii)</enum><text display-inline="yes-display-inline">would explore the new or enhanced research opportunities that could lead to new discoveries, foster innovation, improve technologies, and promote integrated systems approaches to assist—</text><subclause commented="no" display-inline="no-display-inline" id="idbf9cf9083d0b419e932b289aefc4cae7"><enum>(I)</enum><text display-inline="yes-display-inline">organic agricultural producers;</text></subclause><subclause id="idf6cb673de8a04159b599d54f8641a7fd"><enum>(II)</enum><text>consumers of organic food products;</text></subclause><subclause id="id4694b9a83e81442f806415874c49d75c"><enum>(III)</enum><text>organic marketing and distribution channels;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id4104294eb6f64b5c90f8da68a7cf5645"><enum>(IV)</enum><text display-inline="yes-display-inline">transitioning-to-organic agricultural producers, including with respect to barriers to transitioning to organic production and producers who have considered transitioning to organic production but decided not to do so; and </text></subclause><subclause commented="no" display-inline="no-display-inline" id="idd905bb2e2ada40dbb8d5953beae1a157"><enum>(V)</enum><text display-inline="yes-display-inline">the organic food industry;</text></subclause></clause></subparagraph><subparagraph id="id386a3fa4af954912921be8b2c6efd6d0"><enum>(B)</enum><text>strategies to increase the coordination and effectiveness of projects carried out by the Secretary that are applicable to organic production and that would improve the efficiency, productivity, profitability, and ecosystem services of organic crop and livestock production, including strategies relating to—</text><clause id="idc80391b905014709bbf78808e497640c"><enum>(i)</enum><text>developing new public plant cultivars and livestock breeds that are regionally adapted and appropriate for organic production;</text></clause><clause id="id0cf02f1e00d14dafa0d5af2d44f2ff74"><enum>(ii)</enum><text>expanding the applicability and cost-effectiveness of integrated, ecologically based pest, weed, and disease management for crop and livestock systems;</text></clause><clause id="id1c8056a6509a45d5851ce841eb938614"><enum>(iii)</enum><text>developing integrated organic production systems that—</text><subclause commented="no" display-inline="no-display-inline" id="id8aff5e179df3447c906d42278fc82cd1"><enum>(I)</enum><text display-inline="yes-display-inline">enhance ecosystem services relating to organic crop and livestock production; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id12d24a6f50ac44c4a3bb1a1149d97520"><enum>(II)</enum><text display-inline="yes-display-inline">optimize agricultural resilience to the impacts of climate change and other stresses, including soil conservation and soil health, biodiversity, water management, carbon sequestration, and greenhouse gas mitigation;</text></subclause></clause><clause id="ide1dd19741cc84da5b20a3bcd2ded1d23"><enum>(iv)</enum><text>improving the remote sensing and monitoring capabilities for ecosystem services relating to organic crop and livestock production, including soil conservation and soil health, biodiversity, water management, carbon sequestration, and greenhouse gas mitigation;</text></clause><clause id="idcb6106572c9c437e9187ab2e77d2681f"><enum>(v)</enum><text>developing grazing, pasture, forage, and livestock manure management techniques that are regionally adapted and appropriate for organic production;</text></clause><clause id="id8c636f5643214dfcbe64fe5b24b5835d"><enum>(vi)</enum><text>enhancing irrigation and water management techniques used in organic crop and livestock production;</text></clause><clause id="id61e2e5ea0676408f927b6f87ecdf5180"><enum>(vii)</enum><text>enhancing food safety relating to organic crops and livestock products, including guidance on compliance with the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/301">21 U.S.C. 301 et seq.</external-xref>);</text></clause><clause id="id95bf9a52d5374d0bb68c2d15e7f40e79"><enum>(viii)</enum><text>developing new products and new uses of organic crops and livestock products;</text></clause><clause id="id27dbbda4c1254a20b44a96c375eeb1d9"><enum>(ix)</enum><text>enhancing the quality of organically produced food, including taste, appearance, and nutritional value, after being processed into organic crop and livestock products, through genetic, processing, and related research topics; and</text></clause><clause id="idf55374b18a78479890ee3c37e3090ccc"><enum>(x)</enum><text>other similar, relevant topics, as determined by the Initiative; and</text></clause></subparagraph><subparagraph id="idb8410d005ce948eda29d60c0844003f9"><enum>(C)</enum><text>the development of data and applied research-based information useful to organic and conventional crop producers, associations of those producers, and other interested beneficiaries in evaluating the organic and conventional crops industries from a regional and national perspective.</text></subparagraph></paragraph><paragraph id="idbe34fdcc14cf4538b30ff2da74a2032c"><enum>(3)</enum><header>Review of prior report</header><text>The Initiative shall include in each report submitted under paragraph (1)(B)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id8f25c6190a414beaacde1d1362ef49dc"><enum>(A)</enum><text display-inline="yes-display-inline">a review of the recommendations described in paragraph (2) included in the prior report submitted under paragraph (1)(B); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide9439fe43fbb40ed9bcfdb8786f65258"><enum>(B)</enum><text display-inline="yes-display-inline">the actions taken by the Secretary to implement those recommendations.</text></subparagraph></paragraph></subsection><subsection id="idcc3a032dda904a5b9c1dc67b88318ed9"><enum>(f)</enum><header>Consultation</header><paragraph commented="no" display-inline="no-display-inline" id="idaa7a4ffcab6e46859ec8dcae0bc97b75"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>In carrying out this section, the Initiative shall engage in consultation, including with—</text><subparagraph commented="no" display-inline="no-display-inline" id="idaa90dd9940834d638addfe91d1ca85e8"><enum>(A)</enum><text display-inline="yes-display-inline">the National Organic Standards Board; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfd944419fff5441a87028ac9800df619"><enum>(B)</enum><text>land-grant colleges and universities.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id85f2d8d1a64f49ae86b101d12044c119"><enum>(2)</enum><header>Organic and conventional industries</header><text display-inline="yes-display-inline">In preparing each report under subsection (e)(1)(B), the Initiative shall consult, on an ongoing basis, with a diverse array of—</text><subparagraph commented="no" display-inline="no-display-inline" id="idccd4202255d64010869977c57319357a"><enum>(A)</enum><text display-inline="yes-display-inline">organic and conventional farmers, ranchers, handlers; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id96fe21f5dd174ed5bd1f29cceeb23d6c"><enum>(B)</enum><text display-inline="yes-display-inline">organizations that serve those farmers, ranchers, and handlers.</text></subparagraph></paragraph></subsection><subsection id="id77448690f3b54b96b0facaca1d48b1b4"><enum>(g)</enum><header>Consideration by Secretary</header><text>In preparing the annual budget recommendations for the Department, the Secretary shall take into consideration the findings and recommendations contained in the most recently submitted report under subsection (e)(1)(B).</text></subsection><subsection id="id329f5819852843ac83b3e454b661dc37"><enum>(h)</enum><header>Report by Secretary</header><text>In the budget material submitted to Congress by the Secretary of Agriculture in connection with the budget of the United States Government submitted by the President under section 1105 of title 31, United States Code, for each fiscal year, the Secretary of Agriculture shall include a report describing how the Secretary addressed each recommendation of the Initiative contained in the most recently submitted report under subsection (e)(1)(B).</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="idd7018641f29348c7898c90e4921e4441"><enum>3.</enum><header>Organic research and extension initiative</header><text display-inline="no-display-inline">Section 1672B of the Food, Agriculture, Conservation, and Trade Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925b">7 U.S.C. 5925b</external-xref>) is amended—</text><paragraph id="id3197d27a60de4ed08a7f558f0c0a72ea"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph commented="no" display-inline="no-display-inline" id="idd6ddfe82b19749eb9671a775de05f6a2"><enum>(A)</enum><text>in the matter preceding paragraph (1)—</text><clause commented="no" display-inline="no-display-inline" id="ide9401d74a69c42caa8be3d853ba415ed"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (e)</quote> and inserting <quote>subsection (f)</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idee8b10b84d9646208fa534d29eee964f"><enum>(ii)</enum><text>by striking <quote>2023</quote> and inserting <quote>2030</quote>;</text></clause></subparagraph><subparagraph id="idb88818fac1fe4c33a528bce1b9ab9978"><enum>(B)</enum><text>in paragraph (7), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="ida0eed116aeab44b18e37bdace9530824"><enum>(C)</enum><text>in paragraph (8), by striking the period at the end and inserting a semicolon; and</text></subparagraph><subparagraph id="idd84d85a027694f339bba78a40aa0084c"><enum>(D)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idd744f5ed0606491fbf8029449865a55d"><paragraph id="ide7941943ea4c4716a2c431959ca5e60b"><enum>(9)</enum><text>facilitating the identification and adoption of traditional ecological knowledge in accordance with subsection (e);</text></paragraph><paragraph id="id215c77305e034c76b2406a2e2981ae15"><enum>(10)</enum><text>developing cultural practices and other allowable alternatives to substances recommended for removal from the National List of Allowed and Prohibited Substances of the National Organic Program of the Agricultural Marketing Service; and</text></paragraph><paragraph id="id465eaea97fe648f99cb7cd61d0bf0692"><enum>(11)</enum><text>identifying how organic agriculture can adapt to and mitigate climate change through reducing greenhouse gas emissions, building landscape resiliency, establishing regenerative agriculture systems, and facilitating other related ecosystem services.</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4ef1560636c141d79c2b1e0b5fc77779"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id22154880cf4545d3bf5a442e74d72270"><enum>(A)</enum><text display-inline="yes-display-inline">in the subsection heading, by striking <quote><header-in-text style="OLC" level="subsection">Types and Process,</header-in-text></quote> and inserting <quote><header-in-text style="OLC" level="subsection">Term, Types, and Process;</header-in-text></quote>;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ide47339a61f8c448abeaa6f330b767151"><enum>(B)</enum><text>by inserting <quote>(3)</quote> after <quote>Paragraphs</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id820d2f98ba2648648f31bf0b214dfc82"><enum>(C)</enum><text display-inline="yes-display-inline">by striking <quote>(<external-xref legal-doc="usc" parsable-cite="usc/7/450i">7 U.S.C. 450i</external-xref>)</quote> and inserting <quote>(<external-xref legal-doc="usc" parsable-cite="usc/7/3157">7 U.S.C. 3157(b)</external-xref>)</quote>;</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id4be2d162ede4465cb38c4617a5263d3e"><enum>(3)</enum><text>by striking subsection (e) and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="ida1d3a2f481fb45d1b6d6ee41a8f51e10"><subsection id="id58ce9ce50b8f4ee6aa4d389b2aa327f0" commented="no"><enum>(e)</enum><header>Indigenous traditional ecological knowledge</header><text display-inline="yes-display-inline">Any grants made under this section for the purposes of facilitating the identification and adoption of indigenous traditional ecological knowledge shall be subject to the following requirements:</text><paragraph id="id31c63b8863544ec18636e0d2352e8dee" commented="no"><enum>(1)</enum><text>A 1994 Institution (as defined in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/301">7 U.S.C. 301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/382">Public Law 103–382</external-xref>)) or an Alaska Native-serving institution or Native Hawaiian-serving institution (as those terms are defined in section 317(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1059d">20 U.S.C. 1059d(b)</external-xref>)) shall have the role of project director.</text></paragraph><paragraph id="id1a996e798dc744659a3fe51e6dc12e96" commented="no"><enum>(2)</enum><text>The free, prior, and informed consent of any Indian Tribes (as defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)) or Native Hawaiian organizations that possess the applicable indigenous traditional ecological knowledge shall be obtained.</text></paragraph><paragraph id="id99138ee9a69d4fe39276f5c6b37f183b" commented="no"><enum>(3)</enum><text>Appropriate attribution to the sources of the applicable indigenous traditional ecological knowledge shall be identified.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id8905f7f1f7a845f28346acaeeb01e9ce" commented="no"><enum>(4)</enum><text>in subsection (f)—</text><subparagraph id="id2b63ce785c1046a2af0dff9ab47c393b" commented="no"><enum>(A)</enum><text>in paragraph (1)—</text><clause commented="no" display-inline="no-display-inline" id="idc6777bbbe8114623bb35ae846e2795a0"><enum>(i)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text></clause><clause commented="no" display-inline="no-display-inline" id="idc294b02673434f498eab22fd6a73771a"><enum>(ii)</enum><text>in subparagraph (G), by striking <quote>2023 and each fiscal year thereafter.</quote> and inserting <quote>2023;</quote>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id7305f5c2895d4c7a82f725fa3031a496" commented="no"><enum>(B)</enum><text>in paragraph (2), by striking <quote>2023</quote> and inserting <quote>2030</quote>.</text></subparagraph></paragraph></section><section id="id113e1330962a43978507984693ccc36a"><enum>4.</enum><header>Researching the transition to organic</header><text display-inline="no-display-inline">Title XVI of the Food, Agriculture, Conservation, and Trade Act of 1990 is amended by inserting after section 1673 (<external-xref legal-doc="usc" parsable-cite="usc/7/5926">7 U.S.C. 5926</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5474d9c7607d4509bcd1929f8a0ca9d8"><section id="id2ddc25174c2c4b7e933b9a4a461f92dc"><enum>1674.</enum><header>Researching the transition to organic</header><subsection id="id77fa76a28dff4034b4583e3f5ef351e2"><enum>(a)</enum><header>Competitive specialized research and extension grants authorized</header><text>The Secretary of Agriculture (referred to in this section as the <quote>Secretary</quote>), in consultation with the National Agricultural Research, Extension, Education, and Economics Advisory Board, may make competitive grants to support research, education, and extension activities relating to the transition of nonorganic production systems into organic agricultural production systems for the purposes of—</text><paragraph id="idd1fb456a9c524c0f878d0384d4af6160"><enum>(1)</enum><text>overcoming barriers to transitioning to organic agricultural production;</text></paragraph><paragraph id="idda098264b9734723bae3b0b3ed222933"><enum>(2)</enum><text>documenting and understanding the effects of organic practices on ecosystem services, including soil health and fertility, greenhouse gas mitigation and sequestration, water management, biodiversity-related services, and pest management; and</text></paragraph><paragraph id="ida20ce47897f5436a80e0d244e644ee78"><enum>(3)</enum><text>developing improved technologies, methods, models, and metrics to document, describe, and optimize ecosystem services of transitioning agricultural production into organic management.</text></paragraph></subsection><subsection id="id0dce09b61bb9443fa56f5b4381b9c022"><enum>(b)</enum><header>Grant administration</header><text>Paragraphs (4), (7), (8), and (11)(B) of subsection (b) of the Competitive, Special, and Facilities Research Grant Act (<external-xref legal-doc="usc" parsable-cite="usc/7/3157">7 U.S.C. 3157(b)</external-xref>) shall apply with respect to the making of grants under this section. </text></subsection><subsection id="idefddab845c1d4a62ba9ce5f696a45605"><enum>(c)</enum><header>Partnerships encouraged</header><text>Following the completion of a peer review process for grant proposals received under this section, the Secretary may provide a priority to the grant proposals, found in the peer review process to be scientifically meritorious, that—</text><paragraph commented="no" display-inline="no-display-inline" id="id86d016a5dcca4c90b7a696dae6660e88"><enum>(1)</enum><text>actively partner with producers or conduct on-farm research; and</text></paragraph><paragraph id="idd8e08fc62e874e7ab6fbe9b2c3c12015"><enum>(2)</enum><text>actively involve—</text><subparagraph commented="no" display-inline="no-display-inline" id="id940ff45db3e44b168e24d7c814910fde"><enum>(A)</enum><text display-inline="yes-display-inline">1890 Institutions (as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/7/7601">7 U.S.C. 7601</external-xref>));</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idaaed0495cef74b32a4233f8be7d7b3b2"><enum>(B)</enum><text display-inline="yes-display-inline">1994 Institutions (as defined in section 532 of the Equity in Educational Land-Grant Status Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/301">7 U.S.C. 301</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/103/382">Public Law 103–382</external-xref>)); </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idfea27e1bb08242a6b41254f58886ab65"><enum>(C)</enum><text display-inline="yes-display-inline">Hispanic-serving institutions (as defined in section 502 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1101a">20 U.S.C. 1101a</external-xref>)); or</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id739c6da3f56845319782225af94ffe0f"><enum>(D)</enum><text>Alaska Native-serving institutions or Native Hawaiian-serving institutions (as those terms are defined in section 317(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1059d">20 U.S.C. 1059d(b)</external-xref>)). </text></subparagraph></paragraph></subsection><subsection id="id260b33ff459b4be5a3a4a86a829b6fe3"><enum>(d)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section—</text><paragraph commented="no" display-inline="no-display-inline" id="idc028014b61fd47eebde5e000f43c015e"><enum>(1)</enum><text display-inline="yes-display-inline">$10,000,000 for each of fiscal years 2026 and 2027; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id10fde59107b0412797dcc047b034446d"><enum>(2)</enum><text display-inline="yes-display-inline">$20,000,000 for fiscal year 2028 and each fiscal year thereafter.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="id72de866f847f459bae29b0ce2516cb73"><enum>5.</enum><header>Organic production and market data initiatives</header><text display-inline="no-display-inline">Section 7407 of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/5925c">7 U.S.C. 5925c</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="ided6e61563a9c4e63bf89bc4502aed5df"><enum>(1)</enum><text>by redesignating subsection (d) as subsection (e);</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idcbb3e43f3289415290492dee06fa6e1f"><enum>(2)</enum><text>by inserting after subsection (c) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idB56C0CD7FE4347ED8421D36074173BCE"><subsection id="id305cc92e9c9e49adac0b2d6026c84435"><enum>(d)</enum><header>Economic impact analysis of organic farming and certification</header><paragraph commented="no" display-inline="no-display-inline" id="id9e40f64999844ab1a47854b3cc1ca205"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, acting through the Administrator of the Economic Research Service (referred to in this subsection as the <term>Secretary</term>), shall conduct an economic impact analysis of organic agricultural management conducted in accordance with the national organic program established under the Organic Foods Production Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/6501">7 U.S.C. 6501 et seq.</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id667e621c44bb4fec914a71ac4b8567ed"><enum>(2)</enum><header>Requirements</header><text>The analysis under paragraph (1) shall—</text><subparagraph commented="no" display-inline="no-display-inline" id="id40c006a25f434fb8836fcd7a8c857cb7"><enum>(A)</enum><text display-inline="yes-display-inline">take into consideration information about farming and ranching operations of a variety of sizes, with regional differences, and that have a diversity of production practices and methods; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id0b7b2b0ec1854f8797a5780675d8e784"><enum>(B)</enum><text display-inline="yes-display-inline">consider the direct and indirect economic impacts of organic agriculture on rural and urban communities, including—</text><clause id="id01c88efcf3a84975bfba1d7a739450ec"><enum>(i)</enum><text>the vitality of the local economy;</text></clause><clause id="iddcf848cc632a40149e80c43650167ea3"><enum>(ii)</enum><text>the labor market;</text></clause><clause id="id4dca36ca016f43a384d1374ff5b38ee9"><enum>(iii)</enum><text>environmental quality;</text></clause><clause id="id9a0487fbfcb04ebdb8161cef5e0f209a"><enum>(iv)</enum><text>social dynamics;</text></clause><clause id="idd7e095c0e7bb445b80e2c956f6a9d014"><enum>(v)</enum><text>land ownership; and</text></clause><clause id="id5f6996f19af64c028045f8d845f079cb"><enum>(vi)</enum><text>any other information, data, or analysis that the Secretary determines to be necessary to make the analysis comprehensive, accurate, and useful. </text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id0f1aeb54dfd34998afa62ac542dab1f8"><enum>(3)</enum><header>Plan</header><text>Not later than 1 year after the date of enactment of the <short-title>Organic Science and Research Investment Act of 2025</short-title>, the Secretary shall submit a plan to conduct the analysis under paragraph (1) to—</text><subparagraph commented="no" display-inline="no-display-inline" id="id13a0b21e51424d9e9304d00982f4a373"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Agriculture, Nutrition, and Forestry of the Senate; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id124c0a70f37741939f0e69a9d651e2ca"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Agriculture of the House of Representatives. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7af9e74b92324487a86194f89a648d17"><enum>(4)</enum><header>Submission</header><text>Not later than 3 years after the date on which the Secretary submits the plan under paragraph (3), the Secretary shall submit to the committees described in that paragraph a report describing the results of the analysis conducted under paragraph (1).</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="idd9c4bb5234124f3bb64405403d79d0a8"><enum>(3)</enum><text>in subsection (e) (as so redesignated)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9b8ca0acfc1147f3b118effcd791cb88"><enum>(A)</enum><text>in paragraph (1)—</text><clause commented="no" display-inline="no-display-inline" id="idceca9a8433a0443e87e1b76c453f0d7b"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>and</quote> at the end;</text></clause><clause commented="no" display-inline="no-display-inline" id="idc426a917053c48928487502d64aa4f47"><enum>(ii)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; and</quote>; and</text></clause><clause commented="no" display-inline="no-display-inline" id="idec935d1871e947299f34a6e5f63d5bf7"><enum>(iii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id8a06ed27a3774e32893a4a102b92e118"><subparagraph id="id30f1460a37254bcfabb295d7d89ad3e6"><enum>(C)</enum><text>$10,000,000 for the period of fiscal years 2025 through 2030.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="id57b4bf5b3a9d4e788312e818a93a9254" commented="no" display-inline="no-display-inline"><enum>(B)</enum><text>in paragraph (2), by striking <quote>$5,000,000 for each of fiscal years 2008 through 2023</quote> and inserting <quote>$10,000,000 for each of fiscal years 2025 through 2030</quote>. </text></subparagraph></paragraph></section></legis-body></bill>
