<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1361</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250409">April 9, 2025</action-date><action-desc><sponsor name-id="S398">Mr. Cramer</sponsor> (for himself and <cosponsor name-id="S337">Mr. Coons</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of Veterans Affairs to give priority in the consideration of suicide prevention grants to entities located in States that have not received such a grant, and for other purposes.</official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Every State Counts for Veterans Mental Health Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="id800b83124ae0433e9fb5d64fd4662bf9"><enum>2.</enum><header>Priority for Department of Veterans Affairs suicide prevention grant recipients in States in which a grant has not been awarded</header><text display-inline="no-display-inline">Section 201(d) of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 (<external-xref legal-doc="public-law" parsable-cite="pl/116/171">Public Law 116–171</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/10/1720F">10 U.S.C. 1720F</external-xref> note) is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idffbf3f7bff944850a5d69d05baaa5507"><paragraph commented="no" display-inline="no-display-inline" id="id9803441c83e442d6876108bc6283f095"><enum>(3)</enum><header>Additional priority for States that have not received a grant</header><subparagraph commented="no" display-inline="no-display-inline" id="id67666302d45449d989fbb65e05c0f27c"><enum>(A)</enum><header>In general</header><text>The Secretary shall prioritizing consideration of any eligible entity located in a State in which an entity has applied but not received a grant under this section.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id756e9b2c0f634a19933f02c83fc8e4ed"><enum>(B)</enum><header>Scoring preference</header><text display-inline="yes-display-inline">If no entity in a particular State has received a grant under this section, the Secretary shall give all eligible entities in that State that apply for such a grant a scoring preference until at least one grant is awarded to an eligible entity in that State.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
