which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the National Trails System Act to direct the Secretary of Agriculture to conduct a study on the feasibility of designating the Benton MacKaye Trail as a national scenic trail.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H1376712E29DC444DAC1DC89EAD142B21"><section section-type="section-one" id="HAD7B515550234B56A5F9EC557DD160AE"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Benton MacKaye National Scenic Trail Feasibility Study Act of 2025</short-title></quote>.</text></section><section id="H7E791417C3E9416C9F856FC4ADDD544E"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that the Benton MacKaye Trail—</text><paragraph id="H02028DBF1F1245BEA2BC964A9B75435A"><enum>(1)</enum><text display-inline="yes-display-inline">is a scenic, nonmotorized trail that traverses approximately 287 miles over some of the most renowned forests and mountains in the States of Georgia, Tennessee, and North Carolina;</text></paragraph><paragraph id="HA92E76A0172F426EA8A75B60927EC125"><enum>(2)</enum><text>showcases a wide variety of scenic views, including high-elevation peaks, mature forests, and secluded waterfalls;</text></paragraph><paragraph id="H710ABEE6F6414087835EA574F5702A22"><enum>(3)</enum><text>passes through wilderness that is rich with biodiversity;</text></paragraph><paragraph id="H8E081F21340F4F70AB0088C5B99FC123"><enum>(4)</enum><text display-inline="yes-display-inline">passes through six designated Wilderness Areas, the Great Smoky Mountains National Park, and the Chattahoochee-Oconee, Cherokee, and Nantahala National Forests;</text></paragraph><paragraph id="H95ABE9D48FA945D99B2F8D1B6A73D13B"><enum>(5)</enum><text>provides a wide array of easily accessible hikes for novice and intermediate hikers, as well as more challenging trails for backpacking;</text></paragraph><paragraph id="H95F9D3376D66401DBB9E394217605A0B"><enum>(6)</enum><text>supports economic opportunities for numerous rural communities which benefit from the visitors of the trail spending their money on accommodations, food, and outdoor supplies;</text></paragraph><paragraph id="HDF9CC93FCE5B4B4C8F58D4C7781D95AF"><enum>(7)</enum><text>runs from Springer Mountain in Georgia, through Tennessee, and extends through the Great Smoky Mountains National Park in North Carolina;</text></paragraph><paragraph id="HD92A48AD30974703AF42C11B7B4AC1AD"><enum>(8)</enum><text>is physically accessible; and</text></paragraph><paragraph id="H045EFC2D84C24084A8F28789F5443113"><enum>(9)</enum><text>can be maintained at a minimal cost because—</text><subparagraph id="H4EE2529D82544D5CBA09F5C677F3932B"><enum>(A)</enum><text display-inline="yes-display-inline">the Benton MacKaye Trail has been maintained at its current length since 2005;</text></subparagraph><subparagraph id="H283950B59A38431E8F8C3222FB39E7EB"><enum>(B)</enum><text>95 percent of the Benton MacKaye Trail is located on Federal land; and</text></subparagraph><subparagraph id="H83088797435C4EA186AC72EE6AA6A0D3"><enum>(C)</enum><text>the Benton MacKaye Trail has been successfully constructed, maintained, and managed by the Benton MacKaye Trail Association since 1980.</text></subparagraph></paragraph></section><section display-inline="no-display-inline" section-type="subsequent-section" id="H78D3B352F8AB4A6283FE7E68C7A4209B"><enum>3.</enum><header>Benton mackaye national scenic trail feasibility study</header><text display-inline="no-display-inline">Section 5(c) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(c)</external-xref>) is amended by adding at the end the following: </text><quoted-block style="OLC" display-inline="no-display-inline" id="HA21EAA50AD684988A9BAF4D6006498B8"><paragraph id="H6EA7B4A62408494DA80E55627C61CB08"><enum>(50)</enum><header>Benton Mackaye Trail</header><subparagraph id="HA9F20A38B2264DB8B5D3767D81A5DA66"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Benton MacKaye Trail, a scenic, nonmotorized trail that traverses approximately 287 miles in the States of Georgia, Tennessee, and North Carolina.</text></subparagraph><subparagraph id="HD7351B3DC856473497AA1F5154DD2CC2"><enum>(B)</enum><header>Study</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this paragraph, the Secretary of Agriculture, in consultation with interested organizations, including the Benton MacKaye Trail Association, shall complete and submit to Congress the feasibility study for designating the Benton MacKaye Trail as a national scenic trail.</text></subparagraph></paragraph><after-quoted-block>. </after-quoted-block></quoted-block></section></legis-body></bill>
